Description
Purpose of the Job:
To provide in depth subject matter expertise relating to the Long-term Insurance Act 52 of 1998, Short-term Insurance Act 53 of 1998, Financial Sector Regulation Act 9 of 2017 and Insurance Act 18 of 2017(insurance legislation), to supervise compliance with the provisions of insurance legislation. The persons appointed to this position will report to the Manager.
Key Performance Areas:
• Monitor compliance with legislation to ensure the protection and fair treatment of policyholders by closely managing and supervising a portfolio of insurance companies and taking
necessary action for non-compliance, where applicable and necessary;
• Responsible for coordinating, planning and conducting thematic, full market conduct on-site inspections including direct engagements with supervised entities in terms of the risk
based supervision approach, and in line with the departmental supervision objectives and plans;
• Report on the findings and recommend corrective actions where feasible;
• Conduct research and provide specialist technical advice both within the department and to other external stakeholders;
• Liaise and collaborate closely with relevant departments across the organisation, particularly in instances where the entity is supervised by various departments;
• Adhere to department policies and processes including service level commitments;
• Manage and co-ordinate technical projects in the department; and
• Provide strategic and technical support to the department in respect of the development of a framework for conduct of business supervision.

Requirements
A degree in Law or Insurance Risk Management, with at least 5 years’ experience in an insurance technical, compliance or risk management role. An excellent knowledge and understanding of the financial services industry, and in particular, the insurance industry is required. Experience in a compliance or risk management role within an insurer would be an added advantage. Preference will be given to candidates with a certification in Compliance or Risk Management.

The person appointed to this position will report directly to Senior Specialist: Data and Analytics.
Key Performance Areas:
• Designing and developing software applications;
• Provide insight, best practice and technical experience advice to team and stakeholders;
• Collaborate with the Cyber Security team to Develop and maintain security and permissions, including encryption and database user access controls and logging; Consults with application and infrastructure development projects and applications to fit systems or infrastructure to architecture and identify when it is necessary to modify designs to accommodate the solutions architecture.
• Leads evaluation, design and analysis for the implementation of a solutions architecture across a group of specific business applications or technologies based on enterprise business strategy, business capabilities, value-streams, business requirements and enterprise standards.
• Develops a roadmap for the evolution of the enterprise solution portfolio from current to future state, as defined by the solutions architecture.

• Reviews alerts in accordance with prescribed guidance, and, reporting and analysis of results;

Requirements
A Degree in Statistics, Engineering, Business Analytics, Investment Analytics, Risk Management, or equivalent qualification. The specialist analyst should have intermediate knowledge of the system(s) of record required to conduct market surveillance activities and translates business strategy into work programs and processes. Minimum of 5 years work experience in a field where designing, researching, and implementing market surveillance solutions and using surveillance tools to deter market abuse was major, preferably in a financial services sector.

Requirements
The incumbent must hold a Bachelor’s Degree in Actuarial Science, currently pursuing studies and has ideally passed, or been exempted from at least six of the A-series subjects of the Actuarial Society of South Africa. Credit will also be given for passes in any of the more advanced subjects. The candidate must have at least 2 to 4 years working experience. Experience in the retirement fund field and/or data analysis would be an advantage.
