REQUIREMENTS: An appropriate minimum NQF level 7 qualification Human / Social Sciences / Public Administration and Management or equivalent with at least a minimum of 5 years middle/ senior management experience. Knowledge of advance analytical skills and extensive knowledge of the Public Service prescripts, Human Resource Development policies and strategies.

DUTIES: To develop and manage, for the Gauteng City Region innovative policies and strategies to produce and prepare a pool of skilled and talented young people. To direct and oversee the implementation of these policies and strategies. Design financial and other support options available to youth and provide and promote financial assistance options to youth. Manage the administration of funding for training and sales development initiatives associated with producing a pool of skilled and talented youth in GCR, including bursaries, learnerships, internships. Adopt an outward-looking approach to the development of innovative practices and Interventions which will enable scaling and massifying interventions that assist young people's transitions from school to PSET and economic activity. Engage with relevant stakeholders to facilitate appropriate planning to support implementation of youth transitions interventions strategy. Implement, maintain and monitor relevant policies, systems, processes, structures and projects in support of youth transitions Interventions. Align interventions with National and Provincial initiatives. Ensure the effective, efficient and economical management and utilisation of resources allocated to the Department as outlined in the legislative framework for good governance.

DUTIES: Manage the provision of supped to institutions: Ensure proper coordination for all support and activities to and with institutions. Ensure the maintenance of teaching and learning activities in schools within the district, Manage the strategic support direction and planning in the districts: Formulate strategies for efficient support to circuits and institutions. Ensure the Implementation, mortaring and evaluation of departmental policies and strategies. Implement corrective intervention plans for districts to ensure effective learning take place in institutions. Manage all resources of the District Office: Supervise and manage sub-ordinates and other participants in the Branch activities. Responsible for the financial management of the components activities. Plan, organise and control activities pertaining to functions of the Districts. Adhere to and promote statutory prescripts and the Code of Conduct for the Public Service. Ensure compliance with National policy frameworks and standards. Report to and participate In all appropriate provincial, departmental and other structures and processes. Manage the application, registration and de-registration of independent schools and Home Schooling, prepare for subsidies to be granted to independent schools, and manage Home Education registrations and withdrawals. Establish, maintain and ensure governance and good working relationship with stakeholders in the independent school sector. Develop and implement systems for the registration, classification, deregistration, subsidisation and withdrawal of subsidy of Independent Schools. Develop and implement systems for monitoring and supporting subsidisation of Independent Schools. Develop and implement systems for the registration and deregistration of Home Education learners. Develop and implement systems for monitoring and supporting Home Education learners. Establish, maintain and ensure governance and a good working relationship with stakeholders in the Home Schooling sector. Develop and implement systems for monitoring and supporting Independent Schools, develop and implement monitoring instruments within the Directorate. Develop, consult on and Implement a stakeholder management framework for independent schools and home education: develop annual performance plans and reports on registered home education learners and independent schools; develop and maintain a system far case management. Develop and maintain a system far query and case management. Coordinate and manage all administrative functions within the Directorate.

REQUIREMENTS: An appropriate NQF level 7 qualification in Educational Research, Measurement, Educational Psychology, Statistics, Economics or a closely related field is required. A Masters (NQF level 9) would be an added advantage, with at least a minimum of 5 years middle/ senior management experience evidence of research or administrative experience leadership is highly desirable. Knowledge of advance analytical skills and extensive knowledge of the prescripts of the Public Service, Education Policies and strategies is evidently technology savvy. Knowledge of the South African Basic Education environment as well as National and International Research environment Valid South African driver's license is essential. Computer literate.

DUTIES: Formulation and management of the department's research agenda and programmes. Supervise research projects from the early planning stages to project completion. Support and facilitate the development of researchers and research Initiatives, and provide leadership in bringing research capabilities into strategic research projects and programmes. Disseminate and contribute to the dissemination of research findings through publication of books, articles, and research reports and participation in seminars, symposia, and professional organizations. Manage efficient directing of all knowledge management requirements and designs. Develop an organisational knowledge system for the management of storage. access and flow of information. Administer and ensure the implementation of an organisational knowledge system for the management of storage, access and flow of Information and ensure maintenance thereof. Advocate integrated knowledge management and use in Department. Facilitating research collaborations through networks and partnerships. Management and development of staff within the unit. Excellent and timeous communication with academic and professional support staff partners within and external to the institution.
