​MANAGER- INVESTIGATIONS & LICENSING

DIVISION: GAMBLING REGULATION & CONSUMER PROTECTION
TOTAL COST TO COMPANY PACKAGE: R1 241 882 PER ANNUM
 
Requirements: • Bachelor’s Degree in Accounting/ Auditing or Law with relevant experience •Relevant Post Graduate Qualification will be an added advantage• 5 years experience in a regulatory and compliance industry • Experience in a gaming or gambling environment will be an added advantage •3 years experience in a Supervisory/Management role.

Key Performance Areas: • Guide and direct the ECGB’s Investigations and Licensing processes through planning, allocation of resources and monitoring • Review and quality control investigation reports, memorandums and general correspondence • Review employee applications, amendments and requests for upliftment • In conjunction with the Finance Department, review the deposits account to assist the revenue management • Manage and ensure quality and reliability of information on the Gambling Regulation System • Reporting on a monthly and quarterly basis • Manage and direct implementation and mechanisms of protecting punters and consumers • Maintain and review relevant operational policies, processes and standard operating procedures • Ensure operational compliance with all applicable legislation • Assist in preparation of submissions to Board Secretariat for Board and Sub-committee meetings • Assist in co-ordinating logistics for Bidders conferences and Public Hearings • Monitor and manage the financial resources allocated to the division • Analyse and assess functional level risks and develop mechanisms to mitigate risks at functional level •People Management and empowerment.

DIVISION: OFFICE OF THE CEO
TOTAL COST TO COMPANY R1801 166 PER ANNUM
 
The Eastern Cape Gambling Board is a statutory body established for the purposes of regulating gambling in the Eastern Cape Province. The Board is located in the scenic coastal city of East London.
 
Requirements: LLB or similar equivalent qualification in Law. Admitted Attorney or Advocate, Governance Practitioner (CGISA) and registration with the Chartered Secretaries of Southern Africa (CSSA) will be added advantages.• 6-8 years providing legal advice and Board secretariat • 5 years’ experience in management or supervisory role • Experience in the drafting of contracts, settling and management of contracts and other legal instruments • Experience in litigation management • Experience in the drafting court pleadings, settling and management of court documents and legal opinions • Experience in providing Board secretarial services, Corporate Governance and the implementation thereof.
 
Competencies and Skills: • Knowledge of the law of contracts • Knowledge and understanding of the laws and principles pertaining to litigation • Knowledge of corporate governance principles including King IV and previous codes • Knowledge of labour legislation • Knowledge and understanding of South African company laws • Knowledge and understanding of Government procurement systems and processes • Knowledge of the PFMA and Treasury Regulations • Ability to maintain high levels of integrity • Ability to manage a large workload and deliver within tight deadlines • Ethical conduct • Persuasiveness • Ability to work in a team • Analytical thinking • Attention to detail • Presentation skills.
 
Key Performance Areas: • Provide legal advice on licensing, auditing, investigation and inspection processes in terms of legal requirements and compliance • Provide assurance to the Board and stakeholders through oversight of regular legal auditing and inspections in compliance with mandatory requirements • Oversee disciplinary proceedings against non-compliant licensees • Provide legal advice to the Board, the CEO and other Departments • Draft, review and vet contracts, SLAs, policies and any document which may have legal implications for the organization • Ensure the management, effectiveness and efficiency of the Board Secretariat and its support to the Board and its Sub-Committees. •Prepare Board plans, charters and meeting protocol and ensure implementation •Facilitate management meetings to discuss Board Committee submissions • Facilitate Board and committee meetings including provision of logistical and administrative services• Support the board in strategic planning and decision-making • Advise the ECGB Board and its  Committees on governance matters and on the roles and responsibilities and ensure their induction •Manage all litigation and related legal challenges and administrative processes • Assist Management and Governance Structures in the embedding of an ethical culture in the organization • Assist in the implementation of the Ethics Management Plan • Compile, manage and report on the departmental budget • Manage and empower staff within the Legal Services and Board Secretariat department • Analyze and assess functional level risks and develop mechanisms to mitigate these risks at functional level • Reporting.
