IT MANAGER

The objective of this position is to provide and maintain IT infrastructure across all nine (9) CGE provincial offices country wide. To provide support, maintenance and server administration including desktop services to CGE staff.
 
Requirements:
  • Bachelor’s Degree or National Diploma in Information Technology coupled with relevant IT certification i.e. A+,N+ or S+ or MCSE
  • Five years’ IT experience ( 2 Years should an IT Technician and 3 years an IT Specialist experience).

The successful candidate must:  
  • provide and maintain IT infrastructure and internet across the dial up facilities based on internal security policies, regarding local network infrastructure.
  • provide and maintain protected private and common document storage, backup systems, centralized printing and inter-operability of all intranet, websites and e-mail facilities.
  • provide relevant technology-based advice and research to all levels of management and CGE staff, based on agreed policies, norms, standards and built upon established best practices and solutions.
  • provide strategic, statistical and operational support to CGE management with particular focus on projects and activities.
  • Maintain an IT case management system.
  • Research and identify trends and best practices in the ICT field.
  • Manage budget and procurement in the department.
  • Manage projects within IT and the CGE.
  • Liaise with SITA on provisioning and procurement.
  • Management of backup, routers, switches, wireless network and firewall.
  • Develop and monitor implantation of IT policies.
  • Manage IT security risks such as antivirus, physical security and logical security.
  • Manage all IT assets in the department and the CGE.
  • Manage Service Level Agreement (SLA)with service providers and licenses.
  • Manage video conferencing facility, telephone system and surveillance system.
  • Perform other duties as required.

HEAD OF DEPARTMENT: PUBLIC EDUCATION & INFORMATION (PEI)
(5-years performance-based contract)
Salary Level 13: R 1 107 022 per annum (all-inclusive package)

The HOD PEI will report to the Chief Executive Officer (CEO) of the CGE. The CGE’s Public Education & Information Department performs a vital function of outreach work, knowledge collection & information sharing. The incumbent will be responsible for the development of public education and information content and prioritise dissemination methods and approaches according to established needs assessments, as well as ensuring alignment of education and information material to CGE internal policies and relevant national and international regulations, standards and best practices.
 
REQUIREMENTS:
  • An appropriate post-graduate degree in the Education field, Social Sciences, Communication Sciences, Development studies, Management studies or equivalent qualifications.
  • Masters degree will be an added advantage.
  • Five to eight (5-8) years’ experience at senior management level of which three (3) were at management level, managing public/community liaison, stakeholder engagement and public awareness, education and advocacy programmes.
  • Commitment to & passionate about working towards a gender equal society and have experience in utilising education and information to advance this goal.
  • Outstanding interpersonal, communication and presentation skills are essential, as well as advanced computer skills.
  • Experience in the development and dissemination of public education and information material.
  • Advanced report writing skills.
  • A driver’s license is required.
 
THE SUCCESSFUL CANDIDATE MUST HAVE:
  • Knowledge of relevant legislation, regulatory frameworks and protocols governing education and communication in the public sector, strategic planning, monitoring and reporting
  •     Excellent knowledge of stakeholder management principles and practices, excellent stakeholder management skills, 
  • Effective public awareness and advocacy, public liaison, mass media communication, excellent written and verbal communication skills, managing interest and pressure groups, ability to work with diverse communities and proven ability to interact with high level officials in the public and private sectors.
  • Skills in the development and management of educational material, production & synthesis of information and layout and design of educational material and institutional reports to ensure optimum delivery of training material. 
  • Strategic leadership, project management skills & experience in implementing programmes against agreed upon benchmarks and planned strategic targets.
  • Skills in the development and implementation of a comprehensive PEI strategy, including the establishment of information dissemination strategies, methods and approaches.
  • Experience in the effective management and development of staff and training staff on digital and applicable media methodologies, people management and empowerment 
  • Innovative skills in the implementation of public education and information initiatives (e.g., media campaigns, commemorative events, launches, etc).
  • Knowledge of the development and management of public education and information material and initiatives, including facilitation of public education, reporting and monitoring, evaluating impact and learning from stakeholder engagement thereof.
  • Ability to perform other duties which will contribute to the strategic management of the CGE.
  • Knowledge of the management of organisational change.
  • Excellent written and verbal communication skills.
  • The ability to deliver under pressure, including a sturdy stress management disposition.
 
KEY PERFORMANCE AREAS WILL INCLUDE:
  • Effective implementation of public education and information programmes and projects that support the achievement of strategic goals and objectives of the institution. 
  • S/he will guide the management team in undertaking various research requirements essential for the public education and information mandate of the CGE, as well as managing, supervising and mentoring teams on the implementation of public education and information programmes. S/he will also manage continuous monitoring and evaluation of the education and information programmes, reporting on their progress and impact.
  • Preparation and costing of institutional & departmental annual performance and operational plans.
  • Continuous evaluation of the performance of the PEI departments against set performance targets in the annual performance plan and operational plan. 
  • Development and implementation of the public awareness strategy and plans. 
  • Development and implementation of the public education and information stakeholder management strategy and plans. 
  • Development and implementation of public education and information communication and branding strategies and guidelines.  
  • Organising national advocacy campaigns on behalf of the institution. 
  • Ensure that the CGE education and information material are available in the CGE website and various social media platforms.
  • Ensure effective provision of editing, production and publications of education and information materials of the CGE that would require close liaison with stakeholders and partners on the repository and development of material for partners and civil society.
  • Effective and efficient management of all resources allocated to the PEI department. 
  • The incumbent required will be competent in strategic planning & budgeting, organising and managing the dissemination of the CGE public education and information programme to communities, including various categories of stakeholders across South Africa.

RISK MANAGEMENT COMMITTEE CHAIRPERSON

Salary: In accordance with National Treasury Schedules
Centre:  Head Office- Johannesburg
(3 Year Contract) 
 
Requirements: Post-graduate qualification in Risk management / Auditing / Accounting / Financial Management. At least 10 years’ experience in Risk Management environment. Must have a good understanding of Corporate Governance, PFMA, Treasury Regulations, Committee of Sponsoring Organisations (COSO) model and Public Sector Risk Management Framework.  Minimum of 5 years’ experience serving as Risk Management Committee Chairperson or Audit Committee Chairperson. Having good knowledge of Information Technology will be advantageous. 
 
Duties: Provide oversight on the review and monitoring the implementation of the risk management framework, policy, charter strategy within the Commission for Gender Equality (CGE). Provide guidance on integration of risk management into planning, monitoring and reporting processes. Provide advice/guidance on setting risk appetite and review risk appetite, tolerance levels and anti-fraud measures. Lead the committee in conducting its activities in terms of the Public Sector Risk Management Framework, PFMA, Risk committee Charter and Kings IV Report on Corporate Governance. Submit timely quarterly reports to the CEO. Present the reports to the Audit Committee on the state of risk management in the CGE, aspects requiring improvement and recommendations to address such aspects. Perform any other duties of the Risk Management Committee as specified in the CGE Risk Management Committee Charter.

The CGE has vacant posts for Two (2) members of its Audit Committee. The primary purpose of The Audit Committee is to provide oversight on the financial reporting process, the audit process, corporate governance, systems of internal controls, compliance with laws and regulations and to promote the integrity of the financial status of the CGE, as well as overseeing the maintenance of sound risk management systems.
 
Requirements 
  • Post-Graduate qualification in Accounting / Law / Auditing / Risk Management / Financial Management.  
  • Minimum of 10 years’ experience in financial management / Risk management / Auditing / Law environment. 
  • Minimum of 6 years serving in the Audit and/or Risk Committee.
  • Willingness to serve the interests of the public in a responsible manner. 
  • A good understanding of the Public Finance Management Act (PFMA), Treasury Regulations and other legislation governing the work of public entities.
  • An understanding of gender equality will be an added advantage.
 
Key Functions  
Persons interested in these posts, and who are eminently qualified will be expected to provide oversight and guide the Commission on the following matters:

Requirements:
  • A post graduate qualification or NQF level 8 in one of these disciplines: Law; Social Sciences; Human Rights or Gender and Development (or equivalent).
  • A minimum of seven years’ proven leadership experience in a similar environment, five years of which must be at executive level.
  • Understanding and knowledge of the human rights and gender equality.
  • Understanding and knowledge of PFMA and other relevant legislations including international human rights conventions and protocols.
  • Extensive experience in managing financial and human capital including governance principles and related matters.
 
The successful candidate must:  
  • Ensure that the CGE secretariat executes its mandate in terms of the Constitution of the Republic of South Africa,1996, the CGE Act 39 of 1996, and other applicable legislations.
  • Prepare and submit annual Strategic Plans and Budgets.
  • Implement the approved Strategic Plan and Annual Performance Plans, and report on progress monthly, quarterly and as may be required.
  • Provide general and strategic leadership, direction and implement transformation and change management processes and initiatives.

The CGE’s Legal Department performs a crucial role in monitoring, evaluating, and investigating complaints regarding gender discrimination and litigates to seek relief from any form of gender discrimination on behalf of victims.
 
Responsibilities of the successful incumbent will include:  
 
  • Providing strategic leadership & ensuring successful implementation of the Legal department’s programmes against adopted benchmarks. 
  • Managing and developing the legal team and ensuring accountability for the effective implementation of the legal department’s operations.
  • Conceptualising and ensuring implementation of multiple legal initiatives and programmes.
  • Advocating for and contributing to the development of gender sensitive policies and legislation internally and externally. 
  • Managing investigations into violations of gender rights in the public service, private sector and other institutions.

  • Leading CGE’s litigation.
  • Cultivating and initiating strategic partnerships to enhance the work of the legal department and CGE.

Requirements
  • Must be a South African citizen.
  • LLM degree.
  • Must be admitted with right of appearance in the High Court with a proven minimum of 10 years’ litigation experience in Human Rights, Social Justice and Constitutional Law. 
  • Management Experience – a minimum of 5 years’ experience at senior management level.
  • Knowledge of PFMA, the Constitution of the Republic of South Africa, 1996 and the CGE Act 39 of 1996.
  • Committed to creating a society free from gender discrimination and utilising the legal arena to advance this course.
