COORDINATOR - COMMUNITY MOBILIZATION AND SOCIAL FACILITATION

The incumbent shall be responsible for providing support services to regional office projects and initiatives relating to all aspects of community mobilization and social facilitation with a view to creating conducive environment for implementation of development projects and initiatives. Key activities in the role include the following:
- Identification and support of enterprising communities.
- Provide professional interface and assistance to communities for improved access to established ECDC development support and financing products.
- Scope and bring to fruition community-based projects and ensure “buy-in” of relevant communities.
- Craft and implement community participation models that ensures viability and sustainability of rural and communal based enterprises.
- Assist in cases of Land Claimants both in OR Tambo and Alfred Nzo Districts to enable attainment of development objectives linked to the awarded assets and a productive relationship between the claimant community and government.
- Manage the interface between the ECDC and community-based stakeholders and traditional leaders.
- Professionally coordinate the interface with other stakeholders like other government departments, private sector, other development agencies, etc. who may be involved in the delivery of various services.
- Facilitate and leverage community livelihood opportunities and provide linkages with formal establishments.
- Help normalize relations between hostile communities and existing or potential investors.
- Identify development initiatives needed to advance community socio-economic health, motivate and present fundable projects to various committees of ECDC to secure funding.
- Act as lead project implementation official in identified community-based projects.
- Provide advice to regional management in all matters relating to community interventions where ECDC products and services may be appropriate.
- Participate in regional funding committee meetings, where required.
- Assist in the development of regional plans with respect to community interventions and projects.
- Develop accurate and timely reporting on interventions of ECDC interest.
- Ensure good rapport and protection of the image of ECDC through serving communities with honesty and integrity.
- Assist in resource mobilization via formation of partnerships and leveraging of ECDC funds.
Minimum Requirements
- National diploma in development studies, social sciences, or relevant people-oriented field studies.
- A minimum of 3 years’ experience, of which two (2) must be in community mobilization, social facilitation or other people interface related work.

Content Generation and Management
- Responsible for building a brand identity and online presence through the creation and dissemination of multimedia content online.
- Develop various organisational internal and external electronic and hard copy documentation like magazines, information brochures, investor, and board packs, etc.
- Collate valuable information, track quality and lucrative flagship projects and worthy milestones created as source of attraction to ECDC's products and services.
- Develop content of good quality for the Corporate Plan and reports for circulation to all relevant stakeholders and ECDC clients.
- Revise the relevance and content generated to ensure that ECDC's integrity and reputation in the form of updates on corporate information, reports, and marketing material is maintained and aligned with the market.
- Monitor and evaluate progress made and report to the Senior Management, as well as mitigate risks that might arise.
Website and External Communication
- Develop social media strategy for the organisation and manage the day-to-day social media platforms, as well as manage and oversee website and social media content creation.
- Develop, implement, and manage the company’s social media and website strategy, and report on key performance indicators.
- Sharing content to raise brand awareness and monitoring web traffic and metrics to identify best practices.
- Build a brand identity and online presence through the creation and dissemination of multimedia content online.
Design, development and maintenance of Intranet.
- Drive and manage the continuous development and upgrade of the business internal communications app and external website.
- Develop content for various campaigns through various marketing channels and keep abreast with the latest digital marketing and social media best practices and technologies.
- Collaborate with the development team in designing content for online portal and SMS/email campaigns for ongoing sales / additional services.
- Monitor, evaluate and report progress weekly on digital campaign and platforms’ performance.
Management and Coordination of Organisation-wide Stakeholder Engagement
- Lead the development and implementation of stakeholder management strategies.
- Build and maintain excellent and highly effective working relations with other agencies, key community leaders and groups of influence to ensure organisational goals are met.
- Build and lead an effective team that works collaboratively towards achieving the organisation’s goals.
- Gauge the performance of the various teams and recommend areas that need improvement and changes to achieve the targets.
- Direct, lead and manage strategic and mission critical stakeholder engagements.
- Design and management of stakeholder related special projects and assess stakeholder management risks and implement mitigation measures.
- Identify staff development and training to achieve the overall organisational objectives.
- Work in partnership across the ECDC business to foster a collaborative employee and stakeholder engagement focus.
- Represent in key development forums and platforms and develop / oversee organization-wide stakeholder management programme.
- Develop and manage relationships with all internal and external stakeholders and implement customer service management via digital platforms.
Digital Communication
- Oversee the execution of content for the ECDC’s digital platforms, and strategize, implement, and oversee the production of digital marketing campaigns for ECDC’s programmes.
- Create and distribute timelines for each campaign, and oversee output in collaboration with project managers, also liaise with them and client to ensure projects are represented well on all platforms.
- Social Media Platform- Conceptualise and implement new and creative digital growth strategies for ECDC and associated projects.
- Plan digital marketing campaigns for projects, including website, email, social media, and display advertising.
- Provide strategic direction to Digital Communications team to ensure campaigns are implemented in line with project and business goals.
- Manage and execute campaigns to drive sales within existing base as well as customer feedback / satisfaction surveys on existing services/products.
- Measure the success of digital campaigns, suggest, and implement tactics to improve performance.
Budget Management of the Section
- Analyse trends, operating requirements and prepare capital and operating plans/estimates to determine funding for the budgeted projects.
- Manage and control the capital and operational budget of the section to ensure effective and efficient functioning within budgetary constraints of ECDC.
- Evaluate the section’s performance against the approved budget and addressing deviations/variances.
- Authorise payment vouchers, requisitions, etc. regarding expenditure as delegated.
- Sound planning and forecasting of capital expenditure within area of responsibility.
- Compile budget inputs in accordance with policies, procedures, and legal requirements.

MINIMUM REQUIREMENTS
- Bachelor’s degree in communications, Journalism, Marketing, Media Studies, or Public Relations
- A minimum of seven (7) years working experience in communications, public relations, or marketing role of which years (3) years must be at management or supervisory or consultancy level.

CONSULTANT: MARKETING AND EVENTS MANAGEMENT
PERMANENT CONTRACT: GRADE 12 (Total Cost to Company)
The role is responsible for providing marketing and events management support services. Activities relating to the role include promoting the ECDC brand through relevant channels. The incumbent will be responsible for activities relating to protection of corporate identity including ensuring that all ECDC and partner branding is undertaken in line with branding specifications, and that ECDC corporate material including letterheads, signage, office addresses etc. is update timeously in physical and digital platforms. The role involves administrative activities relating to media buying, marketing material procurement and stock maintenance and placement of institutional adverts and media statements on print and other media platforms. The incumbent will be responsible for providing events management support relating to project launches, stakeholder engagement gatherings, trade and investment promotion fares and exhibitions, etc.; stakeholder engagement and management relating to coordination of events as well as the formulation of an annual events calendar. Additionally, the role shall provide administrative support relating to office and corporate image management.
KEY PERFOMANCE AREAS
The incumbent shall be responsible for the following:
Brand Management
- Execute all marketing activities in line with Corporate Identity (CI) specification.
- Consistent branding and marketing of ECDC across functions / activities and initiatives
- Marketing activities in line with marketing strategy
Events Coordination
- Assist units in events planning and execution where possible (including exhibitions) and build intelligence for future improvements.
- Conduct customer surveys after each event and complete a report.
- Plan and execute corporate functions for both internal (staff) and external stakeholders.
- Utilise media relations for promotion of events.
- Ensure availability of marketing material (information and promotional) at all the ECDC events
Advertising
- Serve as the contact person for all advertising briefs from the units to the agency until final delivery.
- Maintain good agency relations.
Stakeholder Relations
- Facilitate and execute stakeholder engagement initiatives as set in the corporate calendar and as requested by stakeholders (internal and external)
Financial control
- Management of budget across events / initiatives being executed.
MINIMUM REQUIREMENTS
- National Diploma (NQF – 6) in Marketing, Communications, Administration, or related field.
- A minimum of three (3) years working experience, of which two (2) years must be in the marketing, events management, communication, or related field.

MANAGER – SECURITY RISK MANAGEMENT
PERMANENT CONTRACT: GRADE 17 (Total Cost to Company)
The incumbent shall be responsible for the security risk management function within the ECDC. The role entails assessment of security risks facing the ECDC brand, assets and personnel; formulation of a comprehensive strategy for security risk management; development of an operational plan relating to prevention and mitigation of identified security risks; as well as directing and monitoring of the implementation of responsive measures. The incumbent shall also be expected to spearhead and maintain relations and partnerships with relevant security structures provincially and nationally directed at strengthening security relating to ECDC brand, assets and personnel through accessing requisite expertise and support. Functions under this role include the development of a Security Risk Management Policy and Plan for the ECDC and a framework for the conducting physical and non-physical security appraisals for ECDC properties and directing the development and implementation of a vetting strategy, where required. The incumbent shall be expected to provide specialist security advice and recommendations to EXMA, Board and key stakeholders with an ultimate aim of establishing and maintaining a professional security risk management function within the ECDC.
KEY DUTIES AND RESPONSIBILITIES
The Key Performance Areas will encompass:
Security risk management and advisory function
- Facilitate the establishment and maintenance of an effective Security Risk Management and Advisory function within the ECDC.
- Formulate a comprehensive strategy for directing physical and non-physical security services in line with the Minimum Physical Security Standards (MPSS) and Minimum Information Security Standards (MISS)
- Direct and monitor compliance with MPSS and MISS.
- Develop a Security Risk Management Policy / Framework and Plan for the ECDC
- Develop a framework for the conduct Physical and Non-Physical Security Appraisals.
- Manage services engagement and performance of security risk management service providers.
Security risk management stakeholder relations and strategic partnerships
- Lead the identification of key strategic partners within the security services environment.
- Develop relationships with relevant security structures within the province and nationally to strengthen security services and access requisite expertise and support.
- Foster relationships with key role players to attain effective security state within the ECDC property environment.
- Act as a key point of contact with security services authorities and structures.
- Ensure ECDC’s participation in relevant security coordination structures within the province.
Security vetting strategy development and implementation
- Identify critical areas and employees to undergo vetting.
- Advise and guide Senior Management on statutory requirements for vetting services.
- Acquire relevant tools and systems for vetting and screening of staff and service providers appointed by the ECDC.
- Conduct security appraisals for ECDC buildings (head office and regional offices)
Specialist advice and awareness relation to security risk management
- Participate on various Committees and Sub-committees, including, EXMA, the Audit and Risk Committee, Local government structures, Traditional Council, Royal Committee and Tribal Authority.
- Advise Chief Executive Officer, Executives and Board of Directors on strategic security issues including matters relating to properties, personnel and office bearers’ safety.
- Determine staff awareness levels on security matters.
- Determine human resource requirements taking into consideration operational needs, skills scarcity.
- Assist in the recruitment of relevant security risk management staff, where applicable.
MINIMUM QUALIFICATIONS AND EXPERIENCE
- A relevant bachelor’s degree or NQF Level 7 qualification
- A minimum of seven (7) years relevant working experience in security risk management and/or intelligence services field with at least three years at middle management or senior consultancy level.
- A deep understanding of security threats and risk assessment frameworks is a must.
