AUDIT COMMITTEE MEMBER (1)

Appointment and Remuneration will be in accordance with the Provincial Treasury Instruction Note No.6 of 2014/15 -Framework for Appointment and remuneration of Audit Committee Members.
 
Requirements; Standard 10/ Grade 12 plus B. Degree in Law, Security Management, Strategic Management, Corporate Governance or any relevant qualification. A candidate must have operated at an Executive Level of an organization for a minimum of five (5) years and served in the Audit Committee for the minimum of five (5) years, with emphasis on prior experience in serving in the Risk Management Committees. Be a member of recognized professional body. Understanding of the oversight regulatory framework governing public sector in terms of PFMA, Treasury Regulations, etc. is required 
 

Competencies; Be independent and knowledgeable with experience in participating in the governance structures. Be able to dedicate time to the activities of the Audit Committee. Have a strong analytical ability, and good communication skills. Be able to lead Risk Committee meetings as the Chairperson. 
 
Duties; Review effectiveness of Internal controls, Risk Management and Governance. Must help strengthen objectivity and credibility of financial and non-financial reporting. Approve Risk Management systems, policies, strategies and risk registers and recommend improvements to the Accounting Officer. Monitor the performance of the Risk Management Unit. Review compliance with legal and regulatory provisions. Report directly to the Audit Committee on Risk Management activities in the Department. Audit Committee will report directly to the Head of Department and the Member of the Executive Council (MEC) of the Department of Social Development
 
Audit Committee members are responsible for their own CPD and working tools.

Minimum Requirements: National Senior Certificate, Bachelor of Social Work. Latest proof of registration with the South African Council for Social Service Professions (SACSSP) as Social Worker. Minimum of 7 (seven) years appropriate experience in Social Work after registration and practiced as a Social Worker. Computer literacy. A valid South African driver’s license. 
 
Competencies: Leadership and understanding of new Social Welfare paradigm, policies, legislation and regulations that underpins the delivery of Social Development service in the NPOs, CBOs, and FBOs. Understanding of Service Level Agreement and ability to communicate this to appropriate stakeholders. Project management, Research and analytical skills. Ability to monitor and evaluate the impact of service delivery. Planning and organizing skills. Ability to work under pressure and display initiative. Duties: Ensure that a social work service with regard to the care, support, protection and development of vulnerable individuals, groups, families and communities through the relevant programmes is rendered. Ensure management of Child Care Servicers. Supervise and advise Social Workers, Social Auxiliary Workers and volunteers to ensure an effective social work service. Keep up to date with new developments in the social work field. Supervise all the administrative functions required in the unit and undertake the higher-level administrative functions

Minimum Requirements: National Senior Certificate, a Degree in Social Work, registration with the South African Council for Social Service Profession as a Social Worker. A valid code 8 driver’s license. Computer literacy.
 
Competencies: Skills to challenge structural sources of poverty, inequality, oppression, discrimination and exclusion. Knowledge and understanding of human behavior and social systems and skills to intervene at the points where people interact with their environments in order to promote social well – being. Ability and competence to assist, develop, advocate for, and empower individuals, familiar, groups, organizations and communities to enhance their social functioning and their problem – solving capabilities. Ability to promote, restore, maintain, advocate for and enhance the functioning of individuals, families, groups and communities by enabling them to accomplish tasks, prevent and alleviate distress and use resources effectively. Ability to mentor and coach Social Auxiliary Workers.

CHILD AND YOUTH CARE SUPERVISOR GRADE1 
Salary Notch: R 199 188 per annum (osd) 
Ref DSD 07/06/2020 NMM: Enkuselweni Child and Youth Care Centre. 
 
Requirements: National Senior Certificate, Level 4 (Grade 12) plus B. Degree in child and Youth Care or equivalent qualification through RPL (not more than 50%) as determined by SAQA, provided that there is a proof with registration with the South African Council for Social Service Profession. A minimum of 10 years’ appropriate experience in Child and Youth work post after obtaining the required qualification and 5 years’ experience in a substance abuse environment. Computer Literacy. A valid driver’s license will be an added advantage as well as FET or BQCC qualification in Child and Youth Care. 
 
Competencies: Knowledge of minimum standards, performance management system, the Child Care Act, Batho Pele Principles, administrative procedures, and new development and methodologies in child and youth care work. Form part of a multidisciplinary team. Supervise staff to ensure an effective care service. Identify and submit child care related training needs. Keep up to date with new developments in the child and youth care field. Supervise and perform relevant administrative clerical/ functions.


 
 
COMMUNITY DEVELOPMENT PRACTITIONER GR 1

Minimum Requirements: National Senior Certificate (NQF Level 4), B Degree in Social Sciences with Developmental Economics/National Diploma in Development Studies/Community Development/Social and other related studies. Competencies: Theoretical understanding and practical experience/exposure to community Development issues. Demonstrate a facilitative approach to motivate constructive participation in programme development and implementation. Ability to document and report on programmes and projects according to required format. Communication and interpersonal skills, organizing and planning skills. 
 
Duties: Facilitate awareness campaigns on community development programmes. Mobilise local community into Integrated Development Structures. Facilitate community Development initiatives in each local Municipality. Facilitate the development of community profiles utilizing contextualized Participatory Development Methodologies. Facilitate the development and alignment and utilization of resources from various Departments towards the implementation of Integrated Development Plans in each local Municipality. Assess application for funding to the Department by community organizations. Monitor, evaluate and render support service funded programmes/ Projects.

Ensure timeous submission of claims to the District Office and Provincial Office for funding and / or payment, Submit weekly, monthly and quarterly reports, Ensure compliance with the departmental and program (NPO) policies and regulations. Check record and ensure that proper filing is done Supervise junior officials. Attend all payment related queries. Prepare monthly accrual reports. Reconcile commitments and suppliers accounts. Computer literacy. A valid South African driver’s license is a prerequisite. 
 
Competencies Ability to work independently and under pressure. Experience in community involvement. Communication skills (both verbal and written). 
 
Duties: Be responsible for crime prevention Programmes to young persons at risk in and out of school. Assist the Probation Officers in the implementation of diversion Programmes by gathering information for report writing, and like skills Programmes. Provide home-based supervision of young persons who are awaiting trial in the community rather than in prisons or residential care facilities. Provide supervision services to those young people’s placed by the court under community service and probation supervision orders. Be responsible for family finding or tracing where it is necessary.
 
 
FOOD SERVICE AID/WORKER SUPERVISOR

Minimum Requirements: An appropriate NQF Level 4 (Grade 12) or equivalent qualification. A FET Certificate in Child and youth Care or any equivalent qualification NQF Level 4 or any other RPL theoretical and practical learning obtained prior 17/09/2014, provided that there is a Proof of Evidence including an assessment proving that the candidate meets the outcomes reflected in the FET certificate in Child and Youth Care with registration with the South African Council for Social Service Profession. Duties: Clean inside and outside premises as directed. Open windows every day for hygiene and infection control purposes. Ensure waste removal from workstations and within the premises. Safeguard all master and spare keys used for cleaning purposes. Prepare boardroom and refreshments for meetings and gatherings. Remove office items/furniture from one area to another for effective cleaning. Report safety and hazardous threats in the cleaning environment. Clean and take proper care of cleaning equipment. Store and safeguard cleaning material and equipment. Report electrical or mechanical malfunctioning of cleaning machines and other related equipment. Requisition and replenish cleaning material as and when required.
