COMMISSION FOR GENDER EQUALITY (CGE)
 
HEAD OF INFORMATION COMMUNICATION TECHNOLOGY (ICT)
Level 12 - Salary R923 497.75 per annum

The CGE has identified a need to enhance its existing Case Management System (CMS) and implementation of its Enterprise Resource Planning (ERP) system that will require re-engineering and technical services in support of networks, communication, applications, and information systems that are currently operational, under development or requiring upgrades.
 
The Head of ICT will report to the Chief Executive Officer (CEO) of the CGE. The purpose of this role is to manage the activities, outputs and outcomes of the ICT Department of the CGE at the Head Office in Johannesburg and CGE Provincial Offices, providing strategic leadership and direction to the work of the Department, with the primary responsibilities that include planning, implementing and managing the overall business of the ICT Department.
 
The work of the Head of ICT must impact directly on the deliverables of the CGE and support the performance of the institution, ensuring that proper processes and methodologies are followed and implemented according to the latest industry standards and in line with the overall business of the CGE.

Minimum Requirements: 
  • A bachelor’s degree in the ICT environment and a master’s degree would be an added advantage.
  • A minimum of 5 - 8 ICT management experience.
  • A good understanding of the ICT universe/landscape.
  • Working knowledge of ERP/CRM/Case management systems for workplace environments.
  • Valid driver’s licence and willingness to travel.

  • Experience in managing outsourced third-party providers and solutions.

Functional Responsibilities:
  1. Participation in the strategic planning of the CGE and ensuring that the annual performance and quarterly plans of the ICT Department are developed, implemented, monitored and reported on as required.
  2. Providing strategic leadership, direction and mentorship to the CGE users, including change-management within the department and the CGE as a whole.
  3. Developing the relevant skills in the CGE, to ensure users are up to date in relation to systems utilisation, including assisting the CGE community to adapt to the use of new technologies, facilitating efficient transition to the 4th Industrial Revolution as required.
  4. Setting ICT goals aligned with the CGE’s mandate, including the institutional vision, mission and core values.
  5. Conceptualisation and supervision of multiple ICT projects, nationally and provincially.
  6. Conceptualisation of the ICT agenda of the CGE in consultation with the relevant oversight structures, for consensus management.
  7. Implementing effective budget planning and financial management of the Department’s resources.
  8. Ensuring compliance with the CGE internal regulatory systems, as well as national and international legislation governing the work of the CGE and the public sector as a whole, such as the PAIA and POPIA.
  9. Ensuring the operations of the department are in compliance with the Constitution of the Republic of South Africa (1996) and the CGE Act 39 of 1996, at all times.
  10. Taking a leadership role in working with partner organisations on key policy issues as they relate to the CGE ICT environment. 
  11. Ensuring the integration of ICT and Communications systems in the CGE.
  12. Conduct periodic impact assessments and user satisfactory surveys of the CGE ICT systems.
  13. Participate in CGE internal and external meetings and perform other duties as assigned by the CEO.
  14. Promote and extend the good name and standing of the CGE, including enhanced information security in the institution.
  15. Uphold the institutional values of the Commission for Gender Equality.
  16. Undertake technology assessments to support the continuous evaluation of current enterprise ICT Infrastructure environment in the CGE.
  17. Evaluate efforts against contracted deliverables.
  18. Provide technical specifications in preparation/definition of technical and functional specifications of the ICT enterprise infrastructure in the CGE, including and not limited to data centres, power supplies/backups, software installations, firewalls and security concerns together with Logical Networking separation of concerns.
  19. Evaluate institutional skill and knowledge gaps and provide recommendations on topics and methods for capacity building.
  20. Procurement solicitation and documentation for required business tools for the CGE users, including policy development in this regard, as well as wireless requirements.
