JOB IDENTIFICATION

PURPOSE OF THE JOB
The primary purpose of this position is to ensure compliance with PFMA, National Treasury Regulations and other relevant legislation, in managing the procurement of goods and services of Fasset. The SCM Manager will be responsible for strategic sourcing, procurement, conversion and logistics management services to the FASSET by coordinating and collaborating suppliers, intermediaries, third-party service providers and customers.
The SCM Manager will be responsible for the development, implementation and maintaining the supply chain management system as well as to oversee and manage the overall supply chain management operations, including; demand, acquisition, logistics, disposal, performance and risk management. Review the supply chain performance and make recommendations to improve the efficiency and effectiveness of the supply chain in line with PFMA, National Treasury Regulations and other relevant legislation.
PURPOSE OF THE JOB

MAIN ACCOUNTABILITIES
Leadership role
• Develop and oversee the implementation of the supply chain management system
• Manage SCM staff
Policy development and review
• Develop policies and procedures for coordination of supply chain management with other functional areas in line with applicable legislation
Bid committee system
• Establish the bid specification, bid evaluation and bid adjudication committees, and oversee the proper functioning of the committees
Demand Management
• Demand: Manage the Demand Management process
Preferential Procurement
• Demand: Identify preference points system and appropriate goals per commodity in terms of preferential procurement policy objectives
Regulatory compliance
• Implement supply chain processes
• Efficient processing and management of bids and contracts
• Implement preferential procurement and Broad-Base Economic Empowerment
• Execute relevant functions as prescribed by the National Treasury from time to time
• Liaise with the Office of the Chief Procurement Officer regarding new practises
• Design, develop and implement monitoring and evaluation of compliance in line with OCPO
Reporting
• Proactive management and timeous reporting of financial and quarterly report against the procurement plan
• Report to National Treasury contract that are R100K
• Quarterly report on cost containment measure
• Strategic monthly and quarterly reports to the CFO
Audit and Risk
• Identify and communicate to management the sources of possible risk, threats and loopholes
• Liaise with Auditors and manage audit process, while ensuring that all recommendations from Auditors are adequately addressed
• Identify and mitigate financial risks
Administrative duties
• General office administration
• Manage and implement the procurement process of Fasset
• Develop procurement plan and submit to DHET and National Treasury
• Cooperate with the finance function on expenditure related issues and ensure budget adherence
• Develop operational plan for the unit
• Provide administrative support services to the Bid Specification, Bid Evaluation and Bid Adjudication committees and other relevant evaluation and award structures
• Research, develop and implement strategic procurement practises so that cost saving, and socio-economic objectives are achieved
• Advise Fasset to participate in transversal contracting
• Promote stakeholder relations through effective communication mechanisms
• Contract management
• Ensure timeous payments of suppliers
• Manage all SCM Databases (CSD)
• Provide continuous leadership, supervision, training and development of divisional staff ensuring an effective and motivated team
• Performs related work as required
• Perform any other duties as assigned by the CFO and CEO
Performance Management
• Ensure knowledge transfer and capacity building of SCM staff
• Manage the performance of staff assigned to the department
• Liaise with the HR division in conducting performance appraisals and ensure competency and training gaps are addressed

REQUIRED QUALIFICATION
Qualification
• Relevant degree at NQF level 7 in Supply Chain Management or equivalent
• More than 10 years relevant experience in Supply Chain Management.
• At least 8 years’ experience in Supply Chain management within the public sector.
REQUIRED EXPERIENCE
Essential:
▪ More than 5 years in the SCM manager role.
▪ Experience in the public sector is critical.
COMPETENCIES REQUIRED AND WORK OUTPUT
Critical Competencies:
• Working knowledge of Public Finance Management Act (PFMA), Treasury Regulations, Preferential Procurement Policy Framework Act (Act no 5 of 2000),
• Working knowledge of Supply Chain Regulations including latest issued ones, policy development and procedures.
• In depth experience and understanding of latest SCM prescripts, directives, bid committees including relevant guidelines and also processes.
• Proven knowledge of project management, understanding processes of drafting bids and report writing.
• Understanding of the public sector and regulations governing the public sector is critical.
• Knowledge of dealing with auditors in relation to the SCM matters and understanding of working with governance structures.
• Proven and or traceable record of managing a team in a SCM environment or department.

Fasset requires applications for a Temporary Supply Chain Manager, 3-6 months to join the existing team as soon as possible.
