Description
JOB PURPOSE AND PROFILE:
The Specialist: Performance Reporting is responsible for the production of auditable performance information through reporting of CETA strategic performance based on signed off APP and SSP. In this regard, the incumbent must ensure the development of reporting tools, templates and frameworks aligned to legislative requirements and DHET requirements. The Specialist: Performance Reporting is responsible for ensuring the accuracy of performance data across the organisation for performance reporting purposes (APP/BSC). The incumbent must implement and comply with all CETA reporting and templates and ensure compliance with the National Treasury reporting guidelines. Furthermore the incumbent is responsible for communicating information on the corporate scorecard/BSC/APP; facilitate the preparation and provision of strategic information within CETA as well as the consolidation and verification of strategy and business performance information.
 
RESPONSIBILITIES:
  • Ensure compliance and the implementation of reporting policies and procedures.
  • Identify and advice on reporting requirements.
  • Drive standardisation of reporting so as to meet business standards and requirements.
  • Develop and implement strategy reporting governance structures, frameworks, templates, guidelines.
  • Manage and ensure compliance with reporting protocols within CETA.
  • Provide reporting solutions within the approved policies and procedures.
  • Design and manage strategy reporting schedule and ensure compliance thereto.
  • Manage the quarterly reporting process.
  • Manage the annual reporting process.
  • Review institutional performance against strategic objectives.
  • Contribute to the development of the APP and SP.
  • Develop work plans for the Reporting Unit.
  • Ensure that work plans are aligned to the APP and SP.
  • Manage compliance to reporting templates and frameworks.
  • Provide monthly reports.
  • Implement risk management strategies in the Unit.
  • Manage compliance to policies and procedures of the Unit.
  • Provide capacity building through training, coaching and development  
 
Requirements
DESIRED SKILLS, EXPERIENCE AND COMPETENCIES:
  • A Degree or equivalent in Auditing / Public Administration / Social Sciences / Education and Training.
  • A post Graduate Degree or equivalent in the relevant field of study will be an added advantage
  • Minimum 5 years’ experience working within a reporting unit or similar, of which 3 years should at a management level.
  • Sound knowledge, understanding and experience of Skills Development Act, Skills Development Levies Act, National Skills Development Plan, National Qualifications Framework Act, Public Finance Management Act, National Treasury Regulations and other applicable regulations
  • Experience in reporting/monitoring and evaluation
Other requirements:
  • Willing to work in a highly demanding environment with tight deadlines
  • Willing to work after hours and on weekends should it be necessary

REMUNERATION AND BENEFITS
The appointment will be on a fixed term contract for a minimum of 18 months, subject to satisfactory performance as per Performance Policy of the CETA.
