EDUCATION LABOUR RELATIONS COUNCIL (ELRC)
The Education Labour Relations Council (ELRC) is a statutory council, established in terms of Section 37 of the Labour Relations Act, No 66 of 1995 as amended. It operates in the Public Education Sector, providing services to the Department of Basic Education, Trade Unions and educators in the interest of the South African Public.
The ELRC’s primary objective is to: • Promote and maintain labour peace in education • Prevent and resolve labour disputes in education • Promote collective bargaining in relation to matters of mutual interest.
The Education Labour Relations Council (ELRC) wishes to fill the vacancy of:
SENIOR MANAGER: CBS

All-inclusive remuneration package of R1 520 530 per annum
Non-Negotiable
(Grade DU)
This position will be reporting to the Accounting Officer
REQUIREMENTS OF THE POST:
- Honours Degree in Labour Law or equivalent (NQF level 8)
- A Master’s degree in Labour Law will be an added advantage (NQF level 9)
- 8– 10 years Labour Law experience with at least 5-7 years’ experience at middle management level.

KEY PERFORMANCE AREAS
STRATEGIC PLANNING
- Developing the strategic and performance objectives of the CBS department.
- In year monitoring of the strategic and performance objectives of CBS.
- Prepare the annual budget and review the mid-year budget for the CBS department.
- Managing the strategic interface between the programs of the Council, its Task Teams and Chambers.
- Setting objectives and allocation of workload to the staff.
- Development and monitoring of Policies and Procedures related to CBS
COLLECTIVE BARGAINING SERVICES
Labour Management Partnership
- Assist the Program Director with Labour Management Projects by participating in the provincial meetings with the provincial managers
- Assist the Program Director with the implementation of the Labour Management Partnership program
- Ensure that the tasks assigned to the Provincial Managers are executed accordingly.
- Assist the Program Director in preparing reports for the Accounting Officer after completing each program.
- Assist the Program Director to initiate and setting goals for programs according to the strategic objectives of the organization.
- Assist the Program Director with the implementation, management, supervision, follow-up, networking, coordination, and evaluation of all the organisation’s programs in line with the policies of the organisation.
Operational Planning
- Managing the processes related to the monitoring and reporting on the status and implementation of all ELRC collective agreements.
- Managing the operations and programmes of all nine Chambers.
- Editing reports and minutes of meetings held for CBS department.
- Review the committee work procedures.
- Providing secretariat support for meetings.
- Controlling non-routine correspondence dealing with negotiations, support services, Educators, or Parties.
- Review correspondence handled by subordinates.
- Managing special projects of the Council.
- Review of the Quarterly and Annual Reports
- Monitor compliance with the committee work procedure.
- Lead the development and implementation of collective bargaining strategies and frameworks.
- Facilitate and support multi-stakeholder negotiation processes in line with applicable labour legislation and organizational policies.
- Provide expert advice on labour relations and collective agreements to management and stakeholders.
- Coordinate dispute resolution processes and monitor compliance with collective agreements.
- Develop strategic plans to enhance stakeholder engagement and labour peace.
FINANCIAL MANAGEMENT
- Lead the planning, budgeting, forecasting, and reporting processes in line with organizational objectives
- Ensure sound financial governance and compliance with relevant legislation
- Monitor financial performance and provide accurate financial insight to the Accounting Officer.
- Monitor and approve departmental claims/invoices.
RISK MANAGEMENT
- Develop, implement, and maintain an Enterprise Risk Management (ERM) framework in line with applicable regulatory standards.
- Identify and assess strategic, operational, and emerging risks and develop appropriate mitigation plans.
- Monitor risk indicators, trends, and incidents, and report findings to Internal Audit.
- Work collaboratively with Internal Audit to ensure a coordinated approach to governance.
HUMAN RESOURCES MANAGEMENT
- Provide strategic leadership and direction on all HR matters.
- Managing the performance of the subordinates and assessing their performance in accordance with the organizational policies.
- Supervising CBS staff (national & provincial).
- Conducting all HR related work (discipline, grievance handling, dispute resolution, performance assessment, coaching, mentoring, time and attendance, and training & development).
- Providing assistance to staff in identifying and solving problems.
- The successful candidate will be required to enter into a Performance Contract with the Accounting Officer on an annual basis.
