 JOB SUMMARY AND PURPOSE 

To co-ordinate, manage, develop heritage marketing and education programs, storytelling content and book publication and facilitate the schools, youth and family programming, design learning and presentation/learning support material for schools and public. 

KEY RESPONSIBILITIES 

• To develop policy for heritage education and outreach and link them to department’s mission and storyline of //hapo and Garden of Remembrance including Gallery of Leaders. 

• Coordinate and provide oversight of story telling performances to enhance the story line of Freedom Park. 

• Establish and manage stakeholder relations/MOUs and their relationships. 

• Manage the writing and designing of teaching and learning material based on //hapo and Freedom Park storyline. 

• Manage and facilitate heritage education to enhance pillar of Freedom Park storyline (indigenous knowledge systems, Heritage, Spirituality and History) and complement the national curriculum. 

• Implement outreach programs and the visitor flow for touring guide spaces. 

• Provide supervision, discipline, and ensure active participation of the unit in all audit processes. 

 

JOB REQUIREMENTS 

Minimum Requirements 

• Postgraduate qualification / Honours degree in the social/human sciences, which may be Heritage Studies, History, Indigenous Knowledge Systems, African Studies, and Education. 

• 5 years’ experience in management 

• 1-5 years’ experience in the heritage industry and education field.

To plan, direct, and co-ordinate the human resource management activities of the Freedom Park to maximise the strategic use of its HR functions; to ensure regulatory compliance for the achievement of the organisation's strategic objectives. 

 

KEY RESPONSIBILITIES 

•Formulate a HR strategy as well as set up a budget that will inform and support the activities of the HR department in line with the organisation's strategic objectives.

•Manage the development and effective implementation of the various HR policies and procedures to ensure alignment with legislation and the organisation’s strategic objectives.

• Manage the administration and maintenance of human resources to ensure that accurate personnel records are kept. 

• Manage the development and utilisation of human resources to ensure employees are equipped with the necessary skills for successful performance, optimal utilisation and organisational efficiency. 

• Manage the co-ordination of the Employee Wellness Programme to ensure a healthy and productive workforce. 

• Manage the co-ordination of job evaluation activities aimed at determining appropriate grading of positions to ensure internal equity. 

• Manage the administration of compensation, benefits and performance management systems to ensure that employees are appropriately rewarded. 

• Manage the employee relations function within the organisation to ensure sound relations with stakeholders.

TASK DESCRIPTION 

• To manage the reporting functions to ensure accurate and meaningful financial reporting, including monthly and quarterly management accounting reports and annual financial statements. 

• To manage the strategic financial planning activities, such as budget development and procurement monitoring. 

• To manage the financial accounting functions to ensure the accuracy of all financial transactions. 

• Manage budget and Cash and Bank account. 

• To formulate, implement and monitor financial policies and procedures. 

• To ensure that assets are accounted for and managed in accordance with statutory requirements, policies and procedures. 

• To ensure adherence to all finance-related statutory requirements. 

• To ensure that staff are developed, and managed and that an appropriate working environment is created.

Minimum Requirements

• Post-graduate Degree and/or Qualification as a CA (SA) will be an added advantage. Financial management in a medium to large public entity with experience in Financial Planning and Analysis and ERP systems 

• Strong knowledge of the PFMA, GRAP, Treasury Regulations, Policy Formulation, implementing and monitoring.

EXECUTIVE POSITIONS AT FREEDOM PARK

The institution invites applications from suitably qualified, experienced and knowledgeable candidates for the key positions of Chief Executive Officer (CEO), Head of Department: Heritage and Knowledge (HOD: H&K), and Company Secretary (CS).

 

 

CHIEF EXECUTIVE OFFICER (CEO)

 

The CEO is responsible for providing strategic leadership, vision and executive management of Freedom Park, ensuring the fulfilment of its National Heritage mandates, operational sustainability, sound governance and compliance with applicable legislation. The role works closely with and reports to the Chairperson of the Council of Freedom Park to enhance organisational performance, drive innovation and strengthen stakeholder confidence. The CEO will be expected to lead Freedom Park through a phase of organisational strengthening, operational renewal and strategic repositioning.

 

Minimum Requirements

 A Masters degree (NQF Level 9), in business, heritage, tourism, and/or other relevant area.

 Ten years’ senior executive leadership experience, preferably across both private and public sector regulated environments.

 Demonstrated capability in strategic leadership, governance, organisational performance management and stakeholder engagement.

 Experience leading complex organisations with public accountability and delivering results in dynamic environments.

 Strong business acumen and results-oriented, with the ability to modernise systems, optimise resources and embed a high-performance culture.

 

 

 

HEAD OF DEPARTMENT: HERITAGE AND KNOWLEDGE (HOD)

 

The HOD: Heritage and Knowledge is responsible for providing strategic leadership, intellectual direction and management of Freedom Park’s heritage, research and knowledge programmes, ensuring the advancement of its National Heritage mandate, preservation of historical narratives, and promotion of inclusive memory and identity. The role works closely with and reports to the Chief Executive Officer to strengthen programme impact, enhance knowledge production, and deepen stakeholder engagement. The HOD will be expected to lead the Heritage and Knowledge function through a phase of content development, research excellence and strategic alignment with national priorities.

 

Minimum Requirements

 A Master’s degree (NQF Level 9), preferably in the Social/Human Sciences or related field.

 Eight years’ senior management experience, preferably within the heritage, cultural, research, knowledge management or broader public sector environment.

 Demonstrated capability in strategic leadership, programme oversight, project management, organisational performance and stakeholder engagement.

 Experience managing complex programmes or functions with public accountability and delivering results in dynamic and evolving contexts.

 Strong leadership and strategic thinking ability, with the capacity to guide multidisciplinary teams, optimise resources and foster a high-performance and innovative culture.

 

 

 

COMPANY SECRETARY (CS)

 

The Company Secretary is responsible for providing governance, compliance and legal support to the Council and its Committees, ensuring full adherence to applicable legislation, regulations, codes and governance standards. The role has a dual reporting line: directly accountable to the Chairperson of the Council on all governance and statutory matters, and administratively (dotted reporting) to the CEO for operational alignment. The Company Secretary ensures the effective functioning of Council and Committee processes, promotes ethical and responsible leadership, and enables sound decision-making through the provision of accurate records, information and professional guidance.

 

Minimum Requirements:

 A Bachelor of Laws (LLB) degree (NQF Level 8)

 Chartered Governance qualification (e.g. CGISA/CSSA).

 Eight years’ experience in a Company Secretary or senior corporate governance role or legal practice.

 Sound knowledge of the PFMA, Treasury Regulations, King IV, PAIA and POPIA.

 

SENIOR APPOINTMENTS: Each of the above key Freedom Park positions will be for a five-year fixed-term contract, with a probationary period of six (6) months. Remuneration and benefits will be aligned to public-sector norms.
