VACANCY: Senior Manager: Investment Asset Management - GRADE 19 (Total Cost to Company)
The role shall be responsible for the following:
- Manage and develop the ECDC real estate portfolio through the provision of efficient and effective asset management services in line with strategic mandates by providing an asset management framework, systems, processes and decision making for optimizing value creation and income generation from the corporations’ assets.
- Develop strategies, policies and procedures guiding the management, operation, maintenance, and disposal of Corporation’s assets.
- Provision of property development and asset management services focusing on the continuous appraisal of the effectiveness of corporate asset projects practices (design, development, production and maintenance).
- Constant exploring of cost effective asset management and valuation options in order to sustain and improve corporate performance and targets.
- Spearhead private sector commercial partnerships to secure optimal value from the Corporation investment assets.
- Oversee measures for managing and mitigating risks relating to the investment asset portfolio.
KEY DUTIES AND RESPONSIBILITIES
The Key Performance Areas will encompass:
- Development and implementation of strategic and operational policies
- Develop and implement asset management system/ plans/ policy development & communication
- Pursuit of value creating property development opportunities utilizing existing and acquired assets
- Disposal of non-core ECDC properties
- Development of ECDC and third-party property assets through strategic sourcing and partnerships
- Operational oversight of the asset registers as well as financial reporting
- Ensure asset risk management and shareholder value retention and growth
- Maintain the asset performance management system
- Management of the Unit and its resources
QUALIFICATIONS
- Post Graduate degree in commerce or property development
- At least 10 years relevant senior management experience of which 3 years senior management experience in the property sector
- A deep understanding of property asset management
- Advanced financial management and analysis skills
- Advanced understanding of the property sector, associated legislation and relevant contractual mechanisms
- Experience of working in multi-cultural and diverse teams

INVITATION TO SERVE AS A CHAIRPERSON OF THE EASTERN CAPE DEVELOPMENT CORPORATION’S INFORMATION TECHNOLOGY STEERING COMMITTEE
The ECDC hereby invites applications from suitable individuals for the role of the Chairperson of its Information Technology (IT) Steering Committee.
The Eastern Cape Development Corporation (ECDC) is established in terms of the Eastern Cape Development Corporation Act 2 of 1997 and listed as a provincial government business enterprise under Schedule 3D of the Public Finance Management Act 1 of 1999.
As part of its governance structures, the ECDC has an Information and Technology (IT) Steering Committee aimed at positioning the IT Unit to deliver value by aligning IT initiatives and operations to the current and future strategic objectives of ECDC.
The committee provides oversight of IT investments by monitoring, evaluating, and approving actions related to IT risk, investment and prioritisation of projects and services. Additionally, this oversight ensures that business units are effectively supported and have the technology they need to enable their goals. The goals of the IT Steering Committee are to ensure that:
• ECDC policies, business plans and strategy are aligned and integrated with the IT initiatives.
• Customer service and service quality are prioritised.
• Ensure future positioning of the ECDC through flexible and agile Business (IT) solutions.
• ECDC’s IT governance processes are effective and Business as well as IT Risks are adequately managed.
• IT spend in terms of value of return on investment is monitored adequately including resource planning.
• IT performance measurements and metrics are developed and monitored.
The committee meetings are held on a quarterly basis; additional meetings may be scheduled as required.
REQUIREMENTS
• Applicants must have a qualification in the field of Information Technology (IT) and/ or Accounting.
• Industry certifications in IT Governance, IT Service Management and Enterprise Architecture will be an added advantage
• Applicants must have sound knowledge and a minimum of 10 years’ experience in IT governance, systems, and controls.
• A proven record of service and membership in a Corporate Governance structure preferably IT Governance Committee or Audit, Risk and Compliance is a prerequisite.
