Job Description
The Gautrain Management Agency (GMA) is a Provincial Public Entity listed in schedule 3 of the Public Finance Management Act. The GMA is established in terms of the Gautrain Management Agency Act, No. 5 of 2006 (as amended), to manage, coordinate and oversee concession agreements for the Gautrain rail transit system and assist the Province and other Organs of State in realizing their integrated public transport and rail – related objectives in the Province.
Purpose: To execute Technical, Engineering, Operational, Project Management, Commercial, Safety Health and Environmental functions of the GMA with regards to the Gautrain System and the Concession and the development of opportunities for alternative revenue sources
Minimum Qualifications: Build Environment Qualifications (Bachelor of Science: Civil or Electrical or Mechanical or Quantity Surveying);
Experience: 10 years’ relevant management experience and at least 4 years in the passenger rail or related sector.
Competencies: Financial Management; Contract Law and Management; Strategic Management; Project Management; Health, Safety and Environment management;
Knowledge and Skills: Applied skills in civil or electrical or mechanical engineering; Knowledge of and applied skills in Financial Management; Knowledge and applied skills in asset management: Knowledge of and applied skills in Human Resources, Strategic and General Management as well as Administration; Exposure to Board and Board committees Meetings; Treasury and Provincial Financial prescripts; Contract management and services legal agreements administration; PFMA, Financial policies, procedures and legislation; Relevant regulations, practice notes and legislation pertaining to Financial Management;
Key Responsibilities:
a) Execute technical and engineering strategic planning functions of the GMA with regards to the Gautrain System
b) Monitor compliance with the Concession Agreement by the Concessionaire in all aspects related to the Operations Period of the Gautrain PPP
c) Manage protection of the Gautrain System in compliance with the GMA Act
d) Oversight of the Management of the System Assets
e) Manage integration of the Gautrain with other public Transport systems in Gauteng and to promote ridership of the Gautrain
f) Manage and oversee commercial claims and commercial contract of the GMA
g) Execute strategic, functional and resource management of the Sub-unit and demonstrate effective leadership of the Unit and Agency
