The position reports to Governance Manager
Requirements:
• Degree in Law or equivalent.
• Advanced MS Office (Word, Excel, and PowerPoint).
• A total of 4 years’ working experience.
• Previous experience in Compliance and Enforcement (advantageous).
• Extensive knowledge of legislation and regulations relating to human resources and labour relations.
• Proven editorial skills. Outstanding command of the English (or primary customer) language online communications tool – design, functionality, navigation.
• Up to date knowledge, of internal communications methods.
• Ability to take complex information and create clear copy relevant to the audience.
Key Performance Areas:
• Contribute to the development of operational plans in the Unit.
• Comply to all policies and procedures in the Unit.
• Conduct project administration recorded keeping d produce project related reports.
• Systematize the achievement of deliverables against project plans.
• Demonstrate knowledge of the latest development within area of expertise.
• Take ownership for own work, performance management and development.
• Introduce improvement opportunities within area of expertise in line with best practice to optimise performance.
• Engage in problem solving and continuous improvement to maximize output of area.
• Issue notice to all Community Schemes for the filing of Annual Returns and Financial Statement.
• Update a register of Community Schemes that have submitted their Annual returns and financial statement.
• Track and follow up with community schemes that have not filled their annual returns and financial statement.
• Receipt of annual returns with supporting documentation.
• Check the Annual Return and financial statements for completeness.
• Verify the authenticity of submitted documentation.
• Liaise and receive Section 54 reportable irregularities from IRBA.
• Communicate the IRBA findings to the relevant schemes.
• Compile a report with recommendations.
• Liaise and submit the report to the scheme.
• Follow-up with the scheme to correct the issues raised by IRBA.
• Receive correct measures from schemes provide report to IRBA.
• Monitor compliance.
• Update the schemes database to compliance status.
• Issue a compliance certificate.
• Ensure that a levy is paid before a compliance certificate is issued.
• Submit the certificate to the Chief Ombud for approval.
• Provide the duly registered community schemes with the compliance certificates after approved by the Chief Ombud.
• Receive request of non-compliance issues from the schemes.
• Provide the advice on the application of the CSOS Act and STSMA.
• Identify non-compliance issues.
• Issue a directive to the scheme.
• Identify issues within the ACT and STSMA and issue a practice directive on it.
• Report to the community schemes on issues identified.
• Provide advice on amendment of the CSOS ACT and STSMA.
• Issue non-compliance notices to schemes.
• Allocate investigators to conduct onsite investigations.
• Liaise with other organ state that would be relevant.
• Compile a report.
• Handover to SAPS for criminal action.
• Corporate with SAPS during the case.
• Handover non-payment cases to finance for collection.
