SENIOR TECHNICAL OFFICER – CARTOGRAPHY: GIS AND SCIENTIFIC DATABASE MANAGEMENT
Salary: R 535 482.00 Cost to Company, per annum
Peromnes Grade: 09
Location: Head Office - Pretoria
Reporting Line: Manager - GIS and Scientific Database Management
Overall Job Purpose: Provide technical scientific support to contribute to the knowledge accumulation in scientific applications, systems and methodologies including the cartographic production of high quality professional geoscience mapping products
KEY RESPONSIBILITIES:
- Provision of dedicate technical scientific and operational systems support to the BU
- Perform technical scientific functions and tasks that require interpretation within the prescribed guidelines
- Effectively applies operational standards and consolidate methodologies, policies, systems and procedures
- Identify gaps and develop appropriate interventions
- Provide technical scientific data, information and advice
- Maintains a safe production environment or part thereof according to set routine tasks
- Collates research data according to set requirements and conducts basic error checking
- Provides technical service for research projects within or across departmental contexts
- Perform data transformations, classifications, attribute data cleaning, working with database files
- Execute distance calculations and interpolations, spatial auto correlation, trends and forecasts
- Integrate all information obtained to interpret the disposition and interrelation of coherent scientific research
- Analyze vector and raster data sets using modelling techniques such as topology, buffering and Boolean type analysis
- Perform technical scientific analysis and regulatory functions
- Preparation of data and routine interpretation
- Conduct database and data management and the analysis of technical scientific data
- Contribute to technical conceptualisation of research projects
- Scope and plan own projects tasks and follow-up to ensure that project work is completed on time
- Interacts with scientists and advises on the arrangement for data acquisition in project management delivery
- Report progress and technical problems to project leaders
- Ensure day-to-day upkeep of risk and issue logs
- Implement and work according to operating procedures
- Plan and undertake corrective and preventive actions to maintain quality standards
- Develop working relations with client base
- Provide technical/scientific data, information and advice to all the relevant stakeholders
- Adherence to agreed-upon budget parameters to meet the annual technical programme objectives
- Conduct effective cost control & budgeting
- Assist with the control and monitor expenditure according to budget
- Assist with stocktaking and ordering supplies within the area of responsibility
- Follow up on the orders placed until delivery and storage
- Provide proper and adequate on-the-job training, mentoring and/or coaching
- Participate in Continuous Professional Development initiatives/interventions in order to keep up with new technologies and procedures
- Complete and submit own Personal Development Plans

QUALIFICATIONS AND EXPERIENCE:
- National Diploma in Cartography or GIS plus 5 year experience or
- BSc Degree within the GIS environment plus 1 year relevant experience
- Registration with relevant Professional Body will be an added advantage
- Understanding of GIS methodologies and models
- Knowledge of the interaction and relationships between this GIS software and databases
- Demonstrates proficiency as a competent end user of various cartographic tools/systems
- Exposure in the application of Geographical Information System (GIS)
- Knowledge of GIS software and familiarity with relational database design
- Valid Driver’s Licence
