Job Title:  Senior Officer: Procurement and Supply Chain Management
Position Status:  Permanent
Peromnes Grade:  P11 (Salary R363 216.09 Cost to Company, per annum)
Location:  Head Office (Pretoria)
Reporting Line: Supply Chain Manager
 
Overall Job Purpose:       Responsible for rendering effective and efficient professional support in the design, development and implementation of the Procurement and Supply Chain Management policies, processes and systems in the Council of Geosciences (CGS).
 
 
KEY RESPONSIBILITIES:
  • Assists in developing and formulating of relevant SCM policies and procedures
  • Collects and collates information for the annual Procurement Plan
  • Supports the implementation of programmes aimed at driving procurement excellence
  • Facilitates the collection and collation of information and the compilation of specifications/terms of reference
  • Compiles and publishes request for proposals as required
  • Coordinates (synergies), review and execute the bidding process
  • Provides secretariat services to the Bid Evaluation Committee
  • Compiles Bid documents and publish tender invitations
  • Receiving and opening of bid documents
  • Coordinates, reviews, and compiles the list of prospective providers for quotations
  • Compile terms of reference to invite service providers for an expression of interest
  • Receives, screens and evaluates the expressions of interest
  • Coordinates review and sourcing of quotations from database according to the threshold values
  • Ensures an effective supply chain management service
  • Undertakes all Supply Chain administrative functions required
  • Implements work systems and processes to ensure efficient and effective functioning of SCM
  • Checks requisition against supplier quotes
  • Manages day-to-day supplier interactions, including ordering and tracking of delivery
  • Ensures information from the Central Supply Database process is accurate before submitted for procurement approval/loading
  • Assists users on how to capture requisitions (general and travel) and amendments
  • Assists users with procurement queries on a daily basis
  • Extraction and distribution of required reports timeously
  • Liaisons with departments on resolution required on reports
  • Processing direct purchase orders for printing & gas charges
  • Develops and maintains a knowledge database related to procurement matters
  • Assists in the evaluation of supplier’s performance based on initial agreement made
  • Assists suppliers with their outstanding invoices, miss-matched orders
  • Support the SCM Specialist to manage key commodities effectively
  • Professional handling of queries related to various procurement categories managed under SCM
  • Supports the proper rendering of effective and effective tender administration support
  • Supports the proper rendering of effective and efficient supplier database management
  • Supports the proper rendering drafting of specification/terms of reference and conditions
  • Supports the implementation of the overall SCM performance system
  • Assists in monitoring and tracking supplier performance as directed or instructed
  • Monthly reporting on all SCM matters across business, inclusive of analysing and identifying trends
  • Communicates with the suppliers & giving feedback to the end users
  • Maintains effective relationships with both line managers and employees
  • Reports on supply chain management information as required to internal and external stakeholders
  • Proactively contributes to the initiatives, projects and activities in which the SCM team are engaged
  • Assists in scoping project plans related to identified SCM interventions
  • Compiles and submits own Personal Development Plan
  • Participates in Continuous Professional Development initiatives/interventions in order to keep up with new technologies and procedures

QUALIFICATIONS AND EXPERIENCE:
  • Relevant Advanced Diploma in Supply Chain Management, Procurement, Purchasing or equivalent
  • Minimum 5 years related experience in Supply Chain Management of which 3 years must be Procurement or Supply Chain Management Officer experience
  • Understanding of public sector Supply Chain Management models and processes
  • Knowledge of Supply Chain Management operations
  • Experience in implementing supply chain management processes, tools and systems
  • Knowledge of the Public Finance and Management Act (PFMA), Treasury Regulations and Guidelines
  • Knowledge of the SCM Regulations, Practice Notes, Circulars, Policy Frameworks
  • Knowledge of the Preferential Procurement Policy Framework Act and its associated regulations
  • Working knowledge of the Broad Based Black Economic Empowerment Act, 53 of 2003
  • Ability to communicate and report on market intelligence data
  • Knowledge of end-to-end Supply Chain Management
  • Above-average proficiency level in MS Office suite (Word, Excel and PowerPoint)
  • Experience in Project Management
