CALL FOR NOMINATIONS OF CANDIDATES TO SERVE AS MEMBERS OF THE NATIONAL PUBLIC TRANSPORT REGULATOR (CONTRACT APPOINTMENT)
The Honourable Minister of Transport, Mr Fikile Mbalula (MP), hereby invite nominations for persons that will serve as members of the National Public Transport Regulator (NPTR). The NPTR is established in terms of section 20 of the National Land Transport Act, 2009 (Act No.5 of 2009).
The NPTR is established to monitor and oversee public transport in the country in general and the activities of the Provincial Regulatory Entities and municipalities in relation to their transport functions • Receive and decide on applications relating to operating licences for interprovincial transport services, tourist transport services and accreditation of tourist transport operators • Oversee fares charged for public transport services throughout the country • Advise the Minister on the making of regulations in relation to fares or fare structures in terms of section 8 of the Act.
The NPTR Committee will consist of not more than 7 members who are appointed in their personal capacity as officials of the Department on a part-time basis for a maximum of three years • Nominated members appointed in terms of this advert and any other staff members designated by the Director-General in-line with the provisions of the Public Service Act, 1994 (Act 103, of 1994) • Allowances will be in accordance with the National Treasury guidelines for remuneration.
Members of the NPTR must have demonstrable leadership qualities and be committed to further the process of transformation and restructuring of public transport in the country.

They must possess knowledge, training or experience in the following: * Public transport *Transport economics * Accounting, auditing or actuarial science, law, tourism transport and vehicle specification.
The incumbents must have the following general qualities: * A good understanding of the legislative environment in public transport, corporate governance, knowledge of various policies which impact on public transport e.g Protection of Personal Information Act of 2013, Promotions of Administration Justice Act of 2000, Tourism Act of 2014 and Broad-Based Black Economic Empowerment Act of 2003 * Effective verbal and written communication skills * Honesty and integrity and sound work ethics.
Any person who has or their spouses, partners and immediate family have direct financial or business interest in any sector of public transport • That is not a South African citizen and not ordinarily resident in the Republic • Is an un-rehabilitated insolvent, whose insolvency was caused by his or her negligence or incompetence • Has been employed as a consultant by the Department of Transport in the past three financial years, is a supplier or customer, has a contractual relationship with or is a professional advisor to the Department of Transport, who was convicted and sentenced without the option of a fi ne or, in the case of fraud or corruption, a fi ne or imprisonment or both • Has been declared by a court to be mentally ill or unfit • Is a serving member of Parliament, or provincial legislature, or councillor of a municipal council, or a person who has been such a member or councillor in the previous year will not be eligible for appointment as a member of the NPTR.
Nominations must be in writing, completed using the prescribed form and contain the following information: • full name, address and contact details of the nominating person or organisation • Full name, identity number and contact details of the nominee • Signed acceptance of the nomination by the nominee • Declaration by nominee that he/she is qualified to serve as a member of the NPTR in terms of Section 13 of the NLTA • A motivation (one page only) for appointment of the nominee to the NPTR • A Curriculum Vitae of the nominee (not more than two pages) covering the following: the nominee’s full name, ID number, race, gender, contact addresses, telephone numbers, qualifications, experience, knowledge and skills and current and former board/committee memberships as well as the names and contact details of at least two referees • Certified copy of the nominee’s South African ID document • Certified copies of the nominee’s qualifications.
