NOMINATION OF CANDIDATES TO SERVE AS A MEMBER OF THE BOARD OF THE COUNCIL FOR GEOSCIENCE (CGS)
The CGS is a juristic person established in terms of the Geoscience Act, 1993 (Act No.100 of 1993) (“CGS Act”), as amended and also listed as a schedule 3A Public Entity in terms of the Public Finance Management Act, 1999 (Act No.1 of 1999) (“PFMA”), as amended.
The mandate of the CGS as stipulated in the CGS Act is to be custodians of geotechnical information, to be a national advisory authority in respect to geohazards related infrastructure and development, and to undertake reconnaissance operations, prospecting research, and other related activities in the mineral sector; and to provide for matters related therewith.
Nominations are invited from members of the public to serve as CGS Board members with effect from 1 May 2023. In terms of section 4(2) of the CGS Act members of the Board are appointed by the Minister of Mineral Resources and Energy.
Sections 9(1) and 9(2) of the CGS Act, states that a member of the Board except the CEO, shall hold office for such period, but not exceeding three (3) years, as the Minister may determine at the time of his or her appointment and shall be eligible for re-appointment. Candidates must strictly be South African citizens or holders of permits as permanent residents in the Republic who are not disqualified to serve as directors of companies.
- Candidates must be suitably qualified in Mining (Geology, Exploration, Geo-environmental, Geohydrology); Mining Economics; Finance, Audit, Risk and Compliance; Corporate Governance, Company Law; and Human Resources and/or Labour Relations;
- Have experience in prospecting research, exploration and related mining and mineral energy sector experience;
- Have at least 15 years’ experience in a senior leadership / director position preferably in the minerals and mining sector, Science, Engineering and Technology field or related fields.
- Be dynamic, highly competent, possess distinctive and practical leadership qualities and skills; and
- Have demonstrated track record as a Non-Executive Director in science related large and complex organisations.

- Whether or not the applicant has a criminal record;
- Whether or not the applicant has ever been disqualified, placed on probation or declared a delinquent Director in accordance with the prescripts of the Companies Act, 71 of 2008;
- Details of any defaults, judgments or legal proceedings instituted by or against the applicant in the last 5 years (including disciplinary proceedings initiated by a current or former employer);
- Disclosure of current and/or potential interests in contracts, shareholdings or influence in all registered entities (including those in the energy sector); and
- Any other information that may be of assistance to the Minister in considering the application.

Overall Job Purpose: Undertake cutting-edge research focused on a standard and uniform characterisation and cataloguing of South African Stratigraphy and allied geoscience themes (integrated and multidisciplinary geoscientific research). This includes leading a standard and extensive review and quality assurance of stratigraphically linked mandated geoscience research within the Council for Geoscience and other allied research.
KEY RESPONSIBILITIES
- Manage, administer and oversee the integration of mandated research projects and ensure stratigraphic standardisation and quality assurance.
- Ensure that the definitions and nomenclature used for geoscience are guided and regulated by the South African Committee for Stratigraphy principles and the transformative targets of South Africa.
- Lead the technical review of geoscientific maps until publication stages.
- Manage, administer and oversee the functionality and operations of the South African Committee for Stratigraphy operations, guided by the requisite operational framework.
- Ensure integration across the operational framework and various task groups of the South African Committee for Stratigraphy, together with geoscience institutions in South Africa.
- Design and oversee the implementation of detailed age-determination and allied isotopic discrimination techniques toward stratigraphic principles.
- Conduct extensive literature review and synthesis on regions where geological investigations will be conducted. This should include reviewing and compiling all pre-existing sedimentological, lithological, structural, geochemical, economical, hydrogeological and geochronological data; and oversee the standard cataloguing of these data into digital format.
- Design and oversee the packaging and presentation of South African Stratigraphic Committee secretariat results, discussion thereof and make recommendations for additional work toward supporting research toward furthering the thematic objectives.
- Design and lead the consolidation of all data into project reports, thematic maps and peer-reviewed publications.
- Design and lead the presentation of results at local and international geoscientific conferences.
- Oversee and administer in-house scientific publications, especially those linked to fundamental geoscience.
- Undertake allied geoscience research aligned to organisational mandate.
- Initiate and participate in cutting-edge multidisciplinary stratigraphic geoscientific research, which involves data mining and data interpretation, compilation/computation of maps and/or geoscientific models particularly focused toward stratigraphic delineation and characterisation.
- Participate in independent multidisciplinary research from data gathering, development of high-quality maps and reports, level editing of maps, reports, 3D models and other publications
- Develop, interrogate and implement innovative conceptual models and techniques to enhance efficiency in regard to South African stratigraphy.
- Make recommendations of the research at regional, national, inter-governmental level for scientific research or commercial purposes.
- Develop new methodologies for data synthesis to support stratigraphic research programmes
- Compile reports and peer-reviewed technical articles or scientific publications
- Provide guidance and/or mentoring to early-career staff in research, which involves the following:
- Provide guidance in the formulation of research proposals, methodologies, data collection and data interpretation
- Evaluate projects results and makes recommendations for publication
- Participate in national or international review bodies tasked with reviewing advanced projects/programmes of national, scientific or international significance
- Lead varied cutting-edge geoscience (e.g. stratigraphic) programmes simultaneously and guides other scientists in their implementation
- Monitor expenditures in projects and ensure that the budget is expended in line with the evaluate progress of tasks and objectives of the projects, and report progress to Business Unit Manager
- Monitor risks and make recommendations for corrective measures in line with the risk management plan to the Business Unit Manager
- Identify and contribute to geoscience aspects during the compilation of tenders documents and proposals
- Participate and/or lead commercial contract negotiations with external clients in line with the mandate from the Executive Management
- Lead the compilation of commercial and statutory project tender documents or contracts; geoscientific and, project financial and scheduling aspects
- Ensure that project objectives, tasks and activities are implemented within budget and agreed timeframes
- Oversee the development and enablement of adequate knowledge and skills transfer throughout the structure of the South African Committee for Stratigraphy.
- Ensure effective science communication of the work and results being undertaken through the framework of the South African Committee for Stratigraphy and the Council for Geoscience.
- Manage and oversee the various communicative platforms that will be used for the dispersal of information.
- Provide expert advice to the Executive Management, and/or public and private sector organisations related to stratigraphy and the larger CGS mandate
- Provide advice to Executive Management on scientific and technical acceptability of maps, publications and reports
- Provide independent moderation or peer-review of post-graduate degrees or scientific publications
- Present at a national and/or international conferences or related work forums. Editing or co-editing of a book or volume based on conference proceedings
- Make science-based contributions to research publications as author or co-author in national and international journals
- Produce high-quality publications in national and/or international journals as first author
- Participate in scientific discussions at national and international conferences involving matters of scientific importance either in a specific field or variety of fields
- Contributes to the national standard and best practice guidelines at relevant platforms
- Develop and Implements operating manuals for work procedures for ISO certification
Evaluate project results, reviews and edits project proposals and technical reports compiled by early-career scientists - Review methodologies, models and maps on various projects
- Develop and implement project risk assessment and mitigation plans
- Mentor, coach and provide supervision and guidance in research of lower level scientists in regard to their geoscientific work and their progress
- Initiate national or international training workshops /courses for early-career scientists to strengthen skills transfer staff in line with the business unit development plan.
- Assist in identifying training needs and recommends to the manager
- Evaluate the results, edits reports for publication by early-career scientists, and prepares own work for publication by the Council for Geoscience
- Supervise and provide guidance in the execution of projects by early-career scientists
KNOWLEDGE REQUIRED
- In depth knowledge and understanding of geodynamics, regional orogenic-tectono-metamorphic processes and the applications and collection of geoscience data
- Knowledge and understanding of sedimentology, depositional palaeo-environments, surface processes, depositional mineralising systems, geochemical, geochronological, petrographic, and paleontological themes.
- Knowledge of integrating various geoscience datasets toward defining stratigraphic characterisation.
- Knowledge of local and global best-practises linked to the defining of stratigraphic nomenclature and characterisation.

QUALIFICATIONS AND EXPERIENCE
- Grade 12; and
- MSc or MTech in Geology and 15 years relevant experience in stratigraphy and geological mapping in a wide range of geological terrains OR
- PhD or DTech in Geology and 10 years relevant experience in stratigraphy and geological mapping in a wide range of geological terrains AND
- Corresponding geological map publication record
- Proven and relevant peer-review publication record, with particular emphasis on stratigraphic principles, geochronology, fundamental geoscience, integration of geoscience datasets and allied thematic research
- Registered with SACNASP or eligible for SACNASP registration
- Drivers licence (non-negotiable), with 4X4 training certification
- NRF Rating an added advantage

- Lead and manage the CGS legal advisory service unit
- Provide strategic leadership within area of responsibility
- Contribute substantively to the CGS’s strategy, planning and reporting processes
- Develop overall corporate policies and/or proposals within the related field and recommends and presents these to the Board for approval
- Provide expert legal advisory services and support including offering legal opinions, representation and appeals on all legal matters within the CGS.
- Provide efficient support to executive management team by developing legal compliance strategy
- Review CGS legislative objectives and mandate to assess the gaps among the legal frameworks.
- Oversee and manage the handling of litigation, both on behalf of and against the CGS
- Render effective and efficient legal advisory services administration support
- Responsible for drafting, vetting, reviewing, negotiating and re-negotiating of legal agreements, including service level, intermediary and binder, outsource agreements and other legal documentation
- Ensure legally compliant best business practices and policies in order to safeguard the organization
- Monitor relevance of legal documentation to ensure consistency across business, identify risks
- Research and provide legal opinion on a variety of matters and new business projects within the CGS

Overall Job Purpose: The incumbent is responsible for rendering geotechnical database administrative support in order to ensure effective and efficient record keeping and national geotechnical report reviews administration within the Infrastructure and Land Use business unit.
KEY RESPONSIBILITIES:
The primary role of the Database Administrator is to
- Manage, maintain, and track an effective and efficient filing system within the Infrastructure and Land Use unit of the Council for Geoscience toward expediting operational functionality.
- Contribute to building and maintaining of the geotechnical data warehouse, including data structures, for purposes of data analysis and operational reporting within the business unit
- Render administrative support to the dissemination and invoice requisition processes to concluded report reviews – specifically associated with the National Geotechnical Report
- Reviews function.
- Undertake and render effective unit administration and support services in the Infrastructure and Land Use unit of the Council for Geoscience.
- Manage, maintain, and oversee financial and procurement support. Importantly, aligned toward South African National Treasury guidelines.
- Manage and oversee various logistic support for meetings and similar support for the Infrastructure and Land Use unit of the Council for Geoscience, including the consolidation and tracking of meeting minutes and resolutions.
- Manage and coordinate periodical project reporting toward the achievement of the mandate of the Council for Geoscience.

JUNIOR SCIENTIST – INFRASTRUCTURE AND LAND USE
Peromnes Grade: P09 (R594 830, 43 CTC per annum)

Overall Job Purpose: The incumbent is responsible to undertake limited research in a wide variety of geoscientific fields with specific focus on seismology, seismic hazard and mine seismology including project implementation under the guidance of senior scientific staff.
KEY RESPONSIBILITIES

Research and Development
- Conduct limited geoscience research under the guidance, which includes data collection, basic analyses and interpretation.
- Resolves simple problems in a variety of geoscientific fields inline (in part) with Standard Operating Procedures (SOPs)/ research methodology under guidance/supervision.

Project Implementation/Project Management
- Participates in statutory and/or commercial projects under supervision.
- Geoscience data collection and capturing, map compilation and geoscience data collation under the instruction and guidance.
- Compilation of scientific reports under guidance.

Stakeholder Relations and Reporting
- Gives formal scientific or technical presentations of papers or reports, internally to other staff members and externally with guidance at conferences or symposia (typically once a year)
- Provide Geohazard assessments feedback to State Authorities
- Publishes research findings internally and/or externally based on the nature of project cycle

Quality Assurance
- Work within the requirements of the prescribed work standards (i.e. ISO and international best practice).

Learning and Development
- Undertake specific and requisite self-improvement learning and development activities through workshops//training courses.
EDUCATION AND QUALIFICATIONS
- Grade 12
- BSc Hons or B-Tech or equivalent in Seismology or Geophysics
- Relevant post-graduate qualifications and professional registration status (Cand.Sci.Nat. or Pr.Sci.Nat.) will be advantageous
KNOWLEDGE AND EXPERIENCE
- Entry level working experience in the interpretation and application of seismology and seismic analysis
- Basic exposure to seismic analysis, including moment tensors, stress inversion, moment magnitude and focal mechanisms
- Basic exposure/understanding in the interpretation and application of geoscience data in relation to seismology, seismic hazards, structural geology and tectonics from a seismological point of view
- Understanding of measurements, recording, processing and representation of seismic and structural geological data in graphical or map format
- Basic proficiency in the application of Geographical Information Systems (GIS) and seismic analysis software
- Understanding and knowledge of international best practice, industry guidelines and requirements for seismic analysis and other relevant seismological techniques
- Basic understanding in research on big data and data analytics in the geo-scientific environment. Relevant computer programming exposure will be an added advantage
- Basic proficiency in conducting geo-scientific research within the seismology/ seismic analysis/Geohazards field of study under supervision
- Basic proficiency in compiling, editing and reviewing of geo-scientific data, reports and maps under supervision
- Basic proficiency in conducting interpretation, evaluation and assessment of research data
- Must be able to implement approved ISO processes and standards
