COMMUNITY SCHEMES OMBUD SERVICE (CSOS)
 


The Community Schemes Ombud Service Act (Act 9 of 2011) was promulgated on 11 June 2011 and provides for the establishment of the Community Schemes Ombud Service (“CSOS”) as a public entity. The CSOS has been classified as a Schedule 3A Public Entity in terms of the Public Finance Management Act (Act No.1 of 1999) (PFMA). 
 
SENIOR MANAGER: RISK MANAGEMENT 
(Ref. CSOS/SMLRM/11/24) 
This position reports to the Executive: Risk Management and offers a total cost to company package of R1 470 020.50 per annum. 
 
Requirements:
• BCom or Risk Management Degree 
• Certification in Risk Management Assurance (CRMA) desirable. 
• Certified Internal Auditor (CIA) an advantage 
• A minimum of 8 years relevant working experience of which 3 years should be in middle management in Enterprise Risk Management (ERM) field. 
 
Key Performance Areas: 
• Leverage on existing legal structures and practices in maintaining high legal service standards to ensure regulation and compliance. 
• Facilitation of compliance risks identification including analyzing policies, laws and regulations. 
• Manage follow ups on implementation of compliance risk mitigation strategies 
• Management of Compliance risk management finances, asset/equipment and staff requirements, to ensure the efficient operation of the unit

This position reports to the Executive: Corporate Service and offers a total cost to company package of R1 470 020.50 per annum. 
Requirements:
• Grade 12 
• LLB or equivalent qualification (Bachelor of Law Degree) 
• Admitted attorney or advocate 
• Post Graduate Diploma in law 
• Various legislation applicable in the public sector 
• Labour Legislation and Codes: Basic conditions of employment Act, Employment equity, Occupational Health and safety, Skills Development Act and Labour regulation and codes of good practices, BBBEE 
• Public Procurement Legislation 
• Financial management 
• Alternative Dispute Resolution 
• Drafting of legal documents 
• Intellectual property knowledge 
 
Key Performance Areas: 
• Develop and manage appropriate systems, processes and procedures to ensure CSOS, its Board of Directors and management comply with their respective responsibilities and obligations under law, regulations and other applicable codes of conduct in relation to the Legal function. 
• Lead and oversee an effective and efficient functioning Legal Business Unit to ensure that the unit is well capacitated and managed to support the legal activities of the CSOS. 
 
 
• Ensure that innovations and intellectual property of the CSOS is protected from unlawful replication and espionage. 
• Participate actively in high level planning, strategizing and performance reporting meetings and providing legal inputs in order to eliminate the risk of non-compliance, lawsuits and penalties 
• Stakeholder Engagement and Management 
• Assist in leading the review of CSOS legal documents, keep track of the latest amendments in law and regulations to avoid non-compliance and provide regular up-to- date advice to management. 
• Co-ordinate the budgeting process and planning in the Legal Business Unit and monitor/control the unit’s budget so that the expenditure is within the approved Budget.
