CLUSTER PUBLIC WORKS
BUSINESS UNIT ELECTRICITY
POSITION MANAGER: ELECTRICITY (1 POST) 
REF: C1/ELECT 
(5 YEARS FIXED-TERM CONTRACT)
 
CONDITION OF EMPLOYMENT
5 years fixed-term Contract. Appointed candidate will be required to sign employment contract, annual performance agreement and to annually disclose his/her financial interests.
 
REMUNERATION 
R1 539 921 (calculated up to a maximum total cost to Council per annum inclusive of Car Allowance, Housing subsidy and other Benefits i.e. Medical Aid, U.I.F, Pension Fund, (Group Insurance is excluded in this package).
 
REQUIREMENTS 
B-Tech Degree in Electrical Engineering. A government Certificate of Competency and ECSA Registration will be added advantage will be an added advantage. Code 8(B) driver’s license.
 
COMPETENCIES 
Familiar with the Occupational Health & Safety Act and all Municipal Legislation. Computer literate (Word processing, spreadsheet/ presentation software) Commitment to Local Government priorities in terms of service delivery to all communities. Technical complexity of the Electrical Engineering related issues and requirement in terms of Occupational Health and Safety Act.
 
EXPERIENCE 
Up to 8 years working experience of which 3 years should be at a Management level in a relevant discipline or field and in related municipal and technical environment which shall include experience in a managerial position.
 
DUTIES 
Promote a climate conductive and sustaining motivational levels, productivity, performance by directing and controlling outcomes associated with utilization, productivity and performance by personnel within the section. Prepare capital and operating estimates for the department, and approve and control project related expenditure against the budget allocations, in order to ensure accurate estimates are prepared in relation to requirements. Management of Electricity department to ensure efficient execution of all related functions at work. Represent Municipality and other organizations to ensure effective participation in decision making processes. Draft performance management plans to ensure the proper and timeous execution or achievement of the key performance areas.

POSITION ASSISTANT MANAGER: CUSTOMER SERVICES (1 POST)

REMUNERATION 
Job level 03 of a grade 11 Local Authority R1 268 870 (calculated up to a maximum total cost to Council per annum inclusive of Car Allowance, Housing subsidy and other Benefits i.e. Medical Aid, U.I.F, Pension Fund, (Group Insurance is excluded in this package).
 
REQUIREMENTS 
B-Tech Degree in Electrical Engineering or equivalent qualification. A government Certificate of Competency as Electrical Engineering and ECSA will be an added advantage.
 
COMPETENCIES 
The primary objective of this position is to ensure efficient and effective delivery of customer services to all customer segments including Industrial, Commercial, Agricultural, Residential and Key Customers within the Council Licensed area. Ensures that Control room services the customers and maintain personnel with acceptable services.
 
EXPERIENCE 
At least 5 years working experience of which 3 years should be at a supervisory level in a relevant discipline or field and in related municipal and technical environment which shall include experience in a managerial position.
 
DUTIES 
The primary objective of this position is to ensure efficient and effective delivery of customer services to all customer segments including Industrial, Commercial, Agricultural, Residential and Key Customers within the Council Licensed area. Ensures that Control room services the customers and maintain personnel with acceptable level services. Compilation of By-Laws and Service Level Agreements. POSITION SENIOR ENGINEERING: PUBLIC LIGHTING (1 POST) 
REF: C1/PULIGHT
 
REMUNERATION
Job level 04 of a grade 11 Local Authority R1 074 401 (calculated up to a maximum total cost to Council per annum inclusive of Car Allowance, Housing subsidy and other Benefits i.e. Medical Aid, U.I.F, Pension Fund, (Group Insurance is excluded in this package).
 
REQUIREMENTS
Degree in Electrical Engineering.
 
COMPETENCIES
To ensure that the maintenance of the streetlights and the electricity network for voltages up to 11Kv for the whole Emfuleni Local Municipality area stable and safe and in working condition, and to ensure that there is reliable electricity to consumers and that all complaints are done fast and effectively and that all work is up to standard and acceptable to the consumers.
 
EXPERIENCE
At least 5 years’ experience in the relevant field.
 
DUTIES
General planning and delegation of tasks and public service for the maintenance section; daily inspection of electricity networks and compile maintenance programs, contracts, reports etc. Budget planning and control of council finance; overall budget control and attend weekly meetings with foremen to discuss budget printouts. Supervision of section; organize the sections foremen to obtain goals, prioritize activities according to each sections needs that are determined by complaints. General administration and deal with visitors/public; writing all general reports/ tenders etc., writing general correspondence such as letters, memos, faxes, etc.

POSITION SENIOR ENGINEER: OPERATIONS (1 POST)

REMUNERATION
Job level 04 of a grade 11 Local Authority R1 074 401 (calculated up to a maximum total cost to Council per annum inclusive of Car Allowance, Housing subsidy and other Benefits i.e. Medical Aid, U.I.F, Pension Fund, (Group Insurance is excluded in this package).
 
REQUIREMENTS B-Tech Degree Electrical Engineering in heavy current and ECSA Registration will be an added advantage.
 
COMPETENCIES Applicant must be bilingual. Broad Knowledge of Electricity
 
EXPERIENCE At least 5 years’ experience in the relevant field.
 
DUTIES The management of the operation/ maintenance of the municipality’s Public Lighting/ Electricity Infrastructure network, which comprise networks at 88/33/22/ 11kV and 400V to ensure continuity and a high quality of service and supply to all customers.

EXPERIENCE
10 Years experience in Management Position and relevant fleet related experience
 
DUTIES
Assumes overall responsibility for Emfuleni Local Municipality fleet and management function. Executive financial Management in accordance with ELM budgetary guideline, the municipal financial Management Act, Systems Act, and Municipal Structures Act, Manage the Municipal Flee functions in accordance with generally accepted commercial and per-defined guidelines and targets, Manage the relevant available technical skills, knowledge and expertise and ensure the effective and efficient operation of the Emfuleni Local Municipality fleet function. Execute the process of planning the size and shape of the fleet. Execute the review of departmental fleet utilization practices. Compile annual fleet operational and capital budgets.
Execute procurements and disposal of fleet items in accordance with municipal guidelines and regulations. Ensure statutory compliance in terms of the Road Traffic Act and the OHS Act.

POSITION: LEGAL ADVISOR (2 POST)

REMUNERATION Job level 05/04 of a grade 11 Local Authority R967 925 (calculated up to a maximum total cost to Council per annum inclusive of Car Allowance, Housing subsidy and other Benefits i.e. Medical Aid, U.I.F, Pension Fund, (Group Insurance is excluded in this package).
 
REQUIREMENTS
Law Degree with post articles/populage experience admission as an attorney, compilation of the MFMP will be an added advantage. Must have a valid driver’s license Code B (EB)
 
COMPETENCIES
Exposure to land use management and planning g law. Property law, labour law, procurement law, commercial law, municipal law, and contracts. Must have strong research, communication, interpersonal relations and analytical skills. Self- motivated solution driven and innovative. Ability to liaise effectively with stakeholders. Must have thorough understanding for Local Government legislation and environment, must have ability to work as a member of a multi-disciplinary team and be able to work under pressure and meet the required deadline.
 
EXPERIENCE
5 years relevant legal experience, 2 years of which must be post article experience as a practicing attorney and an additional 2 years experience with Local Government.
 
DUTIES
Must provide professional support and advice to the Municipality; ensure that the municipality complies with legislation and regulations. Drafting/Vetting of contracts and policies. Development of by-laws and facilitate review thereof. Attend to general service a requested.
