Overall Job Purpose : To provide strategic leadership, direction and oversee Board Administration, Communications and Stakeholder Relations, Risk Management, Internal Audit, Protection Services, Legal Services and Strategic Management Business Units.
KEY RESPONSIBILITIES
Strategic Management
- Provides strategic leadership within the area of responsibility.
- Contributes substantively to the CGS’s strategy, planning, and reporting processes.
- Provides strategic support to the CEO.
- Contributes towards good governance at the CGS.
- Participates as a member of the CGS Executive Management team in the drafting and formulation of the CGS strategic plan.
- Develops and formulates overall divisional strategy and annual performance plan which comprise of the following portfolio:
- Board Administration;
- Communications and Stakeholder Relations Stakeholder;
- Risk Management;
- Internal Audit;
- Protections Services;
- Legal Services; and
- Strategic Management.
- Develops overall corporate policies and/or proposals within the related field and recommends and presents these to the Board and EXCO for approval.
- Responsible for ensuring sound corporate governance practice and repository of governance knowledge and advice.
- Oversee and direct the rendering of efficient and effective specialised support to CGS business operations.
- Facilitate and expedite the delivery of services to the CGS business operations.

- Manage operational performance, operations processes, policies, procedures, guidelines, and relevant legislation/regulation.

- Develops and implement systems/tools for the execution, monitoring, and completion of projects in different business units.
- Oversee the implementation of various initiatives within the division as required to drive the broader CGS vision and strategy.
- Effective compilation and timely submission of accurate information following prescribed standards and formats.
- Implements effective operations management and administration system.
- Implementation of appropriate and relevant policies and procedures;
- Implementation of an effective systems and frameworks for Board Administration, Communications and Stakeholder Relations, Risk Management, Internal Audit, Protection Services, Legal Services; and Strategic Management;
- Ensures compliance to good and sound corporate governance.

- Determines human resource requirements taking into consideration operational needs, skills scarcity, and retention capability.
- Manage staff and administer the performance management system for all direct reports.
- Develops and lead a transformation programme of the division aligned with the objectives of the Employment Equity Plan.
- Participates in the recruitment and selection of individuals according to job requirements, EE targets, and guidelines.
- Oversee the management of the leave and attendance process of staff.
- Implement staff development and training.
- Consistently supporting staff learning and career development.
- Empowers staff and encourages innovation/creativity.
- Executes prudent and proper management of finances in line with CGS policies and Public Finance Management Act, 1999.
- Exercise proper implementation of financial management protocols within the division.
- Ensure compliance and exercise proper financial control within the limits of the budget allocations.
- Promotes and ensures adherence to budget guidelines and long-term financial viability of the CGS.
- Promotes and ensures compliance with the CGS supply chain management policy and processes.
- Establishes and maintains appropriate stakeholder relations
- Communicates with key clients and other stakeholders on their needs, resolve, and respond to their queries.
- Interacts with the service providers to ensure SLAs have been met and contracts managed appropriately.
- Promptly shares and exchanges knowledge/information.

- Develops systems/tools for the execution, monitoring, and completion of projects within the division.
- Ensures that projects are implemented timeously and within budget.

QUALIFICATIONS AND EXPERIENCE
- B Degree or equivalent qualification.
- Post graduate qualification in the related field will be an added advantage.
- 10 years’ experience in the related field, of which 6 years in a senior managerial role.
- Extensive strategy, risk, and governance experience at a senior management level.
- In-depth knowledge and understanding of organisational leadership at strategic and operational levels.
- Proven experience in corporate governance or similar environment.
- Extensive knowledge and understanding of the dynamics of the Public Service and Government systems and operations.
- Knowledge and working experience in the applications of the Public Financial Management Act (PFMA) and other relevant legislation and regulations that govern the Public Service.
- Sound understanding of the public sector regulatory frameworks, processes, systems, and current legislation, especially those governing Schedule 3A public entities.
- Understanding of the Council for Geoscience Act.
- Substantive understanding of commercial, operations and all other drivers of performance.

Overall Job Purpose: To lead and manage the Corporate Services division (Human Resources, SHEQ and Facilities Management) through the provision of efficient and effective services to the Council for Geoscience in accordance with legislative and statutory Requirements, in order to support the delivery of Council for Geoscience goals contained in the strategic and business plans.
KEY RESPONSIBILITIES
Strategic Management
- Provides strategic leadership within area of responsibility.

- Provides strategic support to CGS, CEO and the senior management team.
- Contributes towards good governance at CGS.

- Develops and formulates overall Corporate Services divisional strategy and annual performance plan which comprise of the following portfolios:
- Human Resources
- Safety, Health, Environment and Quality (SHEQ)
- Facilities Management

- Oversees and directs the rendering of efficient and effective Corporate Services support to CGS business operations.

- Manages Corporate Services operational performance, operations processes, policies, procedures, guidelines and relevant legislation/regulation.
- Complies and properly adheres to relevant legislations and statutory requirements.
- Conducts research and participates in industry network bodies with related institutions with regard to best practices, methodologies and applicable laws relating to policies within the field of discipline.
- Develops and implements systems/tools for the execution, monitoring and completion of projects in different business units both locally and internationally.
- Prepares, manages and monitors the capital and operational budget of the Corporate Services division.
- Ensures the effective and efficient budgetary cost control.
- Oversees the implementation of various initiatives within the Corporate Services division as required to drive the broader CGS vision and strategy.
- Compilation and timely submission of accurate information in accordance with prescribed standards and formats.
- Implements effective Corporate Services management and administration system:
- Implementation of appropriate and relevant policies and procedures;
- Implementation of an effective HR, SHEQ and Facilities Management systems;
- Implementation of internal control mechanisms and anti-corruption measures;
- Implementation of approved and signed delegations of authority; and
- Ensure compliance to the financial management legislative framework.
- Oversees the human resource management, SHEQ and Facilities Management functions.
- Preparing and reporting monthly and quarterly to Board Committees:
- HR and Remuneration Committee
- Audit and Risk Committee

QUALIFICATION AND EXPERIENCE
- B Degree or equivalent qualification.
- Post graduate qualification in the related field will be an added advantage.
- 10 years’ experience in the related field, of which 6 years in a senior managerial role.
- Demonstrated organisational leadership at strategic and operational levels.
- Knowledge and working experience in the management and administration of the entire Corporate Services.
- Experience in a unionised environment and exposure to the core corporate services of HR, SHEQ and Facilities.
- Ability to effectively manage the specialist functional managers.
- Knowledge and working experience in the applications of the Public Financial Management Act (PFMA) and the Treasury Regulations.
- Knowledge of finance, accounting, budgeting, and cost control procedure.
- Substantive understanding of commercial, operations and all other drivers of performance.
- Understanding of the scientific research environment.
- Project management skills.
