EXECUTIVE DIRECTOR : FINANCIAL SERVICES (CFO) (RE-ADVERTISEMENT)

TERMS OF APPOINTMENT: This is a 5 year fixed term performance based contract in terms of Section 56 of the Municipal Systems Act of 2000 as amended. The incumbent reports directly to the Municipal Manager.
PLACE TO BE STATIONED: Middelburg, Mpumalanga (MP313)
ANNUAL TOTAL REMUNERATION PACKAGE: MIN: R1,026,342 / MID: R1, 207, 460 / MAX: R1,388 579 p.a. (Including benefits) plus performance bonus. Payment is in terms of local remuneration packages payable to Municipal Managers and Managers directly accountable to Municipal Mangers – Notice 1224 of 2018. COMPETENCY AND GENERAL REQUIREMENTS: As prescribed in the Local Government Municipal Regulations on Minimum competency levels for Chief Financial Officers, 2007, issued in terms of the Municipal Finance Management Act promulgated in Government Gazette No 29967 on 15 June 2007.
 
 
REQUIREMENTS: Bachelor’s Degree in fields of Accounting, Finance or Economics. A qualified Chartered Accountant (SA) would be an advantage. Minimum of 10 years’ experience at senior and middle management levels, of which at least 5 years must be at senior management level. In-depth knowledge of Local Government finances and Legislation. Excellent communication and report writing skills. Valid Code B driver’s license.
 
CORE FUNCTIONS:
 Responsible for financial administration of the Municipality, statistics, statements, GAMAP/GRAP; mSCOA budget and policy review, development and implementation.
 Report to the mayoral Committee on financial matters
 Develop and implement appropriate systems to ensure that all the duties are
properly executed in accordance to legislation and the budget allocation.
 Provide financial support and advice to all departments and assist the Accounting officer as part of the management team.
 
OTHER REQUIREMNTS: The successful candidate will be required:
(a) To sign an employment contract, a performance agreement and to disclose any financial interest;
(b) To undergo security vetting and competency assessment.

ENGINEERING TECHNICIAN PLANNNING AND DESIGN
DEPARTMENT: ELECTRICAL ENGINEERING SERVICES
POST LEVEL: 05
SALARY SCALE: R394 089/ R403 989/ R414 135 p.a. (excluding benefits) BENEFITS OFFERED: Contribution to Medical Aid, Pension Fund and Housing allowance. Travel allowance of 550 km/pm and scarcity allowance as determined by council policy
 
REQUIREMENTS: National Diploma in Electrical Engineering (heavy current) or National N Diploma with Trade Test or Government Certificate of Competency (Factories). 3 years’ experience in electrical network planning and designs. Professional registration with ECSA will be an added advantage. Experience in MV/HV network operation will serve as added advantage. Ability to use AutoCAD, CART V8, Powa master and Retic master programs will be an advantage. Required to work standby and overtime as and when requested (Please note: Attach an academic record with your application). Valid Code B Drivers license.
 
KEY PERFORMANCE AREAS: Performing and approving of electrical designs. Planning and project management. Perform Load flow studies and network modelling. Project cost determination and compilation of the budget. Perform electrification designs, lighting designs, electrical building designs. Carry out duties of the Engineering protection as and when required.
