DIRECTOR: DISTRICT HEAD (3 POSTS)
Salary Range: R1 005 063-R1 183 932 Per Annum (Level 13)

Minimum Requirements: A four-year degree or three-year diploma in Social Science, Industrial Psychology, Business Administration and / or equivalent is essential. Extensive experience in a relevant managerial field. At least five years’ experience a managerial level. Experience in developing strategic and business plans. Experience in government financial management. Extensive knowledge and experience in Government policies and procedures. Excellent communication and analytical skills. Computer literacy with an emphasis on Excel and PowerPoint. An independent worker, meeting timeframes. Monitoring and managing compliance of the District with the Statutory Bodies. Must be in possession of a valid code 08 driving licence.
All shortlisted candidates for SMS posts will be subjected to a technical exercise that intends to test relevant technical elements of the job, the logistics of which will be communicated by the department. Following the interview and technical exercise, the selection panel will recommend candidates to attend a generic managerial competency assessment (in compliance with the DPSA Directive on the implementation of competency based assessments). The competency assessment will be testing generic managerial competencies using the mandated DPSA SMS competency assessment tools.
KPA’s:Overall management of the District Office in terms of the following:Corporate Services which includes Human Resource Management, Financial Management and Supply Chain Management and all administrative aspects. Provide strategic leadership with in the District. Managing alignment of Annual Performance Plan and Budget Plan. Ensure that the line function managers carry out their duties and responsibilities in the following areas:Sport and Recreation, Libraries and Archives Services, Museums and Heritage Resources, Arts and Culture. Establish and maintain inter-governmental and non-governmental organization relations for the integration of programmes. Manage the District budget and compile all reports as required. Monitor performance of the District in relation to planned objectives. Ensure that the operation of the district is in compliance with regulations.

DEPUTY DIRECTOR: COMMUNITY LIBRARIES SERVICES
(CONTRACT FROM DATE OF ASSUMPTION TO 31 MARCH 2021 - Conditional Grant Funded)
Salary Package: R 826 053 Per Annum (Level 12)

Minimum Requirements: A B.BIBL or B Tech Degree or Post Graduate Diploma in Library and Information Science or equivalent qualification with a minimum of five (5) years’ experience in the Library and Information Services field. Knowledge of Finance and Human Resources. Good computer and negotiation skills. Good research and analytical skills. Knowledge on all applicable Public Service Legislations and Treasury regulations. Knowledge on procurement directives and departmental policies and policy formulation. Good interpersonal relations. Strong customer ethic. Must be able to think strategically and be service-orientated. Must be in possession of a valid code 08 drivers’ licence.
KPA’s:Manage all Conditional Grant activities. Represent and give input on the grant implementation in Library Service and DSRAC strategic planning. Chair / attend planning meeting of Conditional Grant. Liaise with Municipalities. Consult with DSRAC District Management Municipal Library Service Management. Attend DAC and Treasury meeting with regard to conditional grant. Manage annual allocation of Library subsidy transfers to Municipalities and Conditional Grant funds. Compiling MTEF budget for the conditional grant. Manage the annual project budget process. Establish, manage and co-ordinate financial monitoring mechanisms. Ensure that expenditure is in line with business plan, PFMA and Treasury Regulations. Monitor and evaluate municipal financial reports. Coordinate inputs for Library Services annual budget process. Control and monitor payments of all purchases and transfer payments. Develop and maintain a sound internal control and risk management system for the conditional grant. Manage MOA’s business plans and other outputs of the conditional grant. Human Resource Management i.e. Co-ordinate, evaluate and handle staff reports and staff performance. Administrative Management.
ASSISTANT DIRECTOR: HERITAGE
Salary Package: R444 693 Per Annum (Level 10)

Minimum Requirements: A degree in History/ Heritage, Social Science or equivalent Bachelor’s Degree with 3 years relevant work experience. The candidate must have knowledge of all relevant heritage prescripts, Public Service Act, PFMA and EPMDS. Must have a good organising, interpersonal, and Project Management skills, good communication skills (verbal and written, good interpersonal skills. Must be able work under pressure, computer skills. A valid code 08 driving license.
KPA’s:Provide strategic leadership in the Heritage Resources section by planning and developing the sub-directorate`s and district operational plans, projects and programmes. Liaise with national, provincial and local heritage stakeholders and partners. Facilitate projects aimed at identifying, conserving and managing heritage resources. Facilitate projects aimed at identifying, conserving and managing heritage resources. Facilitate projects aimed at promoting cultural heritage tourism. Facilitate hosting of National Days and Significant Heritage Events. Facilitate auditing of culturally and historically significant heritage sites and objects in the Province. Facilitate identification, development and promotion of Intangible Cultural Heritage and Indigenous Knowledge Systems. Facilitate strengthening of relations with local authorities, traditional and religious leaders. Facilitate raising community awareness and development of strategies to promote protection and proper management of heritage resources. Coordinate capacity building workshops. Manage leave and EPMDS in the Heritage Resources section and ensure capacity building of staff. Manage the utilization and safe keeping of assets and compile section reports.
ASSISTANT DIRECTOR: INTERNAL AUDIT

Minimum Requirements: A Degree in Accounting and Auditing/National Diploma in Internal Auditing with 3 years’ experience in the field of Internal Auditing. Knowledge of Standards for Professional Practice on Internal Auditing. Knowledge of Audit Methodology and practices. Knowledge of Audit process, objectives, control objectives and applicable legislative framework. Knowledge of Risk Management and Business cycles such as procurement, revenue, payments, budgeting, finance etc. Good verbal and written communication skills. Information evaluation skills. Willingness to travel. Computer Literacy. A valid drivers’ license.
KPA’s:Lead project planning and execution. Formulate audit plans covering all critical areas in the process or activity. Determine the scope of the auditable area. Develop risk and control matrix in line with the processes identified. Develop audit program in line with the result of the risk control matrix. Conduct interviews with clients. Report on the results of the audit or Ad-hoc assignments. Facilitate the annual assessment of the Audit Committee and provide a report on the assessment. Supervision of staff. Perform other administrative tasks when required.

Minimum Requirements: A Degree/ Diploma or postgraduate diploma in Library and Information Services coupled with 3 years’ experience in the field, 2 years’ supervisory experience. Must be able to interpret policies and implement strategies. Good management and communication skills. Sound knowledge of collection development and SLIMS. Computer literacy. A valid driving licence.
KPA’s:Supervise and manage staff within the district and Public Libraries. Develop and implement strategic plans of the section. Develop operational plans and manage the section’s budget. KPA’s:Perform all circulation duties in the library. Join and renew library memberships. Assist with shelving and circulation of library material. Attend to reference queries brought by members of the public and learners. Maintain good public relations with the neighbourhood or community. Attend meetings where and when necessary. Compile statistics of the library. Assist in organising and / or be involved in awareness programmes (Advocacy and Marketing). Assist in the formation of library structures.
