DIRECTOR: MANAGEMENT ACCOUNTING (REF NO: DOHS/02/2020) BRANCH: CHIEF FINANCIAL OFFICER

SALARY: R1 057 326.00 PER ANNUM (ALL-INCLUSIVE SALARY PACKAGE)

A Certificate for entry into Senior Management Services (SMS) is compulsory.
 
REQUIREMENTS: Applicants must have an appropriate three-year Bachelor's degree/ diploma or equivalent qualification. At least five years experience in middle management with budget planning, control and maintenance as some of the responsibilities. Knowledge of government Financial Management Systems and PERSAL. Proven ability to communicate at all levels. Good analytical and report writing skills will be important. The candidate must also have practical knowledge of the Modified Cash Basis of Accounting (MCBA), the Public Finance Management Act (PFMA), Treasury Regulations and related Treasury Instruction notes and guidelines, government Supply Chain Management procedures and the Division of Revenue Act. 
 
The following will serve as an advantage: • Experience in financial analysis and scenario planning, • Experience in Cash flow management, • Experience in the development of appropriate policies.

DUTIESThe primary role as Director will be to manage the following:- • Oversee the provision of Financial Systems including the Provincial Debtors System maintenance • Manage the co-ordination of the departmental budget planning and development process • Manage the co-ordination of the departmental adjustment estimate process • Manage periodic reporting including variance analysis and projections in compliance with relevant prescripts. • Monitor financial performance of all departmental programmes including planning and coordination of engagements with Programme Managers on programme financial performance. • Coordinate Risk Management for the Branch.

DIRECTORATE: FINANCIAL ADMINISTRATION AND INTERNAL CONTROL
SALARY: R1 057 326.00 PER ANNUM (ALL-INCLUSIVE SALARY PACKAGE)
CENTRE: PRETORIA

REQUIREMENTS: Applicants must have an appropriate three-year Bachelor's degree/ diploma or equivalent qualification. At least five years experience in middle management in financial accounting, taxation and Auditing. Knowledge of government Financial Management Systems and PERSAL. Proven ability to communicate at all levels and managing teams will be important. The candidate must also have practical knowledge of the Modified Cash Basis of Accounting (MCBA), the Public Finance Management Act (PFMA), Treasury Regulations and related Treasury Instruction notes and guidelines, government Supply Chain Management procedures and the Division of Revenue Act. 
The following will serve as an advantage: • Serving articles of clerkship in Accounting/Auditing, • Cash flow management, • Development of appropriate policies. A Certificate for entry into Senior Management Services (SMS) is compulsory.
 
DUTIES: The primary role as Director will be to manage the following: - • Preparation of periodic financial statements • Maintenance of departmental accounting records • Ensure existence and management of provision of internal controls • Coordination of Internal and External Audits.

Correspondence will be limited to short-listed candidates only. All shortlisted candidates will be subjected to a technical exercise that intends to test relevant technical elements of the job, the logistics of which will be communicated by the department. 
 
Following the interview and technical exercise, the selection panel will recommend candidates to attend a generic managerial competency assessment (in compliance with the DPSA Directive on the implementation of competency based assessments). 
 
Please note that the all-inclusive remuneration package consists of a basic salary, the state's contribution to the Government Employee's Fund and a flexible portion in terms of applicable rules. As of 1st July 2006, all new appointments in the public service have to be part of the Government Employee Medical Scheme (GEMS) in order to qualify for a Government Medical Subsidy.
