The Elundini Local Municipality a category B Municipality, incorporating Maclear, Ugie, Mt Fletcher and parts of Tsolo and Qumbu with its seats in Maclear, invites applications from experienced, qualified and committed individuals to the following positions:
PLANNING AND ECONOMIC DEVELOPMENT DEPARTMENT
1. MANAGER: SPATIAL PLANNING (TASK GRADE 17)
ANNUAL BASIC SALARY: R675,607.80 – R877,003.80
MINIMUM REQUIREMENTS: B.Sc Degree in Town and Regional Planning• Computer Literacy-Office Applications • Driving License • GIS Operation, Registered as a Professional Planner • 5 year experience of which 2 years should be at a supervisory level.
MAIN DUTIES: • FORWARD PLANNING: • Identifies and defines the immediate, short and long term objectives/plans associated with effective development planning, spatial investment strategy, land use management, policy formulation and implementation, and project planning by; • Planning and programming annual schedules to ensure sufficient operating capacity and capability, and resources to meet departmental service delivery needs• Preparing the section budget, controlling and monitoring budget against operational expenditure.
FINANCIAL MANAGEMENT & CONTROL: • Analysing trends, operating requirements and forward plans to establish/ determine funding / expenditure for the period and consolidating the department’s operating and capital budget. • Evaluating and presenting reports to the immediate superior detailing the Section’s performance against specific measure.
PRODUCTIVITY/ PERFORMANCE AND PERSONNEL MANAGEMENT: • conducting appraisals to measure performance and objective accomplishments against agreed targets and, reviewing goals setting new objectives.
OPERATIONAL FUNCTIONS- SPATIAL PLANNING: • Developing and presenting municipal spatial development framework for the municipality to the Municipal Council to give notice in the Provincial Gazette before adoption. • Formulating a municipal spatial development framework (SDF) as part of a municipality’s integrated development plan in accordance with the provisions of the Municipal Systems Act.
LAND USE AND DEVELOPMENT MANAGEMENT: • Developing and providing general policy and guidance on the municipal land use scheme. • Reviewing, monitoring and amending the land use scheme.
• ILLEGAL LAND USE AND LAND INVASION • Compiling illegal land use and land invasion reports and once approved by the immediate supervisor, forwards them to legal service to initiate legal action. • Approving the Installation of land invasion signboards on municipal land
• GEOGRAPHIC INFORMATION SYSTEM (GIS) MANAGEMENT • Directing integration of GIS databases, tables, maps, overlays and prepares general plans for the GIS System.• Designing suitable GIS Database and attribute tables for data analysis.
• BUILDING AND HUMAN SETTLEMENTS-BUILDING CONTROL AND INSPECTION MANAGEMENT:
• Analysis applications and reports received from the Senior Building Control Officer.
• Approving building plans and endorsing plans.
• MUNICIPAL PROPERTY VALUATION
• Overseeing that the general municipal valuation roll is captures all the existing properties of the municipality. • managing the development of the new valuation roll after every five years.
• HUMAN SETTLEMENTS PROGRAMMES • Sending formal applications to the Department of human Settlements for Housing projects • Leading the housing projects by identifying suitable land for housing initiatives

INFRASTRUCTURE PLANNING AND DEVELOPMENT
2. MANAGER: PROJECT MANAGEMENT UNIT (TASK GRADE 17)
ANNUAL BASIC SALARY R675,607.80 – R 877,003.80

MINIMUM REQUIREMENTS: B-Tech in Civil Engineering and Project Management Qualification will be an added advantage•/NQF Level 5/6• Professional Registration with Engineering Council of South Africa (ECSA). • Valid Driving license • 5 years’ experience of which 2 years must be at Supervisory level.
MAIN DUTIES: MANAGEMENT FUNCTIONS: • Identifies and defines the immediate, short and long Capital Projects objectives/ plans associated with the development and maintenance of infrastructure to support service delivery by: • Keeping abreast technological developments and legislative imperatives supporting community improvement and upgrade of core essential services and delivery of basic infrastructure. (Roads, ect.)• Analyzing and aligning project requirements with operating capacity and capability • Evaluating and commenting on the applicability of specific key performance indicators and measures against project outcomes detailed in the municipality’s Integrated Development Plan.
• PRODUCTIVITY/PERFOMANCE AND PERSONNEL MANAGEMENT: • Defining/ Adjusting the key performance indicators, job design and role boundaries of personnel against service delivery requirements. • Evaluating the capability of prospective applicants and participating in the interviewing and final selection sessions.
• FINANCIAL CONTROL: • Analyzing trends, operating requirements and forward plans to establish/ determine funding/ expenditure for the period • Evaluating the sections performance against budget and addressing deviations/ variance with appropriate personnel • Monitoring and implementing corrective measures to rectify deviations/acts contrary to financial regulations, audit requirements and departmental procedures.
• CONTRACT MANAGEMENT • Guiding the drafting, adjudication and reporting processes with regards to contracts/ tenders and verifying details, terms and conditions, specification, etc complying with laid down policies( Chain Management policy, Procurement Policy), regulations and procedures and submitting to the tender Committee for rectification • Participation in the appointment process and briefing parties (Consultants/contractors, etc) on the terms and scope of such appointments and evaluating, investigating and approving submissions on the progress, performance and costs.
• CAPITAL, REHABILITATION PROJECTS • Assessing and consulting on the prioritization of project applications for the municipality with a view to guiding and facilitating the process.
• OPERATIONAL MANAGEMENT AND PRFESSIONAL APPLICATION: • Formulating/adjusting operational plans to guide the provision of core services within the region with due consideration given to capacity and capability to sustain the quality of delivery.
• PROJECT MANAGEMENT: • Interpreting objectives, budgeted capital and operating expenditure and, developing and setting mission critical interventions with regards to implementation, communication strategies and project programmes.
• GENERAL FUNCTIONS: •Participating in various meetings (Council, internal and external forums) and provides comments /opinions on matters affecting or concerning the functionality.
