The Eastern Cape Socio-Economic Council (ECSECC) is a Schedule 3C Public Entity established in 1995 as a formal Consultative Council comprising the social partners of Government, organized business, organised labour, the Civil Society Sector and Institutions of Higher Learning in the Province of the Eastern Cape Our mission is to eradicate poverty, create jobs, and enhance economic growth through developing our capacity as a multi-stakeholder centre of excellence in applied policy research, development planning, and facilitation 
 
Planning Data Specialist 
(Three Year Fixed Term Contract) 
ECSECC is seeking to employ a suitably qualified Planning Data Specialist to develop and maintain ECSECC’s research and planning data systems and ensure innovation in provisioning of data and data-based insight to ECSECC projects and stakeholders

 
Following are the responsibilities and requirements: 
 
Responsibilities:
• Develop and manage data, research, and publication standards, liaising with ECSECC researchers, other research institutions and professionals 
• Ensure ECSECC’s stakeholders are provided with the required data and data-based insights for planning (Provincial and Local Government) and put in place the necessary systems and projects to achieve this 
• Compile, analyse, and report data to explain socio-economic phenomena, and forecast trends, applying quantitative and qualitative techniques 
• Provide strategic leadership and advise in the conceptualization, methodologies, supervision and management of research projects, including developing and managing the ECSECC and research agenda 
• Initiate research on socio-economic issues identified in the ECSECC Strategy, and disseminate research findings through technical reports, policy briefs, and publishable articles, in line with the ECSECC and Eastern Cape Research agendas
• Manage the production of ECSECC publications and other digital planning data products 
• Manage communication platforms, including the ECSECC website and social media platforms 
• Ad-hoc policy research and drafting of policy briefs 
 
Requirements: Qualification, experience and competencies 
• A minimum Master’s degree in economics, social science, statistics, planning or other related field (NQF level 9) 
• Have at least five years relevant experience in research with proven ability of disseminating research findings through technical reports or scientific articles in accredited journals 
• Minimum 5 years’ experience in programme and/or team management 
• Ability to interface with ECSECC stakeholders and all Project Stakeholders 
• Understanding of public policy environment and applicable legislation 
• Good knowledge of statistics, data analytics and data visualisation technologies 
• Knowledge of information management and practices, data science and research methodologies 
• Knowledge of a wide range of official, corporate, and administrative, data sources 
• Possess strong networks of key stakeholders in Eastern Cape and National Government 
• Knowledge of data and information related legislation 
• Excellent analytical skills – quantitative and qualitative methodologies 
• Excellent written communication skills, as exemplified by publications and published reports 
• Excellent verbal communication skills including presentation, facilitation skills 
• Computer literacy and experience in the use of software such as: SPSS, SAS, Stata, R, GIS packages, e-views and others 
• Ability to work under tight deadlines and pressure 
• Excellent interpersonal and management of research teams 
• Proven ability to co-ordinate various stakeholders in collaborative research project, previous interaction or working relationship with various research institutions 
• Strategic capability and leadership 
• Financial Management 
• Project Management experience
