Food and Beverages Manufacturing Sector Education and Training Authority (Foodbev SETA) is a schedule 3A Public entity established in terms of the Skills Development Act, 97 of 1998.

Employment:  Permanent: Employment Contract is limited to the licence duration of the SETA.
Report:  CEO
 
Purpose: To oversee the Education and Training Quality Assurance management of the SETA in line with the QCTO DQP and AQP delegation policies.
In addition, provide strategic leadership to the organisation and play an advisory role to Executive management in relation to ETQA function within FoodBev SETA. 
 
 
Roles and Responsibilities:
Manage ETQA unit business plans and budget
 Analyse qualitative and quantitative data required to inform strategic ETQA plans
 Develop the ETQA unit business plans and budget.
 Compile and implement ETQA strategy, implementation plan and budget
 Manage ETQA budget
 Report on ETQA projects, and activities Manage, monitor, control and evaluate ETQA unit implementation plans
 Support and participate in financial and performance audits
 
Manage ETQA policies, processes and best-practices
 Participate and contribute in monitoring and reporting of special projects, task teams and committee outcomes
 Develop, update, implement and monitor ETQA policies, guidelines, procedures and processes. Forster and monitor policy compliance by ETQA department.

Lead, oversee and control ETQA systems and databases functioning and effectiveness
 Design, implement, monitor, and update a Quality Management System for ETQA
 Monitor and ensure integrity of ETQA databases
 Monitor the maintenance a leaner management system compatible with the National Record Database (NLRD) administered by SAQA
 Oversee the assessment and approval of ETQA systems capability enhancement needs
 
Manage ETQA relationships and capacity building
 Ensure continuous compliance to relevant Acts and stakeholders in the SETA/ DHET as well as Quality assuring bodies
 Engage and build SETA/Stakeholder relationships to establish, maintain and oversee ETQA strategic partnerships and relations
 Evaluate, approve and drive ETQA promotion, capacity building and advocacy campaigns
 Monitor, assist with and ensure that ETQA queries are resolved timeously and request attended to.
 
Oversee qualifications and learning programmes development
 Contribute to FoodBev qualifications identification and development planning
 Monitor and ensure QCTO qualifications are reviewed.
 Identify and facilitate the generation of qualifications in the Food and beverages sector and submit to QCTO for SAQA registration on the NQF
 Monitor and ensure QCTO qualifications and/or part qualifications development and implementation.
 
Oversee training provider accreditation, recommendations and approvals
 Ensure continuous quality improvement of education and training through the accreditation, monitoring, auditing and moderation of training by public and private providers and support provider development
 Undertake capacity building interventions for accreditation providers to meet FBS, NSDS and NQF objectives.
 Monitor provider site evaluations
 Monitor and ensure sector provider certification or recommendations
 Monitor and ensure FoodBev training provider performance
 Monitor and ensure learner completion
 
Manage sector assessors, moderators and assessment quality partner establishment and performance
 Oversee, monitor and ensure sector assessors and moderators’ registration, including maintaining and updating the database of moderators and assessors.
 Oversee and manage external assessment processes, instruments and exemplars design, publishing, utilisation, and performance
 Report on AQPs performance
 
Oversee learner achievements verification, moderation and certification
 Oversee, monitor and manage learner achievement submissions and compliance checking
 Oversee, monitor and manage learner achievements external moderation requests are attended to and prepare reports for submission and verification.
 Provide host companies grant application track record (e.g. learners behind schedule etc.)
 Monitor progress of host companies learning programmes implementation plans
 Conduct host companies workplace readiness and site visits
 Update the commitment register with extension and terminations
 
Monitor and Manage learner certification or recommendations
 Oversee learner and provider complaints and appeals resolution
 Oversee and Manage complaints resolution and appeals management
 
 
Operations Management
 Participate in the development, implementation & review of the SETA strategic and operational plans including the annual performance plan
 Prepare terms of reference for goods and services required by ETQA department and ensure all invoices are submitted for payment
 Assist the CEO in the compilation of the Annual report
 Manage Annual DHET statistical and compliance reporting
 Ensure compliance to laws, regulations and, policies and procedures.
 
People / Staff Management
 Guide, lead and direct staff to be able to achieve objectives set for them
 Monitor and manage staff performance within the division in compliance with the Performance Management policy and processes
 Ensure achievement of departmental goals and targets.
 Coach and mentor staff as appropriate to improve performance
 Implement sound labour practices within the approved FoodBev SETA conditions of service
 Ensure the implementation and adherence of the human resources policies, procedures and practices within the department
 Ensure that the values of FBS are understood and implemented. Essential Requirements
 An Honours Degree in Public Administration or ETD practices or equivalent
 A Master’s degree in the relevant field of study will be an added advantage
 Driver’s License
 Qualification as an Assessor and Moderator will be advantageous
 6-8 years’ experience working within a Public Sector environment of which 3 years should at a senior management level;
 Experience in the SETA environment will be an added advantage
 Experience in education, training and quality assurance
 Vast knowledge, understanding and experience across the SETA domain, Quality assuring bodies, Outcomes Based Education, NQF implementation, training and development consulting.
 Understanding of the transformative elements of the HRD legislation (Skills Development Act, SAQA Act, etc.)
 Knowledge of industry legislation, the various stakeholders, their responsibilities, and compliance requirements relations/marketing, of which 5 years must have been as a senior manager in stakeholder relations Competencies/ Skills required
