COMPETENCIES: The applicant must be conversant with the provisions of SPLUMA, the MSA and its Regulations, the provisions of IGR, PAJA, NEMA and other relevant provincial planning laws that affect the Eastern Cape Province, including TL & GFA (2005). The applicant must be prepared to travel extensively across the province. 
 
 
 
KPA’S: Monitoring and supporting municipal planning functions as stipulated in the Constitution of Republic of South Africa, the MSA and SPLUMA. Performing provincial planning functions in accordance with provisions of the Constitution of Republic of South Africa, the MSA and SPLUMA. Advising relevant stakeholders on spatial planning matters in as much as these impact on the province and municipalities herein. Advising on matters pertaining to township establishment and layout planning. Assisting in the preparation and approval of the terms of reference of provincial planning projects. Managing provincial planning projects in conjunction with the Directorate, Chief Directorate and other Stakeholders. Engaging in stakeholder participation and consultation processes. Assessing development applications and preparing reports for submission to various Boards and MEC for approval. Assisting the Director in the preparation of Directorate budgets. Assisting the Director to manage the affairs of the Directorate as well as the professional and administrative staff of the Directorate and promoting and upholding the dignity of the profession. 
 
 
 
 
 
CHIEF PROFESSIONAL SURVEYOR GRADE A: LAND SURVEY AND CADASTRAL INFORMATION MANAGEMENT

COMPETENCIES: Extensive knowledge of local government legislation e.g MSA and PMFA, and other relevant Land Survey and Land Use Management legislations. Have strong programme, project management, interpersonal and people management skills. Have sharp analytical and financial management skills. Considerable knowledge in Geographic Information System. 
 
KPA’S: Facilitate Cadastral Surveys and Mapping in Municipalities. Assist in the formulation and interpretation of Land Survey and Planning legislation and processes. Assist in the efficient management of the Sub-division, including effective utilisation, mentoring and training of staff, high maintenance of discipline, promotion of sound labour relations, and proper use of state resources. Assist in the administration of operational plans for the directorate, ensuring that the goals and objectives determined are achieved. Assist in coordinating and directing programmes of technical support with regard to Land Survey services to Local Government Structures. KPA’S: Manage and evaluate project business plans and provide assistance to Municipal ISD Practitioners and Social Consultants to enhance community empowerment and participation. Conduct research and analyse research studies using proper ethics and standards in order to scrutinise municipal baseline reports and be able to assist municipalities with compiling such reports for socio-economic impact. Promote people centred development throughout the project value chain and life-cycle. Strengthen cooperative governance amongst sector partners by ensuring integrated development planning across the 3 spheres of government. Promote intergovernmental relations amongst the sector partners by facilitating sector coordination fora at both provincial and municipal level. Develop and review policy documents and frameworks in line with provincial priorities. Develop and implement non-financial reporting templates and communication strategy in line with the provincial and national objectives.
