DESCRIPTION
RESPONSIBILITIES AND OBLIGATIONS
The primary objective of this role is to ensure security technical management whereby current and future CCTVs technical impact assessment issues are dealt with efficiency and effectiveness thereby ensuring adherence to our local bylaws and ensuring a security coverage is always on acceptable standard for all within the SEZ and surroundings. Below are some requirements for the Security Technical Manager (STM) operational and functionalities however not limited to and as determined by the Security Manager:
- Perform basic technical implementation tasks, such as customer configuration updates and reviewing the quality of customer integrations.
- Conducting TSCM surveys and inspections to monitor for evasive radio frequency signals and perform a wide variety of physical and technical security related functions at Abbott facilities inspecting for technical penetrations, hazards, and physical security weaknesses that could result in the unauthorized access to sensitive material and proprietary Intellectual Property belonging to CDC.
- Lead assessment and communication of top security risks
- Manage information security portfolio of initiatives and roadmap, including long term strategic initiatives short term projects.
- Manage high visibility cross-functional projects and ensure on-time execution and delivery.
- Build in transparency and efficiency in project execution, while leading prioritization, conflict resolution and continuous forward movement
- Ensure clear and periodic communication throughout project / program lifecycle to various internal and external stakeholders, including senior executives.
- Identify and generate metrics to measure value delivery and drive improvements.
- Manage vulnerability governance process across various Engineering and IT teams.
- Drive process improvements across the various security and external teams
- Implements and oversees processes, programs, and tools to support information assurance, regulatory compliance with the 3rd party/vendor risk management team, and executes internal control, governance, and risk management activities to ensure secure delivery of internal initiatives.
- Monitors and analyzes technology risk trends and advises IT and business management regarding appropriate IT policies, procedures, and practices with the goal of safeguarding information assets, strengthening internal operations, and achieving strategic objectives.
- Leads, develops, and maintains the Physical Security IT risk management strategy.
- Ensure all software propriety systems procurement for CDC Physical security operations.
- Liaison with local emergency authorities and propose technical solutions on crime related matters affecting the SEZ.
- To update management and resolve any technical systems failure within the relevant priority fix and repairs guidelines.
- Update and maintain new and current system software to commission new and existing project.
- Use technical engineering concepts including software to trouble shoot complex faults with aim of ensuring systems down time is minimum.
- Responsible for several components of project or a complex component of a larger project.
- Fully developed professional able to work without direct guidance or daily direction from others.
- Works independently applying in-depth knowledge of multiple Information Security technologies (IDS/Firewalls/Anomaly Detection), as appropriate.
- Performs sophisticated analysis of Information Security related logs and log data to surface potential Information Security risk and concerns for resolution.
- Have the ability to identify business problems and work across organisational boundaries and develop program/product technology strategies.
- Have a technical consulting background and experience, driving programs via communicating and influencing internal stakeholders, external customers, partners, system owners, and/or technology partners.
- Be comfortable working within a fast pace, fast changing dynamic environment to complete objectives/ goals.
- Have a strong understanding of security/cyber principles and associated technology risk management.
- Experience in designing and implementing an overall security architecture (e.g., logical, physical, system integration).
- Strong experience in solutions design, defining and/or implementing security technologies, and solutions to deliver information security & other IT capabilities across multiple layers of the IT architecture.
- Threat Intelligence and Modelling.
- Security technologies (e.g., firewalls, security event monitoring, intrusion detection and prevention, malware detection).
- Application security System Development Life Cycle (SDLC).
- Software programming, new product design and development.
- Compilation of detailed product specifications documents and recommendation for acquisitions of security systems both software and hardware.
- Prepare monthly reports on technical issues, damages, and redundant security systems.
- Monitor all installations, maintenance, repairs and provide timeous report.
- Digitisation of all security working documents.
STANDARD COMPLIANCE DUTIES
Furthermore, the incumbent has to be aware that:
- You are aware of and have access to the CDC’s SHEMS.

- You ensure that the company’s housekeeping standards are maintained throughout your area of responsibility.
- You report any unsafe conditions or acts which you cannot rectify yourself to your SHE representative or to the Senior SHE Project Manager as soon as possible.
- You report all SHE incidents which occur within your area of responsibility promptly and in the correct format.
- You are totally familiar with your responsibilities in terms of the CDC’s emergency plan.
- You communicate to the Senior SHE Project Manager any required changes to the SHEMS prior to implementing these changes.
- You timeously complete and correctly record any corrective action which needs to be taken to rectify a SHE matters.
- You give full co-operation to, and participate in (as required), the CDC’s internal and external SHEMS audits.
You have the authority to:
- Immediately stop any person(s) on CDC property from committing an unsafe or destructive act or omission.
- Take whatever immediate steps you deem necessary to prevent injury or environmental damage when confronted with an unsafe or destructive condition.

COMPETENCIES AND REQUIREMENTS
- National Diploma in Computer Science, Information Systems Management, Engineering, any related technical field of study or equivalent;
- Minimum of 5 years’ experience in a similar environment;
- A minimum of code 08 Driver’s Licence;
- PSIRA registered;
- Knowledge of Physical Security Information Management Systems (PSIMS) - (Access/IDS/CCTV/AI);
- Computer Literacy and Administration skills;
- Excellent problem-solving skills;
- Good communication and interpersonal skills;

The Chief Sustainability Officer (CSO) is mandated by the Board of Directors of the CDC to craft and drive the organisation’s Sustainability Strategy to ensure that it remains competitive. The CSO will further ensure that the elements that will impact the organisation in future, are driven from a strategic perspective ensuring adherence to the CDC’s Safety, Health, Environment and Quality policies, integration of the country’s Climate Change mitigation objectives into the organisation’s strategy, provide thought leadership to all Business Units of the CDC, research and innovation leading to the identification of game-changing projects and initiatives, which will form part of the Corporate Sustainability Strategy ensuring seamless evolution of the organisation and to minimise the climate impact of the organisation’s projects and activities.

- Establish, implement and maintain Sustainability policies, procedures, and practices;
- Create awareness on sustainability policies, procedures and practices to staff at all levels;
- Develop and implement Sustainability long and short term strategies with clear and SMART targets to encourage best practices;
- Supervise employees or volunteers working on sustainability projects;
- Play advisory role on sustainability to Executive Management and the Board;
- Research environmental sustainability issues, concerns, or stakeholder interests;
- Develop methodologies to assess the viability or success of sustainability initiatives;
- Work with Marketing & Communications and participate in relevant external platforms on sustainability issues on behalf of the CDC, playing an advocacy role to ensure the CDC is well position in the market from a brand perspective
- Evaluate and approve proposals for sustainability projects, considering factors such as cost effectiveness, technical feasibility, and integration with other initiatives;
- Devise the best tools and systems to monitor performance and to implement strategies;
- Assessing, analysing, and collating Sustainability performance data and reporting information to internal staff, clients, and regulatory bodies;
- Integrate Sustainability Principles and ISO 26000:2020 into all business processes;
- Conduct Sustainability Assessments for all projects and ensure that the sustainability principles are incorporated accordingly;
- Develop and publish an annual Sustainability report as per the Global Reporting Initiative (GRI);
- Ensure Compliance to all Sustainability related commitments (Local, Provincial, National and International);
- Develop and Maintain a Sustainability Legal Register to ensure compliance with legal requirements;
- Keeping up to date with relevant changes in Sustainability, related legislations and initiatives including international legislation where applicable;
- Managing Sustainability strategy budgets;
- Acting as a champion or cheerleader for Sustainability issues within the CDC;
- Develop breakthrough innovations and projects to enhance the CDC’s positive contribution to sustainability;
- Lead relevant research and innovation initiatives.
- Oversee all the CDC’s Safety, Health, Environmental & Quality functions, to ensure integration into all its activities and achieve high levels of compliance and standards, including gaining and retaining the relevant ISO certifications and / or other relevant performance standards.

MINIMUM REQUIREMENTS
- Post-graduate Degree in Environmental Science and Sustainability or other related feels including Earth / Natural Sciences;
- A qualification in resource / sustainability economics will be an added advantage;
- Minimum 5-10 years of senior management work experience with environmental and sustainability sciences coupled with risk management of infrastructure / energy / industry;
- Experience in project management, including leading expert teams and working with senior stakeholders;
- Strong knowledge of and experience working with Local and International Environmental standards and systems.

RESPONSIBILITIES AND OBLIGATIONS
In executing the above primary objectives, the EM Operations is required to:
- Provide strategic leadership and managerial direction to Operations in pursuance and achievement of its objectives;
- Oversee the planning and implementation of strategies that ensure integrated operations of the SEZ, CDC businesses and related CDC sites;
- Advise the CEO on the appropriate mechanisms for ensuring the ongoing operations of the SEZ and related sites;
- Interpret, formulate and implement world’s best practices and standards in consultation with Unit Heads;
- Establish an appropriate strategic framework for the provision of services and products to future investors/ and existing tenants within the SEZ and related CDC sites;
- Lead, guide and oversee Unit Heads in the provision of various disciplines listed below and when necessary undertake periodic revisions and updates to strategies:
- Property Development and Facilities Management Services – Fleet and Office Management;
- Trade Facilitation – Investor Services and Logistics
- Spatial Development;
- Security;
- Commercial;
- Coega Travel Agency;
- Bluewater Bay Sunrise Hotel;
- Vulindlela Accommodation and Conference Centre.
- Ensure coordination and integration of operational plans and processes;
- Lead and advise Unit Heads to identify, evaluate and implement appropriate commercial models for service provision.
- Establish an appropriate strategic framework of the SEZ operations in consultation with Operations Unit Heads and prepare budgets accordingly;
- Establish and maintain sound working relationships with investors/ tenants and all relevant appropriate statutory bodies;
- Provide sound advice to Operations Unit Heads and guidance to the CDC in respect of operational and commercial matters;
- Investigate and make recommendations to improve the processes associated with the operations of the SEZ and other CDC businesses under the stewardship of OPS;
- Review appropriate partnerships for identified revenue opportunities in various aspects of services within the CDC control.
- Guide the review of the Tenants Zone Application Procedures (Zone rules) and ensure assessment of potential tenants and concessionaires for the development of the SEZ and related sites.
- Lead the development of procedures, standards, plans and guidelines to be included in Tenant Application Procedure (Zone rules).
- Support the development and implementation of the environmental management plans of CDC in the development of the SEZ and related sites and the implementation thereof
- To prepare reports and other necessary submissions as required to ensure that the CEO and Board of Directors are fully informed on the operational and commercial performance.
Other responsibilities of the EM: Operations comprise the following separate but interlinked activities:
- Interact with tenants/ investors to ensure client satisfaction;
- Interact with potential investors to secure the investments.
- Interact with service providers in the development; management and operation of the Project.
- Interact with National Government in the development management and operation of the Project.
- Interact with the Eastern Cape Provincial Government and the local authorities in the immediate vicinity, in the development management and operation of the Project.
- Interact with the other Executive Managers as necessary.
- Prepare progress reports regularly and as and when required.

The Project Accountant is accountable to the office of the Chief Financial Officer (CFO) of the Coega Development Corporation (CDC).
MANDATE
The Project Accountant is mandated by the CFO to take responsibility for all aspects of project related Finance matters of the CDC.
DESCRIPTION
RESPONSIBILITIES AND OBLIGATIONS
The primary objective of the Project Accountant is to maintain adequate and proper project accounting records. Furthermore, the Project Accountant is responsible for co-ordination of submissions and reports relating to the project related matters of the CDC. In pursuance of this primary objective, the Project Accountant is required to:
Project Management and Risk
- Set-up projects/programme reporting framework as per client SDA;
- Review and enhance programme internal controls;
- Provide advisory support to the Project Management team and Programme Directors.
- CAPEX Forecasting, short and long term (Monthly, Quarterly, Annually, 3 year MTEF (medium term expenditure forecast);
- OPEX Budget preparation and co-ordination with business units up to approval stage (Targets and Profitability Forecast);
- Ensure Accurate Expense Capitalization;
- Prepare and maintain the client’s commitment registers;
- Prepare management fees billing and collection;
- Preparation and Submission of Funding applications to the client departments;
- Ensuring Budgets are aligned to the Strategic Plan;
- Reporting internally to management and externally to the Board Audit and Finance Committee and to shareholders, and to the authorities;
- Preparing quarterly reports to various funding agencies, including the National Treasury;
- Preparation of adhoc/monthly reports requested by the funding agencies;
- Attending meetings / briefing sessions requested by the funding agencies;
- Cashflow analysis and projections;
- Financial compliance with the Companies Act and the PFMA;
- Maintaining the General Ledger accounts of the programmes;
- Preparing reconciliations of accounts of the programme;
- Preparation of commitment and audit files for internal and external submissions.
- Manage and supervise a team of Bookkeepers.
Furthermore, you are to ensure that:

REQUIREMENTS
- Degree in BCom: Accounting, any related or equivalent;
- Post graduate qualification in Accounting;
- Completed articles;
- Minimum of 3 years’ experience in Project Financial Management with 5 year in Financial Management;
- Experience in working on an ERP system (Oracle would be advantageous);
- Highly skilled – Excel, Power Point, Word and other planning tools advantageous;

ACCOUNTABILITY
The Communications Officer is accountable to the Head: Marketing, Brand and Communications through the Communications & Stakeholder Relations Manager of Coega Development Corporation.
MANDATE
The key purpose of the Communications Officer is to provide strategic and operational support to the Communications & Stakeholder Relations Manager, and to further implement all CDC internal and external Communications, Public Relations and Stakeholder Management Plans.
DESCRIPTION
RESPONSIBILITIES & OBLIGATIONS
- Develop content for CDC shared media platforms, such as Twitter, Facebook, LinkedIn, Instagram, YouTube, and other social media networks that may be developed from time-to-time;
- Manage work on the periodic updating of design, copy/content, and production of the CDC Publications, which include the Today@Coega (internal Newsletter), and the Coega Business Insight (external newsletter);
- Manage weekly editorial and planning meetings for CDC press statements as well as for the Today@Coega and the Coega Business Insight, which will Include:
- The content and look and feel of each edition;
- Writing and sourcing articles from internal and external contributors and/or sources;
- Sub-editing and proof reading of articles;
- Sourcing, formatting images and obtaining approvals for use of stock images; and
- Liaising with external Service Providers when required for advertisements and printing purposes.
- Co-ordinate the production of other internal and external communications and publications materials, in consultation with other Business Units of the CDC;
- Contribute to the ongoing review and development of stakeholder communications, marketing and branding materials in order to ensure that the messaging best achieve the objectives of the CDC;
- Develop, implement and maintain a “house style” in all CDC’s written communications;
- Implement and maintain the CDC’s visual brand identity to support Business Units and external business consultants, as required;
- Develop and maintain an up-to-date CDC’s Photo Library (still and audio visual) for use across a range of communications platforms;
- Contribute in the planning of CDC events, particularly the design and production of communication materials and press releases;
- Lead in developing a media strategy and plan, drafting press releases, responding to media enquiries and building relationship with journalists, particularly the Agenda Setting Media;
- Conduct regular media analysis and make recommendations to improve media coverage;
- Facilitate interviews for CDC Business Sector Experts, and provide a script and/or background information that may be required;
- Respond to all media enquiries within the agreed timeframes;
- Advise Business Units on the story/news opportunities they should take advantage of;
- Assist Business Units to prepare campaigns and events, including arranging press facilities and hosting media at events;
- Ensure the effective and efficient coordination and implementation of PR and Stakeholder Relations Programmes for the CDC, including those from Business Units and Subsidiary Businesses;
- Work with communities, forums, and other CDC stakeholders to promote the reputational image of the CDC and its programmes;

- Be familiar with crisis management procedures and techniques, including business continuity processes;
