Job Description
Implement HR and Talent management Strategy: Contribute to the development and implementation of HR strategies and align to the Talent Management strategies.
• Execute Talent Management operational plans within the scope of this position • Monitor and contribute to the development of processes and systems which will:
a. Attract a sustainable pool of talent for current objectives and future organisational needs • Review and revise policies, and procedures to ensure alignment with the talent, performance and learning strategy of the cidb • Validate and align the talent strategy with other people practices including organisation design, transformation, development, assessments, reward, and performance management.
Planning and Implementation of Training & Development Interventions: Facilitate the process of identifying organisational and individual employee training and development needs (with the assistance of line managers) • Develop the workplace skills plan and in conjunction with the relevant SETA’s to establish and confirm the status on progress in achieving short, medium to long term training objectives • coordinate and oversee the implementation of the training and development plan; and assess the impact of training and development initiatives • Coordinate a framework for planned interventions to address specific skills gaps as per the skills audit • Coordinate training courses and certification processes for new and existing operations, maintenance, and other technical personnel in cidb • Source suitable external training providers
Facilitate needs assessments and skills audit processes.
Implement Skills Development programmes: Provide support and coordinate Skills development initiatives (Graduate/Internship and internal Bursaries) • Coordinate all Transformation committee activities • Minute taking • Maintain and record keeping of skills development information.
Succession Planning: Analyse and assess cidb’s staffing and talent supply needs to develop a succession plan • Coordinate the succession planning process • Assess various workforce needs to determine methods to address current and future conditions, including retention management, realignment, and career development saw as to manage talent • Identify potential future leaders within the organization and develop plans to nurture their growth • Ensures a smooth transition when key positions become vacant and minimizes disruptions to business operations • Identifying educational opportunities for employee development.
Risk and Audit Management, compliance, and Control: Mitigate people related risks and advise on appropriate mitigation strategies • Support the implementation and maintenance of internal controls to enhance operational effectiveness.
Job Requirements
Bachelor’s degree (NQF Level 7 equivalent) in Social Science/ Human Resource Management / Organisational Psychology or Behaviour and Development. 3- 5 years’ relevant experience within HR function.

Someone who can demonstrating a strong proficiency in Microsoft technology design, coding, testing, and debugging of software applications, as well as collaborating with internal and external stakeholders to provide solution to users.
Job Description
Key Performance Areas
1.1 Plan and Design IT Application Solutions
- Collaborate with the procurement and development team and other ICT staff to develop specifications and configurations for new applications.
- Establish a detailed technical specification through discussion with co-workers and clients.
- Clarifying actions the system is intended to perform.
- Communicate ideas to the Information Systems Overseer and ICT team.
- Design creative prototypes according to specifications.
- Coordinate application development plans with the supply chain management.
- Develop application release schedule and introduce new functionality using SDLC methodologies.
- Provide application health reports, such as performance, availability, utilisation and capacity.
- Devise possible solutions to anticipated problems.
- Ensure application staging is correctly scheduled, such as development, testing and training platforms. Ensure correct resources for production environment.
- Develop release, test, training, and stabilisation plans.
- Actively participate in training, testing and UAT sign-off activities.
- Manage post go-live stabilisation using advanced troubleshooting and debugging.
- Aggressively influence project delivery timelines.
- Ensure new systems are part of the existing backup plans.
- Develop a disaster recovery testing plans for systems and participate in business continuity simulation.

Job Requirements
EDUCATION AND EXPERIENCE
- NQF 6 qualification in IT or related field.
- Certifications in Microsoft Dynamics and Azure cloud will be an added advantage.
- At least three (3) years’ experience in software development involving releases, versioning, change control and source code control within technologies such as SharePoint, .Net, C#, CSS, REST API, JSON, Angular, Power Automate, etc.
- Experience in cloud-based application development within Azure, Dynamics 365, Microsoft PowerApps, Azure database and SharePoint platforms is an added advantage.
COMPUTER SKILLS
- The applicant must have advanced computer skills in engaging agile system development methodologies and techniques.
- S/He must have a good grasp of emerging software development culture, processes, and tools within application development and operational environment.
- Further be skilled fairly in .NET, ERP, ITIL, SQL, Azure technologies.

Job Description
Oversee Regulation: • Ensure the uniform application of policy/legislation/strategy implementation • Oversee the appropriateness of specific legal/policy procedures for implementation • Review specific legal/policy/strategy requirements with other departments • Oversee the development of operational standards, trends and requirements • Oversee the implementation of a regulatory compliance framework •Oversee and approve activities with regards to the legislative process.
Oversee Compliance : Oversee the implementation and maintenance of the compliance management system • Oversee that cidb’s service delivery framework is in line with legislation • Oversee reports for submission to senior management, Council, Auditor General, etc. outlining compliance with legislation, motivating deviations and recommending corrective actions •Oversee the performance of the all compliance programs and relate activities on a continuing basis taking appropriate steps to improve its effectiveness • Oversee the relationships with the appointed service providers and government departments regarding system defaults, problem shooting and improvements • Ensure that transgressions are handled within a regulated process.
Operational Planning: Provide input into the formulation and development of plans for the unit in consultation • Develop a forecasting model • Ensure development and implementation of relevant policy and procedure • Ensure development, implementation and monitoring of relevant strategic plans and operational plans.
Risk and Financial Management: Identify and manage risks in area of responsibility • Ensure timely budgeting, monitoring, variance analysis and reporting • Ensure that Procurement Planning takes place, that specifications are developed timeously and that there is compliance with supply chain prescripts • Ensure the Unit’s assets are managed, maintained and kept safely • Weigh up financial implications of propositions and align expenditure to cash flow projections • Prepare and control the budget • Evaluate and monitor all unit expenditure • Ensure that all expenses incurred by the unit are in line with the PFMA and accounted for • Ensure that there is expense control exercise within the unit • Reconcile unit monthly expenditure report received from finance.
People Management: Manage the performance of subordinates in accordance with the policies and procedures of cidb • Oversee the development of Personal Development Plans for subordinates and ensure implementation • Discipline subordinate as and when necessary in accordance with cidb policies and procedures • Ensure interaction of different departments.
Job Requirements
Educational Requirements: Minimum qualification in law (NQF 8) or related field.
Experience: Minimum of 6 years’ experience in regulatory compliance, preferably within the construction industry, home building, or a related industry. Minimum of 2 years in a similar environment at middle managerial level and proven track record in managing compliance programs and leading audits.
