SELECTION:
Shortlisted Candidates for posts on Salary Level 9 and above will be subjected to technical test(s) (which test Candidates’ demonstrated professional and technical competency against the job requirements and duties).
All Candidates on Salary Level 11 and above will furthermore undergo a competency assessment, (which tests the Candidates’ demonstrated proficiency in the professional dimensions attached to the level of the post).
For lower level posts, preference may be given to locally based candidates on grounds of affordability.

All Candidates applying for SMS posts (Salary Level 13 and above), will be required to complete the online “Pre-entry Certificate to Senior Management Services” course. ASSISTANT DIRECTOR: INVESTIGATIONS, REF NO: HRMC 48/21/01
SALARY LEVEL : A basic salary of R376 596 to R443 601 per annum (Level 9). In addition, a range of competitive benefits are offered.

REQUIREMENTS : • An undergraduate qualification in Law or Security Management or related at NQF level 6 as recognised by SAQA • 3 years’ experience at Salary Level 8 in investigation environment is required • Experience in conducting investigations • Experience in coordinating information gathering processes • Knowledge of the Public Service Act and Regulations • Knowledge of Minimum Information Security Standards, Anti-corruption Framework as well as the Promotion Administration of Justice Act • Knowledge and experience of the Criminal Justice System • Understanding of the Departmental legislation as well as Human Resources Regulatory Framework • Knowledge of investigations principles and processes • Knowledge of the planning, implementation and evaluation/monitoring of enforcement • Capability and leadership skills • Accountability, business continuity, planning and organizing • Decision making • Interviewing and investigation skills • Attention to detail • Problem solving skills • A valid drivers’ license, willingness to travel, and work extended hours when required.
DUTIES : The successful candidate will be responsible for, amongst others, the following specific tasks: • Facilitate and conduct investigations on organised crime, corruption and syndicate cases in the Department • Draft reports and provide recommendations pertaining to the findings of the investigations • Scrutinize information received pertaining to corruptive activities of officials in the Department • Facilitate and provide support to various mandated stakeholders to investigate crime and corruption • Facilitate and monitor processes related to investigations • Investigate fraud and corruption perpetrated by officials/ outside syndicates • Investigate, verify and analyse crime and corruption in line with investigation methodologies • Facilitate and open files or dockets of investigations • Facilitate, develop and interpret statistical information on investigating cases • Timeously follow up with other units on complaints and provide feedback on complainant/s within reasonable time frame • Monitor and maintain the intelligence management system in the Department • Testify in disciplinary and criminal proceedings as and when required • Render timeous and pro-active response to leads/reports on irregularities, unlawful conduct or security breaches and investigation • Facilitate and identify investigation through profiling of officials, offices, individuals and syndicates • Build and maintain relationship with various stakeholders (Internal and External) • Ensure business transformation and partnership with various stakeholders • Compile tactical plans aligned to business requirements • Liaise with internal and external stakeholders on matters related to the investigation • Benchmark with various institutions for best practice • Coordinate, revisit, review and streamline all processes to ensure accuracy and efficiency • Facilitate and implement improvement of projects in the Unit • Participate in the formulation and implementation of policies • Contribute towards the formulation of investigation Framework, policies, processes and circulars • Enforce compliance to regulations and policies guidelines in the Department • Monitor and maintain issues related to investigation practices and security breaches by staff • Participate in the activities in relevant structures i.e. Investigations Information Coordination Committee (IICC) and the South African Banking Risk Information Centre (SABRIC) • Align functions of the analysis unit to the departmental vision, strategic objectives and goals • Ensure best practices to contribute towards improved matters with Stakeholders • Implement effective risk and compliance in line with the relevant practices • Report on all risk and financial indicators including e.g. financial losses, overpayment, etc. according to required format • Keep up to date with compliance and regulatory requirements and liaise with all relevant stakeholders within and external to the organisation to ensure accurate implementation • Interpret and implement all organisational circulars, policy and other communications that impact on the operation of the business Unit • Implement compliance with all duties of the employer in terms of the applicable legislative framework falling within office duties • Establish and implement a quality control, norms and standards framework • Participate in the development of Standard Operating Procedure in the Unit • Implement all circulars, policy and other communications that impact on the operation of the Business Unit • Implement compliance with all relevant Counter Corruption and Security Services Framework • Administer human and physical resources within the Unit • Develop the activity plan for the unit and ensure effective prioritisation and resource planning • Agree on the training and development needs of the Unit • Implement effective talent management processes within the Unit • Administer the implementation of compliant performance management • Ensure that employees are equipped with the required skills and resources to perform optimally • Administer compliance of the unit against asset management, supply chain and policy requirements • Administer programmes and projects in accordance to the PFMA • Identify and monitor financial risks in relation to the projects in the Unit.
