The Community Schemes Ombud Service Act (Act 9 of 2011) was promulgated on 11 June 2011 and provides for the establishment of the Community Schemes Ombud Service (“CSOS”) as a public entity. The CSOS has been classified as a Schedule 3A Public Entity in terms of the Public Finance Management Act (Act No.1 of 1999) (PFMA).
HR BUSINESS PARTNER X2 (Ref. CSOS/HRBP/05/23)
This position reports to the Senior Manager: Human Capital and offers a total cost to company package of R946 326 per annum.
Requirements
• Bachelor’s Degree/ National Diploma in Human Resources/ Industrial Psychology
• 3 – 5 years working experience as a Human Capital Management Generalist in a corporate/public sector organisation.
Key Performance Areas
• Ensure implementation, measurement and monitoring of Human Capital strategy in order to translate the corporate objectives into measurable action.
• Provide a strategic interface to divisional management/stakeholders through the provision of high-quality guidance and support in developing and progressing people management solutions to achieve business objectives.
• Exert a dynamic influence over stakeholders to establish credibility as an expert in strategic HR within an operational service.
• Coach, support, mentor and challenge management on the application of HR policies and practices, provide advice and guidance on complex HR issues in order to minimize risk and financial exposure.

• Conduct compliance audits for unregistered and registered schemes in terms of S34 of the CSOS Act, an issue notices of compliance and non-compliance as the case may.
• Conduct investigations on requests received from adjudicators in terms of S50 and S51 of the CSOS Act and provide investigation reports.
• Follow up with non-complying schemes, provide remedial actions to be implemented and reasonable timeframes to ensure compliance.
• Verify and validate information received from service providers regarding the verification of schemes project.
• Request for final written submissions from parties and upload information on CSOS’ system.
• Refer non-complying schemes to Legal Services and to Law Enforcement Agencies.

This position reports to the Manager: Governance, Compliance and Enforcement and offers a total cost to company package of R946 326 per annum.
Requirements
• Degree in Law/Compliance/Investigation or equivalent (B. Tech in Compliance/Investigation).
• 5 years working experience within a legal compliance environment.
• Sound understanding of political and legislative environment of the CSOS Act as well as the Sectional Titles Management Act, Companies Act, Share block Act, Schemes for Retired Persons Act and Cooperative Act.
• Knowledge of the community schemes environment, an advantage.
• Knowledge of compliance and enforcement requirements.
• Advanced MS Office skills.
• Excellent communication skills – both verbal and writing
• Project & time management skills.
• Service oriented.
