Position Summary: The Ethics and Compliance Specialist position has become available. The position will be responsible for the implementation and enforcement of the organisation's Ethics and Compliance Program (E&C). Duties & Responsibilities
- Ensure that all compliance related matters are timeously identified, mitigated and reported, thus ensuring ECSA’s continuous compliance with relevant laws, regulations and internal policies;
- Facilitate and coordinate all activities related to the whistle blowing processes and investigations;
- Provide of advice to the Executives and Management on the interpretation and application of legislative requirements;
- Develop, monitor and update organisational policies and procedures to ensure they are up to date and are reviewed within appropriate cycles;
- Represent the Compliance Business Unit in meetings and engagements requiring compliance input/attendance;
- Manage the organisation’s compliance risk and implement compliance risk and registers;
- Ensure that ethical standards are adhered to within the organisation;
- Perform audits and conduct investigations into reports of unethical practices or situations;
- Create, monitor, review and update policies and procedures for responding to reports of unethical practices;
- Manage the whistle blowing function including the suppliers; budget, contract, and report administration; related policies and procedures;
- Facilitate and coordinate / disseminate all investigations as well as contract administration and performance of the service provider;
- Provide a quarterly report to the Audit and Risk Committee;
- Design and conduct periodic training in compliance and ethics for all ECSA employees and Executives;
- Advise on budget for the Business Unit’s functional and support costs;
- Gains approval for the authorisation of costs related to the Business Unit’s operations;
- Monitor and provide guidance for compliance with organisational policies and procedures;
- Collaborate with other areas such as Risk Management, Legal, Internal Audit and HR to direct compliance incidents to the appropriate channels for their investigation.
Desired Experience & Qualification
- Law Degree e.g. LLB or equivalent; LLM advantageous;
- Minimum of ten (10) years, with five (5) years within a compliance and ethics portfolio;
- Admitted Attorney and/or Advocate is advantageous;
- Membership with the Compliance Institute of Southern Africa is advantageous;
- Registered Compliance Practitioner (CPrac) / Compliance Professional (CProf) advantageous;
- Certified Ethics Officer advantageous;
- Knowledge and understanding the Compliance Institute of SA Compliance Framework;
- Knowledge and understanding of regulatory, administrative, procurement, contractual and commercial law;
- Knowledge and understanding of the Engineering Council of South Africa and its mandate;
- Proficiency in Microsoft Office Suite.

Introduction

Position Summary: The Senior Human Capital Manager vacancy has become available. This position will be responsible for the management and monitoring of the Human Capital Strategy, Policies and Programmes within ECSA and to ensure that the Human Capital function is delivered in line with ECSA strategic objectives and relevant legislation and regulations. The successful candidate will report to the Executive: Corporate Support Services.
Duties & Responsibilities
- Oversee the continued maintenance and improvement of the Human Capital Management (HCM) Business Unit operations:
- Review / Develop HCM Strategy and Plans in line with ECSA Strategic Plan.
- Ensure that policies, procedures, and guidelines are implemented and reviewed.
- Oversee the implementation performance management and development system.
- Oversee the implementation of the approved HCM Strategy and HCM Plan.
- Oversee the filling of vacant positions within turnaround times and in line with the HCM Plan.
- Manage the overall administration, payroll, and employee benefits.
- Oversee the skills development plan in line with statutory and organisational requirements.
- Oversee labour relations issues.
- Oversee the organisational development processes (eg job evaluation and climate surveys);
- Ensure the development and maintenance of the organisational structure and establishment.
- Draw up and oversee implementation of the annual Business Unit Plan and Budget, and report on expenditure and progress:
- Ensure that annual plans are in place for the Business Unit, and that the operational plans are aligned to the budget and detailed project plans.
- Monitor and report on budget expenditure and progress at internal meetings and to Council on a quarterly basis.
- Ensure accurate reporting on Performance Information.
- Oversee the functions of the Human Capital Management (HCM) committees and prepare documents for EXCO and Council:
- Provide secretariat services to HCM Committees (e.g. Employment Equity and Training and Development Committee, Wellness Committee, Moderation Committee).
- Arrange EETDC and Moderation Committee meetings in line with the ToRs;
- Prepare and ensure the submission of Council and Exco reports on time.
- Report to Council and Executive Committee of Council on HCM-related matters.
- Manage Business Unit operations, and compliance to legal and regulatory requirements:
- Management of HCM staff performance.
- Monitor staff leave and movement.
- Ensure that audit findings are addressed/avoided to achieve clean audits.
- Ensure effective Business Unit risk management.
- Ensure the submission of the Employment Equity Plans within specified timeframes to the Labour Department and any other statutory requirement
Minimum Requirements
Qualifications and other requirements:
- Degree in Social Science in Human Capital Management, Organizational Psychology or Employment Relations.
- Master’s Degree is desirable.
- Ten (10) years’ experience in Human Capital of which a minimum of three (3) years should be at a Human Capital management level.
- Registration with SABPP as HR Professional.
Required Skills/Abilities:
- Demonstrable experience with Human Resources metrics.
- Knowledge of HR systems and databases.
- Ability to architect strategy along with leadership skills.
- Excellent active listening, negotiation, and presentation skills.
- Competence to build and effectively manage interpersonal relationships at all levels of the organization.
- In-depth knowledge of South African Labour Legislation and HR best practices.
- Ability to comprehend, interpret, and apply the appropriate sections of applicable legislation, guidelines, regulations, and policies.
- Strong analytical and problem-solving skills.
- Proficient with Microsoft Office Suite, SAGE 300, or related software.
