Finance and Accounting Services Sector Education and Training Authority (FASSET) is a Schedule 3A public entity established in terms of the Skills Development Act, 1998, with a mandate to facilitate skills development and transformation within the finance and accounting sector. 

FASSET seeks to appoint a highly accomplished and seasoned Company Secretary to provide strategic governance leadership and serve as a trusted adviser to the Board, Board Committees, Chief Executive Officer, and Executive Management on matters relating to corporate governance, statutory compliance, fiduciary oversight, and ethical leadership. 

This is a high-impact executive role suited to an experienced governance professional with deep expertise in the SETA/public entity environment and a proven track record of operating at the Board and Executive level. 

Functional reporting directly to the Board Chairperson and administratively to the Chief Executive Officer, the successful candidate will be responsible for ensuring the effective functioning of the Board and its Committees in accordance with the PFMA, King V, applicable legislation, and governance best practice. 

 

MAIN RESPONSIBILITIES 

The successful candidate will: 

• Serve as principal governance adviser to the Board, Board Committees, CEO and the organisation. 

• Provide strategic guidance on governance, fiduciary responsibilities, and legislative compliance. 

• Ensure effective administration and functioning of the Board and Committee structures. 

• Lead the implementation and continuous enhancement of governance frameworks, policies, and governance systems. 

• Oversee compliance with the PFMA, King V, SDA, SDLA, applicable legislation, and regulatory requirements. 

• Coordinate Board evaluations, induction programmes, governance training, and continuous development initiatives. 

• Facilitate sound governance decision-making and implementation oversight. 

• Support enterprise risk governance and ethical leadership initiatives. 

• Build effective relationships with regulators, stakeholders, executive leadership, and governance structures. 

• Ensure accurate and high-quality governance reporting to the Board and relevant stakeholders. 

• The successful candidate must demonstrate integrity, discretion, resilience, diplomacy, and the ability to navigate complex governance environments with professionalism and confidence.

• Authorised to escalate governance concerns directly to the Board without limitation or interference. 

 

MINIMUM REQUIREMENTS 

• An LLB, chartered secretary, and/or equivalent or relevant qualification at NQF level 8. 

• A minimum of 10 years’ senior management experience within governance and/or company secretariat environments. 

• At least 5 years’ proven experience serving as a Company Secretary within a SETA OR a public entity environment. 

• Or at least 5 years' proven experience serving as a Deputy/Assistant Company Secretary within a SETA or 7 years within a public entity environment. 

• Extensive and practical knowledge of the Public Finance Management Act (PFMA), King V, Skills Development legislation, governance and compliance frameworks, and Public Sector regulatory environments. 

• Active professional membership with the Chartered Governance Institute of Southern Africa (CGISA) or any relevant professional body. 

 

The following will serve as an added advantage: 

• A Master’s degree. 

• Admission as an Attorney or Advocate of the High Court of South Africa.

FASSET seeks to appoint a dynamic, highly accomplished, and strategically driven Chief Operations Officer (COO) to provide executive leadership across the organisation’s operational portfolio and support the achievement of its strategic mandate. 

This role presents an exceptional opportunity for a seasoned executive with deep SETA and public sector experience to contribute to institutional performance, operational excellence, stakeholder impact to ensure achievement of FASSET objectives. 

Reporting directly to the Chief Executive Officer, the COO will provide strategic and operational leadership across core business operations, ensuring organisational effectiveness, operational integration, regulatory compliance, and execution of FASSET’s strategic objectives. 

The successful candidate will lead the operationalisation of the organisation’s strategy in alignment with the National Skills Development Plan (NSDP), Annual Performance Plan (APP), and Service Level Agreement with the Department of Higher Education and Training (DHET). 

 

Main Responsibilities: 

The successful candidate will: 

• Provide executive leadership and oversight of FASSET’s operational functions and programmes. 

• Assist CEO with the formulation of strategic plan (SP) and annual performance plan (APP) in order to set comprehensive goals for performance and sustainable growth. 

• Drive operational excellence, service delivery, and organisational performance across the organisation. 

• Ensure effective implementation of strategic and operational plans aligned to the NSDP, SP and APP commitments. 

• Lead institutional performance management and programme delivery at national and provincial levels. 

• Oversee and manage monthly, quarterly and annual performance reporting of the core business to ensure compliance with the policy and the national DHET prescripts. 

• Strengthen operational governance, compliance, and accountability in accordance with the PFMA and related legislation. 

• Build and maintain strategic relationships with DHET, industry stakeholders, professional bodies, employers, and strategic partners. 

• Lead organisational transformation, innovation, and continuous improvement initiatives. 

• Ensure sound operational risk management and performance monitoring systems. 

• Drive alignment between operations, strategy, finance, and stakeholder expectations. 

• Lead and inspire high-performing multidisciplinary teams and foster a culture of accountability and excellence. 

• Foster and maintain relationships between the Accounting Authority, CEO, Management, the DHET and other relevant stakeholders that are key to the entity. 

 

Minimum Requirements 

• A relevant qualification in: Public Administration, Commerce, Finance, Operations Management, Strategic Management, or a related or equivalent field (NQF 7 equivalent). 

• A minimum of 10 years’ senior management experience. 

• At least 5 years’ experience at the executive management level or at least 3 years’ proven experience serving as a Chief Operations Officer within a SETA or a public entity environment. 

• Proven experience within a SETA or broader skills development/public entity environment. 

• Extensive knowledge of the Skills Development legislation, PFMA, Treasury Regulations, King V, governance and compliance frameworks, and public sector performance management systems. 

• Demonstrated knowledge and experience of managing people and performance.

FASSET seeks to appoint a highly capable, strategically minded, and results-driven Executive Manager: Office of the Chief Executive Officer to provide high-level strategic, governance, institutional coordination, and executive support to the Chief Executive Officer and Executive Management. 

Reporting directly to the Chief Executive Officer, the successful candidate will provide strategic and executive coordination support to the Office of the CEO, ensuring effective alignment and coordination of executive priorities, risk management, monitoring and Evaluation, skills planning and research, special strategic initiatives, governance obligations, institutional reporting, stakeholder engagements, and organisational performance management.

This role presents an exceptional opportunity for a seasoned finance executive with strong public sector and SETA experience to contribute to institutional excellence, governance maturity, financial sustainability, and strategic organisational performance within a nationally significant organisation. 

Reporting directly to the Chief Executive Officer, the successful candidate will provide strategic financial leadership and ensure the effective management of FASSET’s financial resources, supply chain management systems, financial governance frameworks, and regulatory compliance obligations. 

The incumbent will play a critical role in strengthening institutional financial sustainability, enhancing financial controls, supporting strategic decision-making, and ensuring sound financial governance in alignment with the PFMA, GRAP standards, Treasury Regulations, and broader public sector governance requirements. 

 

MAIN RESPONSIBILITIES: 

The successful candidate will: 

• Provide strategic leadership and oversight of finance, supply chain management, budgeting, financial reporting, and asset management functions in compliance with GRAP, PFMA Treasury Regulations and other relevant legislative prescripts.

• Assist the CEO with the formulation of the strategic plan (SP) and annual performance plan (APP) in order to set comprehensive goals for performance and sustainable growth. 

• Develop and implement financial and supply chain management strategies aligned to organisational objectives and legislative requirements. 

• Ensure sound financial governance, internal controls, compliance, and risk management across the organisation. 

• Lead the preparation and management of interim and annual Financial Statements, management accounts, mid-year and annual budgets, forecasts, and financial performance reports, as well as the procurement plan. 

• Oversee levy income management, grant disbursements, cash flow management, investments, and working capital optimisation. 

• Oversee and lead in the development and monitoring of the implementation of finance and supply chain management policies and procedures in line with PFMA and Treasury Regulations in order to ensure sound financial management. 

• Ensure compliance with PFMA, Treasury Regulations, GRAP standards, SARS requirements, and all relevant legislative frameworks. 

• Provide strategic financial advice and support to the CEO, Executive Management, Board, and Board Committees. 

• Lead audit processes and ensure effective implementation of audit findings and recommendations. 

• Drive financial sustainability, operational efficiency, and continuous improvement initiatives. 

• Strengthen financial performance monitoring, reporting, and governance systems across the organisation. 

• Build and maintain effective relationships with Accounting Authority, CEO, DHET, Auditor-General South Africa, National Treasury, service providers, and other strategic stakeholders. 

• Advise the CEO and Accounting Authority on all matters that may have adverse financial implications for the organisation. 

• Lead and develop high-performing finance and supply chain management teams. 

• Quality assures all submissions to the CEO’s Office and ultimately the Board structures. 

• Monitor the operation of the accounting systems, controls, and procedures in order to ensure the integrity of the financial information. 

• Manage and guide in compliance with Section 51 of the PFMA to prevent fruitless, wasteful, and irregular expenditure. 

 

MINIMUM REQUIREMENTS 

• A Bachelor of Commerce (Honours) in Accounting or Finance and a qualified Chartered Accountant, CA (SA). 

• Active membership with a professional body 

• Minimum of 10 years management experience, of which 5 years must be at a management level within the public sector at the CFO level. 

• Extensive experience in the public sector will be advantageous. 

 

The following will serve as an added advantage: 

• A Master's Degree will be advantageous.
