INFORMATION & COMMUNICATION TECHNOLOGY MANAGER
EAST LONDON: HEAD OFFICE
TOTAL COST TO COMAPANY PACKAGE - GRADE D3: R903 417.00 – R1 355 125.00 
 
Requirements
Minimum requirement: Bachelor’s Degree / Diploma or higher in the areas of ICT, or equivalent. A minimum of five (5) years’ experience in IT environment, managing systems and personnel at middle management level. Experience in telecommunication and network application systems. Strong knowledge of IT Infrastructure, networks, cybersecurity, and software will be an added advantage. A valid driver’s licence.
 
Key competencies and skills
Demonstrate evidence of progressive professional development and training. Knowledge of King IV. COBIT 5 or COBIT 2019 Foundation and Implementation crucial. Prince 2 or PMBOK crucial. ITL foundation V3 optional but advantageous. Excellent information, communication, and technology skills.
 
Key Performance Areas
  • Review, maintain, and develop ICT Policy and Procedures which supports ECLB needs and strategic objectives.
  • Develop, manage, and review all strategic direction of the ICT function in support of the ECLB goals.
  • Administer all aspects of the ECLB infrastructure in line with ECLB Policies, New Research and improved technology.
  • Manages day to day operations of the ICT function.
  • Lead and organise staff and contractors to manage their work programmes.
  • Maintain excellent standards in planning, managing, and delivering ICT programmes and projects.
  • Provide the required ICT Functionality, software, and hardware in an effective, efficient, secure, and cost-conscious manner.
  • Manage network workplace and hardware infrastructure in an expanding environment, ensure adequate backup and recovery strategies, and systems are in place and reviewed regularly.
  • Manage, evaluate, and ensure security concerns for the organisation are addressed e.g. anti-virus, firewall configuration, internal and external penetration testing and user access controls/ user account management. 
  • Design, implement, and monitor the ICT risk management plan.
  • Manage annual department budgeting, expenditures control, cost containment/reduction.
  • Perform such duties as may be assigned by the Chief Executive Officer from time to time.
