Description
Internship Job Profile 
Interns will be exposed to the following functions, amongst the others: 
  • Performing all functionary tasks for the unit at entry level. 
  • Handle correspondence and enquiries relating to and maintain the units’ records and files. 
  • Providing administrative support to the co-ordination of the units budgeting processes. 
  • Assist with information gathering for the preparation for audits. 
  • Assist in data collating and preparation of monthly and quarterly reports for units. 
  • Performing all functions as delegated by the units’ supervisors and managers. 
  • Prepare meeting agendas and take minutes. 
  • Assists prepare at least 1 presentation per quarter, or as may be required from time to time. 
    for less than a quarter timeline. 
  • Rotational planning should be structured in a manner that allows sufficient time for the intern to be exposed to different tasks of divisions within a specific department. The interns’ progress to be formally reviewed at least at the end of each and every quarter. 
 
Core Competencies: 
Interns will be expected to develop the following during their stay at CETA: 
  • Knowledge of CETA as a corporate and public entity and the whole SETA landscape; its purpose and mandate. 
  • Expected to possess relevant and reasonable theoretical knowledge and understanding relating the functional area or specific departments or units in which interns are placed. 
  • Basic knowledge about relevant and applicable regulatory laws and frameworks, Acts, guidelines and policies (including the Skills Development Act, SDLA, PFMA, Tax laws, BBBEE, Employment Equity and Affirmative Action, amongst the others). 
 
Requirements
Entry Requirements: 
  • Be a South African of less than 35 years of age, with a valid South African ID. 
  • Relevant post matric qualification obtained from a recognised institution of higher learning. 
  • Applicants must not have participated in any previous SETA sponsored internship programme. 
  • Applicants must not have been previously employed. 
  • Applicant to submit detailed Curriculum Vitae (CV) and a motivation letter to be considered for interviews. 
  • Certified copies of the Identity Document (ID) and certified copies of academic qualifications.

Description
JOB PURPOSE AND PROFILE:
The incumbent is responsible to provide coordination and administrative support to the Quality Assurance unit to ensure the effective and efficient coordination of accreditation efforts and projects implementation in support of the execution of the overall strategy.
 
JOB RESPONSIBILITIES:
  • Provide input into the budget and tactical work plans of the Quality Assurance business unit in consultation with the Specialist: Quality Assurance. 
  • Work with all the Business areas, to identify gaps in processes, analyse and improve where necessary to increase speed, quality and gain efficiencies in the implementation of CETA projects.
  • Assist in the planning, designing, implementation and communication of the overall Quality Assurance Framework for the CETA in consultation with all business unit management and executives.
  • Assist in the development, implementation and maintenance of standard management and reporting templates and tools to drive efficiency and continuous improvement in the business unit.
  • Capture relevant information and assist in maintaining an accurate accreditation database within the organisation and ensure data integrity and quality.
  • Assist in the regular benchmarking of certification quality assurance and advise on the non-compliance to quality standards.
  • Attend all project meetings and compile minutes and transcribe information as required.
  • Provide support on project presentations and compile presentation material when required.
  • Assist in the development of project policies and procedures, and standard operational procedures.
  • Assist in monitoring special project progress and performance in conjunction with the relevant project owners to proactively address any delays and drive service provider actions to achieve intended outcomes.
  • Identify areas of improvement to increase speed, quality and gain efficiencies.
  • Prepare internal reports with relevant and required data for special project meetings.
  • Perform all duties and responsibilities in line with applicable Acts, Regulations and per CETA relevant policies and procedures.

  • Assist in identifying and adhering to fraud controls, risk prevention principles, sound governance and compliance processes, and tools to identify and manage risks.
  • Support and provide evidence to all internal and external audit requirements.
  • Maintain quality risk management standards in line with relevant requirements.
  • Maintain and enforce all related Service Level Agreements to minimise business risk and ensure business continuity.
  • Review related Standard Operating Procedures in consultation with the Specialist: Quality Assurance to ensure business optimisation.
  • Adhere to all relevant laws, policies and Standard Operating Procedures throughout the organisation.
  • Contribute to the review and update of the CETA policies and procedures.
  • Ensure all work performed is backed-up regularly as per ICT polices onto the CETA electronic servers
  • Apply / implement and undertake all activities and duties in line with policies, procedures and relevant laws and regulations applicable to the task at hand.
  • Attend risk, compliance, ethics and fraud prevention updates meetings, trainings and workshops as scheduled by CETA to contribute to the risk maturity levels at the CETA
  • Follow protocols and report suspicious activities, corrupt or fraudulent activities that one is aware of; onto the CETA whistle blowing and fraud prevention hotline.
  • Build and maintain relationships with all CETA business units for the purposes of expectations management and knowledge sharing.
  • Provide advocacy on matters related to quality assurance to empower the CETA stakeholders to make informed decisions.
  • Attend and address all stakeholder queries timeously and effectively.
  • Live and demonstrate exemplary behaviours driven and anchored on / by CETA values.
  • Ensure that on-the-job training, learning, and development is taking place.
  • Share and play an effective role in ensuring that teams assist in achieving strategic goals and mandate of the CETA.
  • Supervise, empower, coach and /mentor interns that are assigned to the business unit.
  • Contribute to the financial sustainability of CETA by ensure no wasteful and fruitless expenditures are incurred in the area of responsibility.
  • Ensure that is assisting the business unit to operate within the allocated operational budgets.
  Specific Deliverables Expected
  • Conduct quality assurance on accredited private and public providers and learning sites and workplaces.
  • Conduct quality assurance of learner achievements against set quality standards.
  • Prepare and submit to supervisor accurate, complete, and credible monthly reports as required for consolidation and tabling at monthly EXCOs.
  • Represent and participate in the organisation’s committees and tasks teams when required.
  • Convene and attend meetings and present findings and business cases to relevant stakeholders when required.
  • Implement timeous communication on progress and challenges in achieving the tactical work plans to impacted stakeholders.
  • Attend industry related forums, conferences and workshops to gain industry insight for the purpose of business improvement.
  • Ensure that all relevant CETA registers, reconciliations and regulatory reports are compiled and submitted on time.
 
Requirements
 DESIRED SKILLS, EXPERIENCE AND COMPETENCIES:
  • Matric/Grade 12
  • Diploma/Advanced Certificate in Behavioural Sciences or Education and Training or relevant field at NQF Level 6 or above
  • Qualifications in the construction and built environment field at NQF 6 level will be an added advantage.
  • Completed Assessor and moderator Unit Standards
  • Valid Driver’s License
  • Minimum of 3 - 5 years’ experience in a relevant field of which 1-2 must have been in supervisory role.

  • Accreditation Knowledge and Protocols
  • Business Report Writing
  • Knowledge of the PSET sector, the SDA, SDLA, NQF Act, NSDP 2030 and the PFMA are essential.

Remuneration and Benefits
Remuneration for this role is a market related package per annum, in line with the CETA remuneration Policy and the applicable salary scales
The appointment will be a long-term appointment linked to CETA licence, subject to satisfactory performance as per Performance Management Policy of the CETA.

​SENIOR MANAGER: QUALIFICATIONS AND ACCREDITATION (Midrand)

Description
JOB PURPOSE AND PROFILE:
The Senior Manager: Qualifications and Accreditation will be responsible for management of the processes for qualifications development and accreditation of entities, Moderators and Assessors. Effective implementation of processes for certification.
 
JOB RESPONSIBILITIES:
  • Develop the Qualifications and accreditation frameworks and strategy in consultation with the Executive Manager.
  • Ensure the establishment, maintenance and improvement of Standard Operating Procedures, policies, and guidelines relating to the Qualifications and Accreditation business unit in consultation with the heads of all other business units.
  • Manage the development of the operational plan for the Unit in line with the strategic and annual performance plan of the CETA.
  • Manage, monitor, evaluate and report on the implementation of the Unit’s operational plan, taking corrective actions where necessary.
  • Ensure the effective management of an end-to-end accreditation application processes and related operating procedures.
  • Drive and coordinate a compressive Occupational Standards and Qualifications Framework based on the Quality Council for Trade Occupations standardises and guidelines.
  • Ensure that Skills Development service providers are accredited for the qualifications or part-qualifications as per the Quality Council for Trade Occupations standardises and guidelines.
  • Drive and coordinate a compressive Assessor Framework for the registration of assessors for specified qualifications or part-qualifications based on the Quality Council for Trade Occupations standardises and guidelines.
  • Oversee and ensure the establishment of the Quality Assurance on Learner Achievements framework, the comprehensive verification of learner achievements and the certification of learners based on the results.
  • Drive and coordinate a compressive Quality Management Framework based on the Education and Training Quality Assurance standards to promote quality amongst constitute providers.
  • Oversee the development of quality sector specific learning programmes aligned to the NQF framework.
  • Partner with construction bodies, the Chambers unit and the Strategy and Research unit to identify skills gaps and ensure the implementation of appropriate learning programmes to address sector gaps.
  • Ensure the analysis of learning programmes implementation trends and the compilation of reports on the implementation progress and performance of stakeholders for submission to the Department of Higher Education and Training.
  • Liaise with subject matters experts and drive research on relevant learning programme content through literature reviews and/or qualitative measures such as interviews and include in programme design as required
  • Lead and coordinate programme production resources service providers as required to ensure that objectives are achieved against set quality standards.
  • Develop strategic alliances and partnerships with all relevant stakeholders and effectively communicate in order to promote and advance the CETA’s vision, mission and mandate.
  • Participate and lead the CETA’s participation in strategic stakeholder engagement and management as well as relevant interventions aimed at boosting relations with relevant structures.
  • Ensure the establishment and maintenance of quality database platforms to support data integrity.
  • Monitor changes in the regulatory environment and ensure that appropriate operational controls are implemented to address new requirements.
  • Provide technical support and provide advice to stakeholders

Requirements
DESIRED SKILLS, EXPERIENCE AND COMPETENCIES
  • A Bachelor’s degree (NQF 7) in any of the following: Learning Development and development, Education and Development or any NQF level 7 qualification.   
  • A minimum of 8 to 10 years’ experience, of which 5 years must have been in a middle management position.
  • Proven experience in leading and directing teams. 
  • Advanced computer skills in MS Office packages
  • Experience in developing and implementing key processes and proven/demonstrated ability in implementing projects operational processes.  
  • Sound knowledge of basic financial management which includes a good understanding of and experience in budget and expenditure management with the ability to accurately account.
  • The incumbent must have a good understanding and knowledge of skills development legislation, including the Skills Development Act (SDA), Skills Development Levies Act (SDLA), South African Qualifications Authority Act (SAQA Act), Public Finance Management Act (PFMA), Construction regulations, Organisational Framework for Occupations Codes, Quality Council for Trades and Occupations (QCTO), Trade Specific Training Programmes, etc.
