Job Brief
We are looking for a Publicity and Stakeholder Relations Assistant to join the Gauteng Film Commission to provide administrative support through coordination and support in implementing the publicity and stakeholder relations function to ensure the effective and efficient execution of the GFC mandate.
The key responsibilities as stipulated below but not limited to:
• Administratively facilitate and support the Marketing, Communications and Brand Coordinator, and Unit Manager in fulfilling the stakeholder relations management function
• Provide assistance to the Marketing, Communications and Brand Coordinator, and the Unit Manager in implementing the publicity function of the GFC
Education
• Matric/ Grade 12
• Diploma in Communications and/or Public Relations or any relevant equivalent qualification
Experience
• A minimum of 1 – 2 years of relevant work experience.
• Experience in the Film and Television industry will be an added advantage.
• Government statutory experience will be an added advantage.

Job Brief
We are looking for a Finance Administrator to join the Gauteng Film Commission to provide secretarial support to the Chief Financial Officer (CFO) and relevant administrative support to the Finance Division within the GFC.
The key responsibilities as stipulated below but not limited to:
• Renders efficient and effective secretarial and administrative support to the office of the CFO;
• Administratively monitor the Finance Division’s contribution to the Annual Performance Plan (APP) of the organisation;
• The Finance Administrator should also be able to deliver the following services:
- Perform specific tasks /activities associated with the processing and updating of transactional information concerning specific Creditor Accounts;
-Monitor the implementation of specific procedures, systems and controls associated with key functional areas embodied in the finance division;
-Monitoring applications and sequences associated with recording, authorization, and execution of expenditure transactions;
-Maintain registers and access records of expenditure transactional processes, documentation, instructions and correspondence; and
-Perform specific tasks /activities associated with reconciling and preparing books.
Education
• Matric/ Grade 12
• A National - Diploma in Financial Management or equivalent qualification (Minimum NQF level 6).

TERMS OF REFERENCE FOR SOURCING A RECRUITMENT AGENCY
1. PURPOSE
The Gauteng Film Commission is seeking a reputable Human Resource Placement agency to provide an experienced, skilled, and suitably qualified Strategy Planning, Strategic Support and M&E Specialist to join the GFC for six (6) months on an Independent Contractor basis. The selected individual will drive the Strategy Planning, Strategic Support, and M&E function of the GFC, under the guidance of the Acting Executive: Partnerships, Industry Support and Projects and the CEO.
TERMS OF REFERENCE/SPECIFICATION
1.1 Scope of Work
The GFC is an NPC entity within the Gauteng Provincial Government under the leadership of the Department of Sport, Arts, Culture and Recreation mandated with the development, promotion and coordination of the film and television production industry in Gauteng. In addition, the GFC is responsible for positioning the province as a world-class destination for filmmaking as well as attracting local and international investments in the film and television industry.
The designated employment agency will bear the responsibility of curating three (3) potential candidates from its expansive database, ensuring their proficiency and qualifications align closely with the requirements for the Strategy Planning, Strategic Support and M&E Specialist/Consultant position. Subsequently, these candidates will undergo a single-stage interview and selection process, overseen by the GFC, to determine the most suitable candidate for the role.
1.2 Requirements for the Recruitment Agency
The selected recruitment agency must demonstrate the following:
a. Industry Expertise:
• Proven experience in recruiting for roles involving strategy planning, strategic support, and monitoring & evaluation within the government, creative, or development sectors.
• A successful track record of placements in similar positions.
b. Understanding of Role Requirements:
• A clear understanding of the qualifications, experience, and skills needed for the role.
• Familiarity with the principles relevant to the position.
c. Candidate Screening and Assessment:
• Ability to assess candidates for relevant qualifications, technical skills, and software proficiency (e.g.MS Office, financial tools).
• Strong capability in evaluating candidates’ organizational, analytical, and communication skills.
d. Cultural Fit Assessment:
• Expertise in assessing candidates’ alignment with the GFC’s values and mission.
• Experience in evaluating interpersonal and teamwork skills.
e. Compliance and Legal Requirements:
• Ensure all candidates meet the legal, professional, and compliance standards required for the role.
f. Reporting and Communication:
• Maintain consistent communication with GFC regarding candidate progress and provide detailed reports.
1.3 Core Responsibilities: This position provides the following much-needed ongoing services in line with their respective job profiles:
a. Conducting research oversight into best practices associated with the functionality and determining
b. The appropriateness of specific policies/procedures for implementation;
c. Performance reporting, M&E and annual report draft oversight management; and
d. Strategic planning coordination and administrative duties for finalisation of the Strategic plan and the Annual Performance Plan (APP).
e. To provide effective direction and support to the Office of the CEO in terms of Performance Management issues and requirements.
f. Plan, manage and coordinate the Office of the CEO’s priority-based strategic planning processes for program development and monitoring.
g. Evaluate and report on program performance against pre-determined indicators and targets.
h. Lead strategy stakeholder management and compliance.
i. Practice good governance and risk management.
j. To control, consolidate, analyse and submit various reliable reports to oversight bodies.
k. Implement uniform norms and standards for management reporting to support accountability reporting.
1.4 Specification for the Deployed Personnel

2. PERIOD OF PERFORMANCE
The anticipated period of performance for any contract resulting from this solicitation is expected to commence immediately following the identification of suitable personnel for the role and to conclude after six (6) months.
3. SERVICE PROVIDERS’ RESPONSIBILITIES
The service provider and the deployed personnel undertake to abide by GFC’s policies and procedures, Code of Conduct, and service standards whilst working at GFC.
4. BUDGET
Please provide a detailed monthly fee structure, including the stipulated Cost-to-Company remuneration of R 60 000.00 for the resource to be deployed as set by the GFC.
5. COMPLIANCE DOCUMENTS REQUIRED
Note that in terms of National Treasury Regulations, the GFC must request:
a. A current SARS Tax Clearance Certificate, kindly include this certificate in your submission. This should be in the original copy and failure to do so will automatically disqualify your submission.
b. Up-to-date BBBEE Certificate and
c. Up-to-date CSD Documents from all its service providers.
d. SBD Forms (To be provided by GFC)

6. EXPERTISE REQUIRED AND CRITERIA FOR CONTRACT EVALUATION AND AWARD
The evaluation personnel will assess all submissions for the request for proposals based on the following criteria:
a. Company Experience: Demonstrated experience of over 5 years as a recruitment agency.
b. Personnel Qualifications: Inclusion of three CVs of personnel to be deployed to the GFC, showcasing their relevant qualifications and experience.
c. Reference Letters: Submission of at least three reference letters from previous clients or partners, attesting to the agency's performance and professionalism.
d. Proof of Experience and Capacity: Presentation of evidence showcasing the agency's experience, capacity, and successful track record in recruiting for similar roles or industries.
e. Cost Proposal: Provision of a detailed cost proposal outlining the fees and expenses associated with the recruitment services noting the Cost to Company remuneration.
f. The 80/20 preferential point system as per the Treasury Framework Act of 2000 will be applied, where 80 points will be allocated for price and 20 points for B-BBEE Status as detailed below:
• BBBEE (Broad-Based Black Economic Empowerment): 10 points maximum
• Specific Groups: 10 points
• Women: 2 points
• Youth: 2 points
• Township Economy: 1 point
• People with Disability: 1 point
• Ownership: 4 points
• 51% and above PDI (Previously Disadvantaged Individuals) ownership: Full 4 point
• One scoring less than 50%: Either 1 or 2 points
7. CONTRACTUAL AGREEMENTS
The GFC will establish a contractual arrangement with the successful Recruitment agency based on the criteria outlined above.
There will be one contract between GFC and the successful service provider. The provision of any services by affiliated organisations or subsidiary organisations will be incorporated into that contract.
