Persons interested in applying for the positions advertised in the Provincial Office of the Premier (provincial website) and Department of Rural Development and Agrarian Reform and the DPSA website on the 9,10 &13 June 2019 with the closing date 23 August 2019 must please note that the following changes have been made, which should be read as follows:
1. The Requirements for the post of Assistant Director: Pre-Audit (Directorate: Internal Control Unit, Component: Pre-audit) Centre: Head Office (Bhisho) (Salary Level 09) post
Ref. DRDAR: 29/06/2019 should be as follows:
Minimum Requirements:- A three year degree/diploma in Financial Management (with Accounting & Auditing as one of the subjects passed) /Internal Audit • A minimum of 5 years of which 3 years must be at supervisory level within Internal Control Unit specifically in the pre-auditing environment or Internal Auditing environment • A valid driver’s license • In-depth understanding of legislative framework (PFMA, Treasury Regulations, SCM Prescripts and Departmental Financial Reporting Framework) that governs Public Sector (Financial Management and Supply Chain Management). Computer literacy (Knowledge of Microsoft Office, Excel, M S Word and PowerPoint). Knowledge of Government Transversal Systems (BAS, PERSAL and LOGIS). Good communication skills at all levels (verbal and writing). Willingness and commitment to work beyond normal working hours to meet deadlines will be an added advantage.
Duties: Interpret and apply relevant legislation, policies, regulations, frameworks, standards and guidelines • Receive procurement related documents for compliance checking in order to prevent irregular, fruitless and wasteful expenditure being incurred by the department before an order is generated in LOGIS. • Supervise the issuing of Pre-audit certificates for all documents in compliance with the procurement prescripts so that orders could be generated. • Supervise the provisioning of reasons for issuing of non-compliance pre-audit certificate for order generation. • Receive pre-authorised payment vouchers for compliance checking before final authorization by payment section. Supervise the provision of reasons for the issuing of Non-compliance certificate for payment vouchers deemed to be non-compliant with payment processes • Prevention and detection of irregular expenditure and communicate such information to the immediate supervisor on a regular basis. • Assist in the compilation of the monthly reports for the Pre-Audit Unit. • Detect and prevent fruitless and wasteful expenditure being incurred and communicate such information to the immediate supervisor on a regular basis. • Maintain a good working relationship with customers and stakeholders including internal and external auditors• Assist with the implementation of internal control systems • Ensure effective utilisation of human and material resources allocated to the Pre-Audit Unit.

2. The Requirements for the post of SENIOR ADMIN OFFICER; (LAND CARE/ LAND USE)
Centre: Head Office (Bhisho) Salary Range: R 316 791.00 – R 373 167.00 (level 8)
CENTRE – HEAD OFFICE (Ref: DRDAR: 35/06/2019 should be as follows:
Minimum Requirements:A qualification at NQF level 6 (3-year degree/National Diploma) in Public Management/ Public Administration/ Project Management plus five (5) years relevant experience∙ Computer literacy ∙ Knowledge of BAS and LOGIS and A valid driver’s license is essential, good communication skills.
KPAs:Monitor implementation of departmental projects and services. Be responsible for a variety of administrative duties related to provisioning service. Perform a supporting function to other technical staff of the directorate. Prepare and submit consolidated monthly and quarterly management reports and performance reports. Provide logistics support functions. Monitor budget expenditure patterns as well as monthly projection for the unit. Supervise administrative officers.
3. The Requirements for the post of SENIOR ADMIN OFFICER: PIMS; SALARY RANGE: R 316 791.00 – R 373 167.00 (LEVEL 8) CENTRE: HEAD OFFICE- REF: DRDAR: 48/06/2019 should be as follows:
Minimum Requirements:A qualification at NQF level 6 in Project Management/Public Administration/equivalent qualification with plus a minimum of 3 years’ relevant experience in General Administration of which at least two years must be in the project management environment. Computer Literacy, proficiency in Microsoft office (Word, Excel and Power point).
Competencies:Knowledge of farmer(s) management processes and policies. Knowledge and understanding of the PFMA, Treasury Regulations, Public Service Act, Public Service Regulations and relevant Government Regulations and Policies. Supervisory and management skills. Process in the Government, ability to work extended hours. Strong Planning Skills, sound interpersonal and conflict management skills, Project administration.
KPAs:Be responsible for a variety of administrative duties related to provisioning service. Perform a supporting function to other technical staff in Centre. Prepare and submit consolidated financial and non-financial ad-hock, weekly, monthly, quarterly and annual management reports as well as performance reports. Provide logistic support functions, such as farmers funding coordination and general support to farmers. Monitor budget expenditure patterns as well as monthly cash-flow projections for the sub-directorate including Districts. Document control and management of files for audit purpose. Be responsible for meeting arrangement, minute taking and dissemination of minute thereafter. Manage and supervise administration officers.

Following the interview and the technical exercise, the selection panel will recommend candidates to attend a generic managerial competency assessment (in compliance with the DPSA Directive on the implementation of competency based assessments). The competency assessment will be testing generic managerial competencies using the mandated DPSA SMS Competency assessments tools.
