EASTERN CAPE SOCIO ECONOMIC COUNCIL (ECSECC)
The Eastern Cape Socio-Economic Council (ECSECC) is a Schedule 3C Public Entity. It was established in 1995 as a formal Consultative Council comprising the social partners of Government, organized business, organised labour, the Civil Society Sector and Institutions of Higher Learning in the Province of the Eastern Cape. Our mission is to eradicate poverty, create jobs, and enhance economic growth through developing our capacity as a multi-stakeholder centre of excellence in applied policy research, development planning and facilitation.
SECTOR DEVELOPMENT SPECIALIST
ECSECC is seeking to employ a suitably qualified Sector Development Specialist. The incumbent will report to the Programme Manager: Economic Governance & HR Development
The purpose of this position is to provide expertise and contribute to driving a strategic agenda for development of priority economic sectors and their attendant labour market needs in the Province of the Eastern Cape. Overall, the position will aim to enhance closer correlation between the sector development initiatives and the labour market (education, skills and occupational employment).
THE KEY RESULT AREAS OF THIS POSITION ARE AS FOLLOWS:
• Identify and analyse key industry labour market trends to generate insights to inform employment-intensive interventions within the identified economic sectors
• Initiate partnerships and collaborations with champions and implementing agents of catalytic projects in the Eastern Cape to optimise job creation potential in the design, packaging and rollout of sector and public investment interventions
• Conduct continual research on the state of key labour market institutions (both demand and supply) in the province to inform a consistent skills pipeline for the Eastern Cape economy
• Provide regular evidence-based strategic input to inform and guide implementation of EC HRD Council and the Oceans Economy priorities in particular
• Compile programme strategic and implementation plans, monitor and control implementation of the programme plans
• Develop organisation plans and submit reports as per the organisational requirements
• Create reports presentation to the for the Economic Development and Economic Cabinet Committee
• Participate in organisation activities
• Submit documentation as per the requirements of the organisation
• Disseminate information to other programmes within the organisation
• Interact and network with stakeholders
• Willingness to work overtime hours when required to
• Willingness to travel
QUALIFICATIONS, SKILLS/EXPERIENCE AND COMPETENCTIES
• NQF Level 6 - B Degree, in Human Sciences, Social Sciences or related fields
• Minimum of 5 years’ experience in sector development or similar occupation
• Post graduate qualification would be an added advantage
• Knowledge of labour markets and their role in employment creation and economic growth
• An expert in South African Skills Development regime
• Ability to operate independently
• Awareness of organisational financial implication of decisions made in this role
• Advanced understanding of the National and Provincial Development Plans
• Well-developed project management
• Well-developed analytical skills
• Advanced communication skills (verbal and written)
• An expert in agricultural sector
• An expert in skills development
• Knowledge of best practice in the HRD and Maritime sectors
• Participate in organisation activities
• Submit documentation as per the requirements of the organisation
