Job Title: Manager: Safety, Health, Environmental and Quality (SHEQ)
Position Status: Five Year (5) - Fixed Term Contract
Salary: R 1 259 505.63 Cost to Company, per annum
Location: Head Office :Pretoria
Reporting Line: Executive Manager: Corporate Services
Overall Job Purpose: To manage and implement strategies, processes and systems of Safety, Health, Environmental and Quality, leading investigations of SHEQ compliance and managing the SHE business unit in line with the Council of Geoscience’s strategic objectives.
KEY RESPONSIBILITIES:
- Strategic Management:
- Establish and implement the CGS Quality management strategy in line with organisational strategic objectives
- Mobilise the organisation towards the attainment of Quality performance objectives
- Establish and implement the CGS Occupational Safety, Health, Environmental and Quality policy in line with current legislation and organisational activities
- Compile the organisational and laboratory quality manuals, policies, procedures and methodologies in line with all statutory and regulatory requirements, best practice standards and business practises
- Provides strategic direction and guidance on Occupational Safety, Health, Environmental and Quality matters
- Gives direction on SHEQ and ensure strategic plans are formulated and implemented and ensure CGS`s line functions understand and follow the strategy
- Conducts research into the external environment (national and international) to identify best practices in terms of Occupational Safety, Health, Environmental and Quality matters
- Developing Occupational Safety, Health, Environmental and Quality policy, standards and directives that will support and enhance the core business
- Evaluate long term opportunities and risks for Occupational Safety, Health, Environmental and Quality

SHEQ Operational Support (Business Process):
- Ensure that best practices, governance frameworks covering all the facilities management aspects are adequately developed, implemented and maintained.
- Facilitate the operationalization of quality management within the organisation, support CGS operations in the undertaking of internal quality audits as well as the formulation and development and deployment of quality improvement strategies

Work with CGS departmental managers and CGS project managers to develop, implement and monitor:
- Project Quality Plans
- Quality Control Plans
- Health Safety & Environmental plans
- Set up and drive the Corrective Action system to address non-conformances, audit findings and customer complaints
- Develop, monitor and report on quality management issues in collaboration with CGS managers
- Participate in the technical investigations of quality non-conformances and customer complaints.
- Manage (Plan, execute and report on) internal quality audits.
- Participate and assist during external audits.
- Assist CGS departments with guidance on closing quality audit findings.
- Develop SHEQ policies and procedure
- Implement and ensure compliance of SHEQ to CGS policies and procedures
- Compile and maintain safety files and other related relevant files
- Manage implementation of automated SHEQ record management and keeping systems
- Ensure that CGS adheres with the Occupational Health and Safety Act, Manages SHEQ operational performance, operations processes, policies, procedures, and guidelines
- Promote institution-wide awareness and understanding of SHEQ policies.

Project Management:
- Ensure efficient management of outsourced SHEQ services in accordance with CGS business requirements.
- Develops and implements systems/tools for the execution, monitoring and completion of SHEQ projects
- Ensure that projects are implemented timeously and within budget

Stakeholder Relations:
- Nurture and maintain strong relationships with various internal and external stakeholders
- Ensure the provision of effective and efficient SHEQ services and solutions to various divisions within CGS to enable them to achieve their strategic objectives.
- Interact with service providers to ensure SLAs have been met and contracts managed appropriately
- Promptly shares and exchanges knowledge/information

Quality Management
- Ensure the effective incident management and regular reviews of the SHEQ services and solutions
- Ensures that all office and systems furniture is functional, in good condition and conforms to standards
- Oversees and audits all furniture installations and reconfigurations
- Conducts regular scans of the workspaces to identify areas/items/equipment/materials in need of repair, replacement or upgrade and escalate accordingly
- Develops and implements maintenance programmes relating to the interior and exterior of the property, as well as fire, life, safety and other safety programs for assigned property
- Ensure, maintain and improve the quality of CGS products in the market, through effective use of Quality Improvement methodology.
- Ensure that all CGS processes are in line with process specifications and global standards
- Maintain CGS quality systems to ensure these compliance to global standards
- Participates in Process Improvement work and provide expertise
- Trend and analyse quality results to identify opportunities for quality improvement
- Work with business units managers to improve process controls
- Provide detailed audit reports with findings
- Ensure compliance to requisite ISO standards

Financial Management
- Execute prudent and proper management of SHEQ budget in line with CGS policies and Public Finance Management Act, 1999
- Exercise proper implementation of financial management protocols within the business unit in line with CGS policies.
- Together with the Executive Manager Corporate Services, take accountability for the overall CGS’s SHEQ budget and ensure that the budget is spent appropriately.

People Management
- Execute prudent and proper human resource management within the business unit.
- Champion the skills development and transfer within the business unit.
- Implementation of the CGS performance management policy within the business unit.
- Mentors and coaches staff within the business unit where required
- Promotes a culture and practices that reflect the CGS values and encourages good performance.
- Determines human resource requirements taking into consideration operational needs, skills scarcity and retention capability
- Supports a transformation programme of the CGS aligned with the objectives of the Employment Equity (EE) Act

QUALIFICATIONS AND EXPERIENCE:
- Post Graduate Degree in Science, Engineering, Commerce or equivalent and postgraduate qualification in management.
- SAATCA recognized certificate in ISO 9001
- SANAS certificate in ISO17025
- 5 -10 years’ experience in SHEQ role in a large organisation, preferably public sector
- Exposure to and understanding of implementation of OHSAS 18001 / 14001 and ISO 9001
- Sound knowledge and experience in ISO 9001 implementation and maintenance within a large ISO certified organization
- Thorough knowledge and understanding of ISO 9001 certification process
- Thorough knowledge and understanding of ISO 17025 accreditation process
- Experience working in a science council or public sector
- Working knowledge of electronic Quality Management systems
- Knowledge of Facilities Management policies and procedures
- Sound knowledge of Occupational Safety, Health, Environmental and Quality regulations
- Knowledge on the application of ISO 9001
- Experience as an ISO 9001 Auditor
- Understanding of PFMA and BBBEE policies
