PURPOSE OF THE JOB
The primary purpose of this position is to fulfil the organizational objectives in managing the operations of the discretionary projects and quality assurance functions of FASSET. To also provide support to Chief Operations Officer and PQA Department. The incumbent will be responsible for implementing mandatory and discretionary projects and assessing, monitoring, and evaluating projects that are funded by FASSET. Oversee and manage the staff within the PQA department. The incumbent will also oversee and supervise quality assurance duties against pre-accreditation processes; monitor allocated FASSET projects budgets; monthly reporting on the implementation of the projects and approved as part of the service level agreement (SLA) with the Department of Higher Education and Training (DHET).
 
MAIN ACCOUNTABILITIES
• Provide management and guidance in the PQA department.
• Support the Chief Operations Officer (COO) in the achievement of the departmental targets.
• Implementation of projects and monitoring thereof.
• Provide support and undertake site visits to monitor the implementation of projects.
• Compile data sources, employing collection and analysis of monitoring data.
• Review and analyze monthly project reports and make recommendations for improvement.
• Develop minimum documentation requirements for projects after projects site visits.
• Implementation of projects and managing service providers’ project plans.
• Manage and process invoices for payment following PFMA and internal finance policies/procedures.

REQUIRED QUALIFICATION
Qualification
• Bachelor’s degree at NQF level 7 in Finance / Accounting/ Internal Auditing / Business Administration /Project Management at NQF Level 7) are most preferred.
• Honours or Master’s degree will be an added advantage.
 
REQUIRED EXPERIENCE
Essential:
• 7 years relevant experience in any projects management environment, of which 5 years should be at a Supervisory level.
• Experience in finance, accounting, internal/external auditing will be preferred.
• Experience in the public sector will be advantageous.

• Effective and efficient end-to-end delivery, execution, coordination, and implementation of quality assurance services on projects and programmes ensuring delivery within specified timelines and contract specifications.
• Facilitate accreditation activities, including capacitation of Skills Development Providers (SDPs) on QCTO accreditation and extension of scope processes.
• Monitoring and auditing of FASSET accredited training providers on legacy qualifications.
• Facilitate extension of scope of Training Providers on FASSET legacy qualifications.
• Ensure accuracy in the registration and notification of scope for assessors and moderators.
• Capacitate stakeholders on quality assurance matters and resolve related queries within 48 hours.
• Conduct Quality Assurance Onsite Monitoring of projects.
• Conduct workplace approvals and the Quality Assurance of workplace approvals conducted by others in relation to the qualification requirements.
• Capacitate TVET Colleges on quality assurance and SETA System requirements.
• Facilitate external moderation of assessment.
• Verification of learner information and credit uploads (NLRD).

SALARY
The salary to be offered for this position is R 640,734 per annum (TCTC).

PURPOSE OF THE JOB
To provide a professional, efficient, and effective quality assurance administration function and service FASSET projects.
 
MAIN ACCOUNTABILITIES
• Sound effective and efficient administration of all records and information to enable easy accessibility, accuracy, and comprehensiveness of information.
• Prepare and draft minutes, reports, briefs, presentations, and written communication for review.
• Managing and maintaining ETQA electronic and hardcopy filing system.
• Coordinating and organise all relevant ETQA meetings.
• Booking and travel arrangements for the ETQA team.
• Assist with accreditation activities, including capacitation of Skills Development Providers (SDPs) on QCTO accreditation and extension of scope processes.
• Assist with monitoring and auditing of FASSET accredited training providers on qualifications.
• Assist with extension of scope of Training Providers on FASSET qualifications.
• Accurate recording accurate in the registration and notification of scope for assessors and moderators.
• Assist in capacitating stakeholders on quality assurance matters and resolve related queries within 48 hours.
• Schedule visits on conducting Quality Assurance onsite monitoring of projects.
• Schedule visits with conducting workplace approvals and the Quality Assurance of workplace approvals conducted by others in relation to the qualification requirements.
• Arrange the sessions for capacitation of TVET Colleges on quality assurance and SETA System requirements.
• Schedule for external moderation of assessments.
• Assist with verification of learner information and credit uploads (NLRD).
• Assist with effective submission of certification requests to ETQA Unit.
• Assist with participation in the planning of regional activities and projects.
• Assist stakeholders on system training sessions for SDPs.
• Assist with preparation for internal and external DHET/SAQA/QCTO audits.
 
REQUIRED QUALIFICATION
Qualification
• National Diploma in Education / PGCE, Human Resource Development / Management of Training, Public Administration / Public Management, Business Management / Administration at NQF Level 6
 
REQUIRED EXPERIENCE
Essential:
• 2 years of experience in administration
• Experience in the Public Sector will be advantageous.
