Reporting Line Chief Executive Officer

PURPOSE OF THE JOB
The primary purpose of this position is to fulfil the organisational objectives of overseeing the ICT and Communications and Stakeholder Engagement functions within FASSET. Developing strategies and ensuring that all systems necessary to drive business strategies and support operations are in place and streamlined to ensure efficiency and effectiveness in a digitally transformed environment.
MAIN ACCOUNTABILITIES
• Work close with the executives to align organisational strategy, business and financial goals to the enterprise architecture and ICT strategy as well as Communications strategy.
• Develop and implement a digital transformation and automation strategy.
• Select and implement suitable technology to streamline all internal operations.
• Design and customise technological systems and platforms to improve customer service.
• Promote and align business goals and ICT programmes and priorities.
• Produce ICT Governance, Risk and Compliance Management Framework.
• Determine ROI and measure delivery on ICT Projects.
• Stay up to date with the latest and new technologies.
• Direct and organise projects and measure KPA and SLA delivery.
• Analyse cost, value and risks.
• Develop, review, and update all relevant policies.
• Lead and guide ICT as well as Communications and Stakeholder Engagement teams.
• Co-ordinate ICT projects to match business requirements and tracking project guidelines.
• Managing departments budget.
• Continuously evaluate emerging technologies to maximise performance, security & efficiency and propose the implementation of such technologies where applicable.
REQUIRED QUALIFICATION
Qualification
BSc Honours in Computer Science, or BSc Honours in Information Systems or equivalent qualification (NQF level 8)
Professional security management certificate such as CISSP, CISA, COBIT and CISM Professional Membership
Professional ICT body membership and relevant ICT certification will be advantageous
REQUIRED EXPERIENCE
Essential:
Minimum of ten (10) years ICT management experience of which 5 years must be a senior management position
Implementation and automating cyber security controls
Experience in DPSA implementation of Corporate Governance of ICT
Experience in chairing ICT Steering Committee

JOB IDENTIFICATION

Reporting Line: Chief Executive Officer

PURPOSE OF THE JOB
To oversee effective and efficient the functioning of the CEO’s office, Quality Assurance, Legal Services and Audit, Risk & Compliance departments. Ensure organisational strategies are met through continuous monitoring and submission of accurate and timeous information on organisational performance management.
MAIN ACCOUNTABILITIES
• Ensures the management of operations in the office of the CEO through Total Quality Management.
• Oversee policies development and review.
• Provide support to members of the Executive Committee (Exco) and management.
• Review and implement operating practices and procedures in the CEO’s office.
• Manage and maintain effective Records Management in the CEO’s office.
• Respond to, or routes priority or confidential inquiries from external or internal sources with correspondence or other messaging on behalf of the CEO.
• Reviews and comments on materials and documents related to the execution of high- profile strategic projects and programmes being presented to the CEO thus ensuring accuracy and quality.
• Oversees and follows-up with staff on the timely and quality execution of planned activities related to strategic projects.
• Works closely and effectively with the CEO to keep her well informed of upcoming commitments and responsibilities and following up appropriately.
• Prepare reports and presentations on behalf of the CEO to Board Committees, Board, Parliament’s Portfolio Committee on DHET, DG’s and Minister meetings.
• Prepare reports for the CEO’s Office and submit to the relevant structures.
• Strengthen communication with all stakeholders.
• Oversee identification of risks, management thereof and updating of risks registers.
• Manage strategic projects, as directed.
• Review performance plan and scorecard and advise the management accordingly.
• Ensure compilation of information packs for meetings, workshops, and presentations.
• Ensure effective utilisation of resources.
• Liaise with Auditors and manage audit process within the office of the CEO, while ensuring that all recommendations from Auditors are adequately addressed
• Identify and mitigate risks.
• Ensure the standardisation of organisational policies and Standard Operations Procedures.
REQUIRED QUALIFICATION
Qualification
• Honours Degree/ Postgraduate qualification (NQF Level 8) in Public Management/Administration/ Business Administration/Management
• A Masters Degree (NQF Level will be an added advantage
REQUIRED EXPERIENCE
Essential: • Minimum of 10 years management experience of which 5 years must be at a senior management level
• Experience in the public sector will be advantageous
