Human Resources Specialist

Department: Human Resources
Employment: Permanent: Employment Contract is limited to the licence duration of the SETA.
Report: Manager: Human Resources
Purpose: To provide a generalist human resource service, implement and ensure compliance to Human Resource policies and procedures with FoodBev Sector Education and Training Authority (SETA).
Roles and Responsibilities:
HR Plan
Collects relevant data for HR analytics to assist with the development of the HR Plan
Analyse and submit information emanating from current and future HR needs to HR Manager
Implement and monitor HR Plan and ensure alignment with other HR processes
Recruitment & Selection
Obtain staff requisitions from business and compiles recruitment advertisements.
Draft recruitment advertisements with the necessary job specifications of the prospective candidate
Screen and prioritise applications for positions in order to draw up a short list of ideal candidates
Creation of a recruiting and interviewing plan for each open position identifying effective sources
Interview applicants to obtain information on work history, training, education and job skills
Compile recruitment reports with recommendations for appointment of successful applicants.
Draft Letters of Appointments after negotiating start dates with successful applicants.
Inform potential applicants about facilities, operations, benefits, and job or career opportunities in organisations
Liaises with recruitment agencies in relation to the supply of temporary staff.
HR Policy and Procedures
Provide input in the development of HR Policies and consult with relevant stakeholders
Implement HR Policies and advise line managers and employees
Conduct information sessions on newly approved HR Policies for all employees
Contribute towards the development of HR policy Manual
Performance Management
Conduct Performance Management workshops and advise on performance management process
Ensure submission of all performance agreements and reviews as per compliance calendar
Advise employees on performance management cycle and process
Conduct training on Performance Management
Employee Relations
Provide first level advice on labour related issues to Managers.
Facilitate disciplinary, grievance and appeal hearings.
Record and file minutes of disciplinary / grievance hearings.
Prepare cases and represents FoodBev SETA at the CCMA.
Conducting exit interviews with employees leaving the company
Assist employees regarding HR programs, practices and policies
Communicate proactively and work with departmental managers to resolve employee concerns and issues, and identify administrative needs that occur on a routine basis
Ensure adherence to all Human Resource policies and procedures and SA legislation.
Keep abreast of legislative changes and advises Managers of such changes.
Training & Development
Conduct training needs analysis and skills audits.
Draw up annual training plans and oversees the coordination of training in line with plans.
Perform post training evaluation and assessment.
Assist managers and staff on preparation of individual development plans.
Payroll Administration
Review the recording and submission of payroll information to HR Manager and Service Provider.
Provide support to staff members of structuring and remuneration packages for new appointments.
Prepares information for annual salary increases and bonus calculations and letters
General
Compiles and submits Human Resource and statutory reports (e.g. EE, WSP, etc.).
Implement allocated Human Resource projects.
Keeps abreast of human resource best practices.
Assists with wage negotiations and policy reviews.
Provides input into the annual Human Resource budget.
Manages employee performance to ensure objectives are met.

Statutory Compliance
Compiles and submits Human Resource and statutory reports (e.g. EE, WSP, etc.).
Ensure compliance to LRA, EEA, BCEA schedules in all aspects of human capital management
Establish a job profile database that is current and which is updated as and when organisational changes occur
People / Staff Management
Guide staff to achieve the objectives set for them
Monitor and manage staff performance in compliance with the Performance Management policy and processes
Coach and mentor staff as appropriate to improve performance
Practise sound labour relations within the approved conditions of service
Ensure the implementation and adherence of the human resources policies, procedures and practices within the department
Ensure that the values of FBS are understood and lived Essential Requirements
A Degree in Human Resources Management/Industrial Psychology or equivalent
3 -5 years experience in Human Resources as a generalist or similar environment
Knowledge of legislation regulating the human resources environment e.g. Employment Equity Act, Basic Conditions of Employment Act, Labour Relations Act etc.
Knowledge of current and future HR trends and practices.
Developed understanding of HR transactional functions e.g. Recruitment and Selection, Payroll, Records Management etc.
Basic knowledge of the Skills Development Act and associated legislation and policies / strategies, such as the National Skills Development strategy
