Full Time Senior Commissioner: Collective Bargaining - Mediation - National Office (Post level: 04)
National Office: Collective Bargaining has a vacancy for a Full-Time Senior Commissioner: Mediation.
Purpose
The overall purpose of this position is the management and leadership of the Mediation and Collective Bargaining unit. To support in the implementation of the strategy and operational plans for collective bargaining in order to advance labour market stability. To provide support and guidance to commissioners in all Collective Bargaining processes to ensure process integrity and improve process effectiveness and outcome quality. The Senior Commissioner will also give operational support to the NSC: Collective Bargaining.
Key performance areas:
• Strategic management and leadership of the Unit.
• Promote and Support Collective Bargaining in the labour Market to ensure ongoing development delivery of the strategy to enhance labour market stability and growth by ensuring effective management of public interest matters and collective bargaining support services
• Provide support and guidance to Commissioners by building capacity of commissioners to implement strategic and operational objectives.
• Development and maintenance of required guidelines, standard operating procedures and policies to ensure quality control and evaluation of the Mediation unit’s services and associated information.
• Manage the strategic planning, monitoring, assessing and reporting functions, including monthly, quarterly and scorecard reporting internally and where applicable to external stakeholders.
• Communication and engagement with other CCMA structures and users including providing statistical data, updates and briefings where required.
• Basic knowledge of governance processes, PFMA compliance, financial, risk, supply chain management and budget management.
• Implementation of efficiencies to ensure delivery of the collective bargaining Strategy at regional and national level.
• People Management, identification of capacity building and training needs
Knowledge, experience and skills:
• Knowledge and experience of Industrial Relations and Labour Market structures and dynamics.
• Knowledge and experience to the promotion of collective bargaining processes with the labour market and CCMA.
• Management and leadership skills and experience.
• 5 years’ Commissioner experience with at least 3 years exposure in Collective Bargaining
• Exposure to overall CCMA processes and activities in respect of job saving operations and dispute management will be an advantage.
• Knowledge and experience of strategic planning, monitoring and basic accounting functions.
• Basic knowledge of governance processes, PFMA compliance, financial, risk, supply chain management and budget management.
• Implementation of efficiencies to ensure delivery of the collective bargaining Strategy at regional and national level.
