COUNCIL ON HIGHER EDUCATION (CHE)
The Council on Higher Education (CHE) is an independent statutory body established by the Higher Education Act (Act No. 101 of 1997, as amended). It advises the Minister of Higher Education and Training on higher education matters and, as the Quality Council for Higher Education in terms of the National Qualifications Framework Act (Act No. 67 of 2008, as amended) it is responsible for quality assurance and promotion in higher education through the Higher Education Quality Committee (HEQC).
The Corporate Services Sub-programme consists of Human Resources and ICT. It provides policy direction, strategy execution guidelines, and good governance frameworks for the effective management of human resources and information communication, technology, in furtherance of the CHE’s transformation framework and mandate. It promotes and coordinates these organisation-wide functions to enhance organisational effectiveness, productivity and interactions with internal stakeholders. It is also responsible for managing the organisational architecture and business processes to contribute to achieving its strategic outcomes.

HUMAN RESOURCES ADMINISTRATOR
Sub-Programme: Corporate Services
Basic Salary
R397 116.00 per annum
The successful candidate will be reporting to the Human Resources Specialist and ultimately to the Executive Director: Corporate Services.
Main responsibilities
▪ Provide comprehensive administrative support across key HR functions, including recruitment, performance management, leave administration, and HR reporting.
▪ Coordinate and support the end-to-end recruitment and on boarding processes, including, interview logistics, candidate communication, and induction arrangements.
▪ Draft, compile and manage HR documentation, policies, minutes, and official correspondence to ensure effective internal communication and compliance.
▪ Monitor, track, and maintain employee records such as leave, performance, and personnel files, ensuring accuracy, confidentiality, and audit readiness.
▪ Assist in planning and organising HR workshops, meetings, and functions, including logistical arrangements and procurement support for the HR Office.
▪ Serve as the first point of contact for HR-related queries and ensure timely escalation and resolution of issues to support the efficient functioning of the HR unit.
▪ Prepare and submit claims, manage budgets, and ensure accurate expenditure reporting.
▪ Serve as a point of contact for the Sub-programme, manage procurement requests, stock, and logistics.
▪ Coordination of asset insurance claims.
Key Performance Areas (KPAs)
Minimum requirements
▪ National Diploma in HR Management or relevant NQF 6 qualifications.
▪ Experience in working with SAGE People 300.
▪ 3–4 years’ HR administration or relevant experience.
Competencies
▪ Excellent communication and interpersonal skills.
▪ Strong attention to detail and organisational abilities.
▪ Ability to work independently and in a team.
▪ Knowledge of HR policies, practices, and procedures.
▪ Proficiency in Microsoft Office and HR systems.
