CHIEF FINANCIAL OFFICER - 5 YEAR CONTRACT
GRADE 22 (Total Cost to Company)
 
Reporting to the Chief Executive Officer (CEO), the Chief Financial Officer (CFO) will provide Executive Management, Audit, Risk & Compliance Committee and the Board with reliable, consolidated financial information; manage and safeguard the corporation’s assets (liquid, current and non-current); provide leadership and strategic advice; implement financial controls in accordance with recognised and accepted financial standards and prescribed regulations and exude astute and prudent financial management in guiding the corporation towards sustainability.
 
KEY DUTIES AND RESPONSIBILITIES
The Key Performance Areas will encompass:
  1. As a custodian of the PFMA and accompanying regulations, the CFO shall be responsible for overseeing the development and implementation of the ECDC group financial accounting, management accounting, consolidated reporting and procurement policies and procedures.
  2. Provide leadership on the long-term sustainability and commercial viability of the corporation in implementing the strategy.
  3. Facilitating delivery of financial and administrative support services, particularly Financial Control, Budget and Forecasting, Revenue Collection and Recording, Supply Chain Management and Financial Processes.
  4. Preparing and presenting the ECDC financial statements including its subsidiaries and liaising with both the internal and external auditors.
  5. Ensuring that ECDC maintains a positive audit outcome.
  6. Developing and maintaining relationships with stakeholders, banks, investors, insurers, and others.
  7. Managing the Finance Business Unit and its employees.
  8. Oversee the insurance and related risk management across the organisation.
 
MINIMUM REQUIREMENTS
  1. A qualified Chartered Accountant.
  2. 10 years’ experience of which 5 years must be at senior management level, 5 years within a development finance institution, private sector, or parastatal.
  3. Extensive knowledge of IRFS, GAAP, PFMA, Treasury Regulations, Companies Act and other relevant legislation.
 
Technical requirements:
  1. Must have practical knowledge and experience in internal and external audits, IT Governance and due diligence processes and procedures.
  2. Extensive experience in sustainability and commercialisation initiatives.
  3. Must have knowledge of financial reporting, management accounting principles, and treasury functions.
  4. Additionally, the successful candidate must possess the following competences:

This is a 5-year fixed term appointment, and the successful candidate will be subjected to signing a performance contract. SENIOR MANAGER - INVESTMENT PROMOTION - 3 YEAR CONTRACT
GRADE 18 (Total Cost to Company)
The successful candidate will report to the Head of Trade, Investment and Innovation Unit and will be responsible for the promotion of the Eastern Cape Province as an attractive investment destination.
 
KEY DUTIES AND RESPONSIBILITIES 
Key Performance Areas will encompass:

Marketing
  • Organise and undertake foreign missions outgoing
  • Host foreign and local incoming investors
  • Advertise in trade publications and journals
  • Participate in key industry related events
  • Collaborate on provincial branding initiatives
  • Promote the Eastern Cape as an attractive investment destination
 
New Business Development
  • Support new investment initiatives
  • Conduct investigation to formulate sound value propositions
  • Provide advice to investors
  • Proposal on innovative strategies for investment attraction & retention
  • Mobilization of funding for packaged investment projects
  • Facilitate partnerships between established and emerging investors
 
Field support
  • Conduct Workshops on Ease of Doing Business in the Eastern Cape
  • Provide advice to investors
 
Market / Business Research
  • Identify investment opportunities
  • Conduct research & package information for investors
  • Develop business case
  • Package information for prospective investors
     
Stakeholder Relations
  • Host industry workshops
  • Provide advice to municipalities
  • Liaise with business chambers, Industrial Development Zones, the DEDEAT and the dtic
  • Support key partners on an ad hoc basis

Policy Advocacy
  • Provide input on National and Provincial policies
  • Lobby for policies conducive to economic development

Administration
  • Lead secretariat for the Eastern Cape Investment Council
  • Write and distribute project reports
  • Initiate publication of success stories
  • Initiate publication of project specific brochures
  • Financial management
 
MINIMUM REQUIREMENTS
  • Post Graduate Qualification in Commerce/ Marketing
  • Minimum 5 years relevant work experience at senior level

COMPANY SECRETARY- 5 YEAR CONTRACT SUBJECT TO RENEWAL
GRADE 16 - (Total Cost to Company)
The successful candidate will report to the Executive Manager: Legal, Compliance and Governance and will be providing guidance to the Board and ECDC on corporate governance matters; to ensure compliance with applicable legislations.
 
KEY DUTIES AND RESPONSIBILITIES
The Key Performance Areas will encompass:
 
Manage Board Governance
  1. Ensure that statutory documentation within the organisation is in order (e.g. Register of Directors, Disclosure of interest register, Board resolution register, Board minutes and Board Year Planner etc.)
  2. Compile any outstanding statutory documentation
  3. Draft Board minutes and distribute the required actions to the relevant business units for implementation
  4. Follow up on implementation of the required actions and compile governance status report to the EXMA and Board
  5. Facilitate evaluation of the effectiveness/performance of the Board and Board Committees
 
Manage Board Development
  1. Facilitate the induction of Directors on the Board
  2. Facilitate training and development of Directors on the Board in accordance with the Director Development Policy (inclusive of subsidiary Directors)
 
Ensure Compliance
  1. Review applicable legislations and regulations to determine and confirm the areas of compliance
  2. Utilise legislative compliance tool to assist in gauging the level of compliance within the corporation
  3. Table an annual report to Board on the level of compliance
  4. Implement the compliance requirements as determined to ensure that compliance is achieved
  5. Monitor business against the compliance requirements and take rectification actions where required
  6. Ensure compliance in accordance with policies, procedures, and legal prescripts.
  7. Complete compliance actions within the allocated time frames

Manage Corporate Governance
  1. Manage corporate governance at the level of the Board and throughout the corporation.
  2. Develop a corporate governance framework setting out the Board governance structure.
  3. Develop and review terms of reference for the Board and all Committees.
  4. Promote ethics to ensure that staff and Directors disclose their business interest to prevent conflict of interest. 
  5. Compile corporate governance report for submission to the relevant stakeholders.
 
Manage Subsidiary Compliance to Corporate Governance
  1. Ensure that subsidiary governance policy is developed to regulate the relationship between the ECDC and the subsidiary.
  2. Ensure subsidiaries have statutory regulations in place listing company secretary, directors and auditors etc.
  3. Report to EXMA and Board on the level of governance performance of subsidiaries and make the necessary recommendations for mitigation of the identified gaps.
 
Administer Board Committees
  1. Participate in Board and Committee Meetings.
  2. Draft and compile minutes of the Board and Committee meetings and distribute the actions to be implemented to the various stakeholders.
  3. Monitor the implementation of these actions.
 
Compile Reports
  1. Compile a corporate governance report within the allocated time frame
  2. Compile the report in accordance with policies, procedures and legal requirements
  3. Collate the data into the required format for producing the report.
  4. Submit the report for approval to EXMA and Board.
  5. Archive the report for future reference purposes.
 
MINIMUM REQUIREMENTS
  1. B Com / LLB (relevant financial or legal tertiary qualification).
  2. CIS certification will be an added advantage.
  3. Minimum 5 years as Company Secretary.
