SENIOR PROCUREMENT OFFICER
Peromnes Grade : P09 (R 594 830, 42 CTC Per Annum)
Location : Head Office (Pretoria)
Reporting Line : Manager: Supply Chain Management
Overall Job Purpose : The purpose of this position is to ensure and assist with the procurement (Acquisitions) of goods, materials and service, through applying the threshold values as prescribed by CGS policy and procedure to ensure that value for money and cost savings is achieved for CGS.

Key Responsibilities:
- Assist units with support and advice on all procurement and acquisition of services, goods and materials.
- Ensure that all acquisitions comply with approved CGS procurement policies and applicable legislation, with regards to procurement process and capture on the Purchase Order.
- Ensure that motivations received for acquisitions are part of the strategic objectives of the Council, by understanding the future needs, identifying critical delivery dates and the frequency of the need.
- Issue request for quotation using the central database and ensure that SCM regulation are complied with.
- Confirm and verify the correctness of information on the purchase evaluation spread sheet.
- Confirm Administrative and verify the correctness of signature on requisition for the applicable amount.
- Reporting on requisitions.
- Identifying categories of suppliers where there are not sufficient BBBEE suppliers.
- Evaluate all suppliers through applying the suppliers BBBEE evaluation model
- Oversee and assist with capturing data of all suppliers on the supplier database.
- Assist in the preparation and editing of specifications or terms or terms of reference, compilation of final Bid documents.
- Placement of bid adverts in the government tender bulletin and e-portal or any other media when and if required.
- Arrange and plan site meetings and ensure the availability of relevant bid documents.
- Ensure functional/technical evaluation is done in terms of set evaluation criteria, prepare and do the evaluation of bids and table recommendation to Bid Adjudication Committee.
- Ensure safekeeping and filling of bid submissions and bid admin files.
- Update the tender register on the progress of tenders.
- Perform reasonable duties as may be delegated by the directed by Senior Management.

- Knowledge of framework for supply chain management
- Ability to develop and write bid documents
- Knowledge of PFMA and PPPFA (Preferential procurement)
Qualification, Knowledge and Experience
- Matric;
- National Diploma (NQF 6) in Supply Chain Management or equivalent
- 4 years’ experience in Supply Chain Management
- Computer Literacy (MS Office)
