EASTERN CAPE DEVELOPMENT CORPORATION (ECDC)
NON-EXECUTIVE DIRECTOR: AUTOMOTIVE INDUSTRY SPECIALIST
PURPOSE OF THE APPOINTMENT
The Automotive Industry Development Centre Eastern Cape– (AIDC-EC) is seeking applications from suitably qualified and experienced individual to fill two vacancies in the Board of Directors of the Automotive Industry Development Centre Eastern Cape (“AIDC-EC”) for a three-year term effective upon appointment.
About ECDC and AIDC-EC:
The ECDC, established under the Eastern Cape Development Corporation Act No. 2 of 1997, is a provincial government business enterprise listed under Schedule 3D of the Public Finance Management Act No. 1 of 1999. AIDC-EC, a wholly owned subsidiary of ECDC, operates under the laws of the Republic of South Africa and is registered as a state-owned company.
MINIMUM QUALIFICATIONS
Applicants must possess:
▪ A relevant Bachelor's Degree (NQF Level 8) in Engineering, Automotive Engineering, Industrial Engineering, Manufacturing, Business Management, Commerce, Economics, Finance, or a related field.
▪ A postgraduate qualification in a relevant field will be an added advantage.
▪ Membership or registration with a recognised professional body, where applicable, will be advantageous.
EXPERIENCE
Applicants should demonstrate:
▪ At least ten (10) years' experience at senior management, executive management or board level within the automotive industry.
▪ Proven experience in one or more of the following areas: Automotive manufacturing and assembly;
· Automotive component manufacturing;
· Original Equipment Manufacturers (OEMs);
· Automotive supply chains and logistics;
· Industrialisation and localisation programmes;
· Automotive investment promotion and facilitation;
· Innovation, technology development and advanced manufacturing;
· Enterprise and supplier development within the automotive sector;
· Public-private partnerships and industry stakeholder engagement.
KNOWLEDGE REQUIREMENTS
Candidates should possess sound knowledge of:
▪ The South African automotive industry and its value chain;
▪ Industrial policy and economic development frameworks;
▪ Automotive Masterplan and localisation initiatives;
▪ Corporate governance and ethical leadership principles and governance within state owned entity.
▪ The Public Finance Management Act (PFMA);
▪ Treasury Regulations;
▪ The Companies Act, 2008;
▪ King V Report on Corporate Governance;
▪ Risk management and compliance frameworks.
COMPETENCIES AND SKILLS
The successful candidate should demonstrate:
▪ Strategic leadership and governance capabilities;
▪ Strong business and commercial acumen;
▪ Financial literacy and the ability to interpret financial statements;
▪ Analytical and problem-solving skills;
▪ Stakeholder management and relationship-building abilities;
▪ Effective communication and negotiation skills;
▪ Sound judgement and independent decision-making;
▪ High ethical standards and integrity.
ADDED ADVANTAGES
Preference will be given to candidates who have:
▪ Previous board or committee experience within public entities, state-owned companies or private sector organisations;
▪ Experience working with major automotive manufacturers, component suppliers or industry associations;
▪ Knowledge of the Eastern Cape automotive sector and its contribution to regional economic development;
▪ Experience in investment attraction, industrial development and enterprise development initiatives.
FIT AND PROPER REQUIREMENTS
Applicants must:
· Not be disqualified from serving as directors in terms of the Companies Act;
· Be able to obtain the necessary declarations of interest and fit-and-proper clearances;
· Declare any actual or potential conflicts of interest
