Description
JOB PURPOSE AND PROFILE

RESPONSIBILITIES:
- Obtain required documents from relevant entities when gathering information for litigation cases.
- Assist in the filing of complaints, motions, petitions and other pleading with various Courts, administrative and quasi-judicial bodies.
- Assist in preparing legal opinions, working papers and reports on legal and compliance work.
- Assist in preparing briefs and preliminary drafts of legislative material relating to the CETA.
- Develop and maintain a database of laws, judgements, contracts, precedents and other related material relevant to the CETA’s operations.
- Coordinate and provide administrative support to the Legal and Compliance unit to ensure the effective and efficient coordination of policy development efforts and the monitoring of policy enforcement throughout the CETA.
- Conduct research on factual and historical background of specific cases and outcomes relevant to the CETA’s operations.
- Conduct research on the latest developments in the legal system and other relevant matters necessary for the preparation of legal opinions.
- Monitor the status of on-going litigations and provide update reports to the Senior Manager: Legal and Compliance and other relevant stakeholders.
- Coordinate input from all business units in the development of policies for the CETA, consistent with the strategic goals and objectives.
- Identify gaps in current policies and related processes and advise the relevant business unit.
- Establish and maintain a policy repository accessible to all stakeholders.
- Compile reports on policy changes for submission to the Board and relevant Board Committees for approval in consultation with the Board Secretary.
- Convene and serve as secretary of Policy Development Committee.
- Support and provide evidence to all internal and external audit requirements.
- Review related Standard Operating Procedures in consultation with the Manager: Legal and Compliance to ensure business processes’ optimisation.
- Assist in dispute resolutions.
- Supervise, empower, coach and /mentor interns that are assigned to the business unit.
- Contribute to the financial sustainability of CETA by ensure no wasteful and fruitless expenditures are incurred in the area of responsibility.
Requirements
DESIRED SKILLS, EXPERIENCE AND COMPETENCIES
- Honour’s Degree / Qualification in Law / Corporate Law at NQF 8 or higher.
- Be an Admitted Attorney and with valid membership with the LPC.
- Specialisation in company Law / Labour / Criminal and Civil / Contract Management will be an advantage.
- Must possess at least 5 (five) years relevant experience in corporate law or legal and compliance function in a highly regulated environment.
- Experience in policy development.
- Knowledge of administrative, civil, criminal, corporate and contract law.
- Knowledge of all legislation all applicable legislations.

- Identify and map the needs and expectations of the external stakeholders to deliver suitable engagement approaches that unlock shared value for CETA and its stakeholders.
- Develop an approach to stakeholder relations that will drive the CETA’s stated goals of inclusion, supporting the national agenda and the building of a stronger skilled society in South Africa.
- Source and develop relationships with key partners that ensures CETA initiatives are supported to succeed and make impact.
- Manage media and other stakeholder relations to grow and maintain CETA stakeholder networks.

- Post Graduate qualification in any of the following fields: Business Administration, Public Relations, Marketing, Communications, Political Science / Studies, Project Management, or any similar qualification at NQF 8 level.
- Minimum of 7-8 years’ experience, of which at least three (3) must have been in a senior management role.
- A proven track record in a public entity and / or regulated environment and extensive knowledge of government policies is critical.
- Demonstrated experience in reporting to Executives and Boards on governance, risk and compliance control matters and other assurance related responsibilities.
- Knowledge of higher education sector, the SDA, SDLA and the PFMA are essential.
- Computer literacy: Advanced Excel and Data Analytical skills are required.
- Valid code 08 driver’s license is essential.

Description
Purpose of this Senior Management Role
The incumbent is responsible for being a trusted advisor and coordinator on behalf of the Chief Executive’s Office (CEO). Will be providing high-level strategic support to the CEO in planning, executing, and ensuring the success of the CEO’s mandate by facilitating the efficient and effective functioning of the CEO’s Office. The SM will be expected to supervise officials and ensure follow-ups and coordination of EXCO decisions is tracked and implemented effectively. The role drives ensuring alignment of CETA policies and procedures to ensure best service delivery.
The SM will be a liaison to and between CEO and Executives; and will co-ordinate internal and external relations efforts including overseeing assurance units and some special projects implementation as housed within the CEO’s Office.
Job Responsibilities
- Ensure that Executive Managers and Senior Managers support the CEO’s and Accounting Authority’s decisions; through follow up, coordination and tracking successful implementation of AA’s, CEO’s and EXCO decisions.
- Oversee all CEO’s office initiatives across the CETA to ensure their conception and implementation support the strategic intent aligned with strategic plans, operational plans and SLA signed with DHET.
- Set and drive comprehensive goals and objectives for high performance and growth to support the CETA’s strategy and objectives; including ensuring all performance achievements are recorded on the CETA IT systems, tracked, analysed and reported on timeously to enable corrective actions by the CEO and EXCO members.
- Manage and maintain an efficient filing and document management system for the CEO’s office.

- Contributes to the development of Communications Strategy, including digital, and stakeholder strategies in alignment with CETA’s objectives.
- Manage information dissemination of Board, Board Committees, Executive Management’s and Ministerial decisions to CETA staff.
- Lead and collaborate in content design by reviewing and approving content, lay-out and design on various communication platforms.
- Lead communication strategies for key corporate initiatives such as product launches, events, or public announcements.
- Oversee internal and external communications to ensure messaging alignment with its values and goals.
- Facilitate the communication of all internal and external communication and ensure that all stakeholders have access to the relevant information, including community media.
- Develop communication materials branding concepts for approval by the SM: SRC.
- Advise and organize appropriate meetings, interventions, appointments, networking sessions and presentations for the CEO.
- Manage the maintenance of the communication contact database.
- Manage CETA’s response to media inquiries and crisis communication scenarios.
- Drive innovation in digital and traditional communication platforms; and manage social media communication channels, ensuring that content is relevant, timely, and engaging for consistent and credible messaging.
- Perform any other relevant duties as directed by the CEO and immediate supervisor.
Specific Deliverables Expected
- Credible, reliable and presentations, press release, media statements, speeches, etc.
- Communication Strategy and Plans.
- Business unit’s Service Standards and Scorecard aligned overall CETA BSC, APP, SLA, Strategic Plans, etc. and progress reported upon regularly.
- Monthly and quarterly progress against Communications Strategy and Plans.
Requirements
Desired Skills, Experience and Competencies
- Post Graduate qualification in any of the following fields: Business Administration, Public Relations, Marketing, Communications, Political Science / Studies, Project Management, or any similar qualification at NQF 8 level.
- 5 years’ experience in communications and stakeholder relationship management, or marketing.
- Competency in the use of social media platforms, especially Facebook, Instagram, LinkedIn, Twitter and YouTube, etc.
- Superior written and verbal communications skills in English and preferably in other official South African languages as well.
- A proven track record in a public entity and / or regulated environment and extensive knowledge of government policies is critical.
- Knowledge of higher education sector, the SDA, SDLA and the PFMA are essential.
- Computer literacy: Advanced Excel and Data Analytical skills are required.
- Valid code 08 driver’s license is essential.

Remuneration and Benefits
Remuneration for this role is a negotiable Total Cost to Company (CTC) package per annum, in line with the CETA Remuneration Policy and the applicable salary scales. A competitive package may be negotiated with best candidates.
