COMMUNITY SCHEMES OMBUD SERVICE (CSOS)
The Community Schemes Ombud Service Act (Act 9 of 2011) was promulgated on 11 June 2011 and provides for the establishment of the Community Schemes Ombud Service (“CSOS”) as a public entity. The CSOS has been classified as a Schedule 3A Public Entity in terms of the Public Finance Management Act (Act No.1 of 1999) (PFMA).

SCHEMES GOVERNANCE DOCUMENTATION OFFICER
(Ref. CSOS/SGDO/07/2022)
Reporting to the Governance Manager, The Schemes Governance Documentation Officer is responsible for the quality assurance of all scheme governance documentation and the issuing of a compliance certificate thereof. The role must focus on the application administration skills and knowledge within the Unit and must also ensure compliance to standard policies and procedures within the Unit.
Requirements:
• A 3-year Degree or equivalent (NQF 7) in law, administration, commerce, or related industry.
• A total of 4 years’ working experience.
• Previous experience in Sectional Titles will be an added advantage.
• Advanced MS Office (Word, Excel, and PowerPoint).
• Adequate communication skills.
Key responsibilities:
• The Schemes Governance Documentation Officer is responsible for quality assurance in respect of schemes governance documentation.
• Ensure compliance of Community Schemes Governance Document with all applicable legislations.
• Receive the Schemes governance documentation (new sectional title, amendment of existing and registered scheme, from registration) rules, unanimous resolutions).
• Liaise with the scheme for outstanding documents.
• Conduct quality assurance on the scheme’s governance documentation.
• Compile a report with recommendations to the scheme.
• Receive community schemes amended version.
• Conduct further verification and quality assurance on the amended documentation.
• Issue the approval certificate.
• Submit to the office of the Chief Ombud for signature.
• Present the signed signature to the scheme.
• Update the database.
• Liaise with the deeds office and receive establishment certificates.
• Check that all documents are attached as per the application form.
• Verify the authenticity of submitted documentation.
• Receive correct measures from schemes.
• Monitor compliance.
• Update the schemes database to compliance status.
• Submit the certificate to the Chief Ombud for approval.
• Ensure that all suggested amendments on the Community Schemes Governance Document have been affected by the Executive Authority of the Community Schemes Governance Document and the final document submitted to CSOS.
• Ensure that the Community Schemes Governance Document are legible and complete.
• Request the community schemes to replace the Governance documentation where necessary.
• Ensure that the Governance Documentations are of good quality.
• Ensure that the Governance Documentation is archived as per the Record Management Policy.
• Process all applications for requests for access to the Governance Documentation.
• Retrieve the Governance Documentation from archives or files where necessary.
• Ensure that access fee is paid by requester before access to information is granted.
• Provide the duly registered Community Schemes with the compliance certificate after approval by the Chief Ombud.
• Submitting management reports on the implementation of the CSOS Act with regards to Community Schemes Governance Document management.
• Facilitate the development and implementation of the Governance Documentation Management Policy.

CSOS INTERNSHIP PROGRAMME: 2022/23
The Community Schemes Ombud Service (CSOS) is a Schedule 3A Public Entity under the Department of Human Settlements (DHS) established in terms of the Community Schemes Ombud Service Act (CSOS Act), 09 of 2011 to regulate the conduct of parties within community schemes and to ensure their good governance. CSOS Act empowers the organisation to help create and facilitate orderly and well-managed community schemes. This is carried out by resolving disputes amongst the parties, administration of schemes governance documentation and providing regular training and education to all stakeholders.
The Community Schemes Ombud Service (CSOS) is contributing towards skills development by providing graduates with opportunities to gain work experience in various skills areas. CSOS is therefore inviting applications for an Internship Programme that would run for a period of twelve (12) months.
Successful candidates will be based at the Head Office in Centurion. Requirements: Applicants must be South African graduates in any one of the fields specified below and must not have experience within the related fields. Successful interns will be expected to sign an Internship Agreement.
